1.0 REQUIREMENT DESCRIPTION:

The specific technical topic associated with CALL 0010 is Topic Area 1 of the Baseline Broad Agency announcement BAA-10-RD-01. The technical area to be addressed in CALL 0010 requires Electro-Optic Characterization in the following areas:

The goal of this effort is to perform advanced technology exploration development and research into optical beam control in the presence of atmospheric turbulence. This includes working with the Space Electro-Optical Division of the AFRL Directed Energy Directorate (AFRL/RDS) to develop, simulate, analyze, and characterize beam control systems for laser propagation, laser communication, free-space Quantum Key mailto:Theresa.Erickson@us.af.mil

Distribution (QKD), optical imaging, target acquisition, pointing, and tracking applications. The scope of this electro-optic characterization effort is for optical beam control theory and concept development, modeling, simulation, analysis of beam control systems and experiments, planning, design, and operation of laboratory and field experiments in advanced adaptive optics and other beam control technologies. See attachment 1, Statement of Objectives (SOO). It is anticipated that a large majority of work will be on-site at the Starfire Optical Range, Kirtland Air Force Base (KAFB), Albuquerque New Mexico. Situations may arise which will require work to be accomplished at locations other than KAFB as designated by AFRL/RDS. Proposals should demonstrate staffs possess relevant education and experience necessary to meet the CALL requirements substantially.

There will be no Grant opportunities for this CALL.

2.0 ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: FY 15: $.25M; FY 16: $5M; FY 17: $5M; FY:18 $5M; FY 19: $5M;

FY 20: $3.75M This funding profile is an estimate only and is not a contractual obligation for funding. All funding is subject to change due to government discretion and availability. The approximate breakout follows:

3.0 PERIOD OF PERFORMANCE: The anticipated period of performance for individual award(s) resulting from this CALL is approximately 63 months in duration.

The period of performance is to be proposed in the format “includes 60 months for technical effort and 3 months for Final Report preparation.”

4.0 PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. Mountain Daylight Time MDT on 13 April 2015. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open.

Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).

6.0 ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force

anticipates awarding a cost-plus-fixed-fee (CPFF), completion contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed.

7.0 ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates one award.

However, the Air Force does reserve the right to make more than one award or no awards pursuant to this CALL.

8.0 ANTICIPATED AWARD DATE: 120 days after the posting of this BAA announcement.

9.0 DELIVERABLES ITEMS:

All listed data items shall be prepared and delivered according to the requirements of the applicable DD Form 1423s. See attachment 2.

10.0 OTHER RELEVANT INFORMATION:

1. Program security classification: Top Secret -- A DD Form 254 is applicable. Offerors must verify their Cognizant Security Office information is current with Defense Security Service (DSS) at www.dss.mil.

2. Government Furnished Property (GFP): The GFP to be provided for this CALL is identified in the table below. Any additional GFP needed for this requirement should be specified in the proposal. All property is to be furnished in an “as-is” condition. The offeror is responsible for all costs related to making the property available for use, such as payment of all transportation, installation or rehabilitation costs. See section 9 (I) in the BAA-10-RD-01 for additional information and related clauses.

3. Base Support: The Government expects to provide support at Kirtland Air Force Base for this effort. This includes office space and associated general office equipment required to fulfill the requirement.

4. Associate Contractor Agreements: The Contractor shall enter into Associate Contractor Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government’s requirement. The agreements shall include the basis for sharing information, data, technical knowledge, expertise, and/or resources essential to the integration of the CASE program, which shall ensure the greatest degree of cooperation for the development of the program to meet the terms of the contract.

Associate contractors are listed in (g) below.

ACAs shall include the following general information:

(1) Identify the associate contractors and their relationships.

(2) Identify the program involved and the relevant Government contracts of the associate contractors.

(3) Describe the associate contractor interfaces by general subject matter.

(4) Specify the categories of information to be exchanged or support to be provided.

(5) Include the expiration date (or event) of the ACA.

(6) Identify potential conflicts between relevant Government contracts and the ACA;

include agreements on protection of proprietary data and restrictions on employees.

(c) A copy of such agreement shall be provided to the Contracting Officer for review before execution of the document by the cooperating contractors.

(d) The Contractor is not relieved of any contract requirements or entitled to any adjustments to the contract terms because of a failure to resolve a disagreement with an associate contractor.

(e) Liability for the improper disclosure of any proprietary data contained in or referenced by any agreement shall rest with the parties to the agreement, and not the Government.

(f) All costs associated with the agreements are included in the negotiated cost of this contract. Agreements may be amended as required by the Government during the performance of this contract.

5. Organizational Conflict of Interest - The following clause will apply to this effort:

5352.209-9000 Organizational Conflict of Interest (Oct 2010) Basic and Alternates III & VI (Oct 2010) (Tailored)

(a) The following restrictions and definitions apply to prevent conflicting roles which may bias the Contractor's judgment or objectivity, or to preclude the Contractor from obtaining an unfair competitive advantage in concurrent or future acquisitions.

(1) Descriptions or definitions:

"Contractor" means the business entity receiving the award of this contract, its parents, affiliates, divisions and subsidiaries.

"Development" means all efforts towards solution of broadly-defined problems. This may encompass research, evaluating technical feasibility, proof of design and test, or engineering of programs not yet approved for acquisition or operation.

"Proprietary Information" means a11 information designated as proprietary in accordance with law and regulation, and held in confidence or disclosed under restriction to prevent uncontrolled distribution. Examples include limited or restricted data, trade secrets, sensitive financial information, and computer software; and may appear in cost and pricing data or involve classified information.

"System" means the system that is the subject of this contract.

"System Life" means all phases of the system's development, production, or support.

"Systems Engineering" means preparing specifications, identifying and resolving interface problems, developing test requirements, evaluating test data, and supervising design.

"Technical Direction" means developing work statements, determining parameters, directing other Contractors' operations, or resolving technical controversies.

ALTERNATE III (OCT 2010).

(b) The Contractor may gain access to proprietary information of other companies during contract performance. The Contractor agrees to enter into company-to-company agreements to: (1) protect another company's information from unauthorized use or disclosure for as long as it is considered proprietary by the other company; and, (2) to refrain from using the information for any purpose other than that for which it was furnished. For information purposes, the Contractor shall furnish copies of these agreements to the Contracting Officer. These agreements are not intended to protect information which is available to the Government or the Contractor from other sources and furnished voluntarily without restriction.

ALTERNATE VI (OCT 2010)

c) The above restrictions shall be included in all subcontracts, teaming arrangements, and other agreements calling for performance of work which is subject to the organizational conflict of interest restrictions identified in this clause, unless excused in writing by the Contracting Officer.

11.0 APPLICABILITY OF BASELINE BAA: All requirements of BAA-10-RD-01 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA-10-RD-01, refer to the initial closed BAA with CALLS as amended at http://www.fbo.gov/. It contains information applicable to all CALLS issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award http://www.fbo.gov/ administration, agency contacts, etc. Direct questions to the points of contact identified above.

12.0 PROPOSAL SUBMISSION:

1. Prepare your cost proposal in accordance with the Baseline BAA located at https://www.fbo.gov/ and Cost Proposal Instructions, attachment 4. Submit technical and Cost/Business Proposal IAW instructions provided in Section VII of the Baseline BAA.

Submit the Completed Proposal Content Checklist with the Cost/Business Section of the Proposal (Attachment 5, Proposal Content Checklist).

2. Submit with a cover letter, an original, three paper copies, and one electronic copy of the technical proposal and the cost/business proposal. The original and paper copies of the technical and cost/business proposals must be in separate volumes. The electronic copy must be submitted on a compact disk (CD-R) in a PC compatible file format and must be readable by Microsoft Office. The electronic copy of the cost proposal worksheets must be in Microsoft Office Excel 2003 or later version and must contain all cell formulas. Proposals shall be submitted to the Contracting Point of Contact identified below at the following address. Proposals sent via facsimile or unencrypted electronic means will not be accepted. Hand delivered proposals will not be accepted. Refer to paragraph 4.0 for date and time of proposal submittal.

6. Technical Proposal Page Limitations: The technical proposal(s) for this CALL shall be page-limited as set forth in the following table. The technical proposal, not including the C-SOW, shall be limited to 20 pages, single spaced, single-sided, 8.5 by 11-inch pages.

Select an easy to read font no smaller than 12 pitch fixed or proportional font size 10 or larger. Smaller type may be used in figures and tables as long as it is clearly legible. The page limitation includes all information i.e., indices, photographs, foldouts (2 page), appendices, attachments, etc. Blank pages, title pages, tables of content, lists, tabs, resumes or cover sheets are not included in the page count. The Government will not consider pages in excess of this limitation. Please note: The Government will check the proposal and CSOW for conformance to the stated requirements. Any pages in excess of the stated page limitation (after the format check) will not be considered.

7. The Government reserves the right to cancel this solicitation, either before or after the closing date. Submission of proposal(s) is not an authorization to commence work or to incur any costs to perform the work described above. Work is not to be implemented until award of a properly executed contract. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs, including bid preparation costs.

13. PROPOSAL REVIEW AND EVALUATION PROCEDURES. The Government reserves the right to select for award to responsible offerors/contractors any, all, part, or none of the proposals received in response to this announcement, subject to the availability of funds. You may be ineligible for award if all requirements of this CALL are not met by the proposal due date and time. At a minimum, incomplete proposals may be given a lower priority and, although technically acceptable, not awarded due to funding limitations. The review and selection process identified in the baseline BAA will be used for this CALL.

14. EVALUATION CRITERIA. The selection of one or more sources for award will be based on an evaluation of each offeror’s proposal to determine the overall merit of the proposal in response to this CALL announcement. Proposals will be evaluated in accordance with FAR 35.016. The proposals will be evaluated utilizing a peer or scientific review process and shall be evaluated based on the following criteria that are listed in descending order of importance:

• Overall scientific and technical merits of the proposal

• Importance to AFRL/RD programs

• Fund availability/affordability

Fund availability is the project’s budget or available financial resources to perform the research. Affordability links the proposed effort’s cost to the funds available to perform the research effort. Once selected for award, the cost proposal will be evaluated for cost realism and price reasonableness. No further evaluation criteria will be used.
