9. GENERAL IDENTIFICATION OF THIS PROCUREMENT Advancement of current and development of novel electro-optical (EO) techniques for improved space situational awareness (SSA) systems. Efforts will include directed studies, theoretical and/or experimental research, technology development, prototype system development and engineering, software development and use, system testing, and validation in the EO SSA technology areas associated with Tasking, Collection, Processing, Exploitation, and Dissemination. Demonstrations are also needed to validate results of research and support for AFRL and other Government agencies in SSA related test programs as directed by AFRL/RDSM.

12. PUBLIC RELEASE. Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination except as provided by the NISPOM or unless it has been approved for public release by appropriate U.S. Government authority. 13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. Attach, or forward under separate correspondence, any documents/guides/extracts referenced herein. Add additional pages as needed to provide complete guidance.)

ITEM 11 a – The prime contractor will contact the Det 15 Security Office for the execution of the Visitor Group Security Agreement (VGSA) and provide a company memorandum identifying on-site key personnel management officials and a security focal point (usually the FSO) prior to on-site operations. The contractor must comply with all OPSEC requirements identified in the Statement of Work or addendums thereto. The requirements, restrictions and other safeguards prescribed by the National Industry Security Operating Manual (NISPOM), DoD 5200.22-M, Feb 2006 and its supplements apply to all classified performance.
ITEM 11 g - Security classification guidance on information, hardware and equipment is provided in the following security classification guide(s): AFRL/DE, Kirtland Air Force Base, New Mexico; Ground-Based imaging Research and Development Technology Program Security Classification Guide, April 2006 and United States Strategic Command directorate of Global Operations Offutt Air Force Base, Nebraska: Security Classification Guide for Space Surveillance Operations, 15 July 2006.
ITEM 11 j – The contractor shall provide operations security (OPSEC) protection for all sensitive/critical information IAW AFI 10-701. The contractor will include OPSEC awareness education and training as part of their standard security program. On-site contractor will participate in the OPSEC program.
ITEM 11 l – Contractor is authorized the use of government automated information systems in the performance of their duties.
14. ADDITIONAL SECURITY REQUIREMENTS. Requirements, in addition to NISPOM requirements, are established for this contract. (If Yes, identify the Yes No pertinent contractual clauses in the contract document itself, or provide any appropriate statement which identifies the additional requirements. Provide a copy of the requirements to the cognizant security office. Use Item 13 if additional space is needed.)
The contractor will provide 15 AW/IPO and Servicing Security Activity (SSA) with all the information required by the Notification of Government Security Activity Clause, and any additional information and/or documentation that is required by those offices.
15. INSPECTIONS. Elements of this contract are outside the inspection responsibility of the cognizant security office. (If Yes, explain and identify specific Yes No areas or elements carved out and the activity responsible for inspections. Use Item 13 if additional space is needed.)
Industrial Security Reviews, while operating on an Air Force Installation, will be conducted by 15 AW/IPO IAW AFI 31-40. Defense Security Service (DSS) is relieved of inspection responsibility for portions of the work performed at the Maui Space Surveillance Complex.
