BROAD AGENCY ANNOUNCEMENT TITLE: SUPER Novel Optically Diverse Applications (SUPERNOVA)

BROAD AGENCY ANNOUNCEMENT NUMBER: BAA-10-RD-01

PROPOSAL CALL ANNOUCEMENT (CALL) TITLE: TOPIC AREA 2 – Advanced Sensors and Laser Intelligence, Surveillance and Reconnaissance (ISR).

PROPOSAL CALL ANNOUNCEMENT (CALL) NUMBER: 0003

PROPOSAL CALL ANNOUNCEMENT (CALL) TITLE: Multidimensional Imaging, Advanced Sensors and Optical Materials.

1. APPLICABILITY OF BASELINE BAA: All requirements of BAA-10-RD-01 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA-10-RD-01, refer to the initial Closed BAA with Calls (Baseline BAA Announcement) as amended. This document contains information applicable to all CALLS issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct questions to the points of contact identified below.

2. TECHNICAL POINT OF CONTACT: The technical point of contact for this CALL is Dr. John Gonglewski AFRL/RDSE, Kirtland AFB, NM, Phone (COMM 505-249-3520); Email john.gonglewski@kirtland.af.mil.

3. CONTRACTING POINTS OF CONTACT: The contracting points of contact for this CALL are: Contract Specialist: Claire M. 4. REQUIREMENT DESCRIPTION: The specific technical area associated with this CALL includes TOPIC AREA 2: Advanced Sensors and Laser ISR: of the Baseline Broad Agency Announcement BAA-10-RD-01. The technical area to be addressed in the CALL requires providing comprehensive space situational awareness in the following topic area:

A. BAA-10-RD-01 – TOPIC AREA 2 - Advanced Sensors and Laser Intelligence, surveillance and Reconnaissance (ISR). Develop, research, and demonstrate new ideas in compact, lightweight, high-resolution sensors with a special interest in novel modalities such as flash hyperspectral and polarimetric imaging. This includes the sensor, the optical instrument, and the optical fabrication required for complete packaging and performance solutions. A demonstrated capability is required in working with new optical and structural materials such as composites, and especially, Silicon Carbide (SiC) for lightweight and stiff structures, optics applications, and methods for machining and coating new materials. Provide modeling, simulation, analysis, design, development, systems engineering, laboratory demonstration, field demonstration, and technical support for multi-dimensional and other new imaging modalities. Capabilities of interest include: simplified optical instruments and sensors with no/few moving parts; instantaneous and staring hyper-spectral or high-temporal resolution, various wavelengths, Flash Hyper-Spectral Imaging Systems, and high resolution spatial, thermal, temporal, and spectral data to rapidly assess and characterize objects for space situational awareness, chemical detection, and airborne or ship-borne ISR. Provide concepts, designs, testing, and modifications to existing warfighter equipment. This includes airborne ISR systems, missile launch and intercept scenarios, such as real-time launch assessments, and kill assessment for missile defense testing and operational missions. Technical solutions should address advancing satellite imaging and characterization concepts – full dark acquisition, tracking, and imaging; higher accuracy active tracking; initial efforts to develop daytime acquisition, tracking, and imaging. Also advancing laser signatures, characterization, phenomenology, and imaging concepts.

5. ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: $1,000,000.00 (FY10); $2,000,000.00 (FY11); $2,000,000.00 (FY12); $2,000,000.00 (FY13); $1,000,000.00 (FY14) for a total of $8M. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.

6. PERIOD OF PERFORMANCE: The anticipated period of performance for individual awards resulting from this CALL is between 12-60 months in duration. The actual period of performance for any resultant contract awarded will be specified in each contract. The Contractor’s Statement of Work (C-SOW) should identify the period of performance to be proposed in the format “includes xx months for technical effort and xx months for Final Report preparation.”

7. PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. MDT on 10 NOV 2010. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).

8. CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.

9. ADDITIONAL INSTRUCTIONS FOR THE TECHNICAL PROPOSAL. There are no limits to the number of proposals an offeror may submit for this CALL. HOWEVER, SEPARATE PROPOSALS ARE REQUIRED FOR EACH TOPIC AREA (if more than one). Proposal Review and Evaluation Criteria listed in the Baseline BAA shall be applicable to this CALL. (see Section 8 of the Baseline BAA)

A. The proposals submitted in response to this CALL shall be unclassified.

B. Do not include proprietary information in the C-SOW since the C-SOW will be attached to the contract.

10. COMMUNICATIONS. Prospective offerors are reminded to contact the technical point of contact to verify interest in the effort to be proposed PRIOR to committing any resources to the preparation of any proposals in response to this announcement. Foreign owned firms are advised they are precluded from proposing.

A. Dialogue between prospective offerors and Government representatives is encouraged until submission of proposals. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Only Contracting Officers are legally authorized to commit the Government.

11. PROPOSAL SUBMISSION

A. Submit with a cover letter, an original, plus five (5) paper copies, and one electronic copy of each technical proposal and the cost/business proposal. The original and paper copies of technical and cost/business proposals must be in separate volumes. The electronic copy must be submitted on a compact disk (CD-R) in a PC compatible file format and must be readable by Microsoft Office. The electronic copy of the cost proposal worksheets must be in Microsoft Office Excel 2003 or later version and must contain all cell formulas.

B. Proposals should be submitted to Det 8 AFRL/RDKB, Attn: Claire Roberson DET 8 AFRL/RDKB, 2251 Maxwell St. SE, Bldg 424, Kirtland AFB, NM 87117-8773. Proposals sent to any inappropriate address are ineligible for award. Proposals sent via facsimile or electronic means will not be accepted.

12. PROPOSAL REVIEW AND EVALUATION PROCEDURES. The Government reserves the right to select for award to responsible offerors/contractors any, all, part, or none of the proposals received in response to this announcement, subject to the availability of funds. You may be ineligible for award if all requirements of this CALL are not met by the proposal due date and time. At a minimum, incomplete proposals may be given a lower priority and, although technically acceptable, not awarded due to funding limitations. The review and selection process identified in Section 8, Paragraph C, will be used for this Call.

13. EVALUATION CRITERIA. The selection of one or more sources for award will be based on an evaluation of each offeror’s proposal to determine the overall merit of the proposal in response to this CALL announcement. Proposals will be evaluated in accordance with FAR 35.016. The proposals will be evaluated utilizing a peer or scientific review process and shall be evaluated based on the following criteria that are listed in descending order of importance:

· Overall scientific and technical merits of the proposal;

· Importance to AFRL/RD programs;

· Fund availability/affordability Fund availability is the project’s budget or available financial resources to perform the research. Affordability links the proposed effort’s price to the funds available to perform the research effort. Once selected for award, price will be evaluated for realism and reasonableness. No further evaluation criteria will be used.

14. TECHNICAL PROPOSAL PAGE LIMITATIONS. The technical proposal(s) for this CALL shall be page-limited as set forth in the following table. The page limitations include all text, C-SOWs, tables and graphics, photos, and attachments. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet contain printed proposal material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Foldouts up to 11 x 17 are allowed but will count as two pages for each printed side. Blank pages, title pages, tables of contents, lists, tabs, resumes, and cover sheets are not included in the page count limitations. Within each proposal section, the Government will not consider pages in excess of the page limitations specified. Pages shall be single spaced.

Select an easy to read font no smaller than 12 pitch fixed or proportional font size 10 or larger. Smaller fonts may be used in figures and tables as long as they are legible. Number pages sequentially throughout the technical proposal.

15. ADDITIONAL INSTRUCTIONS FOR THE COST/BUSINESS PROPOSAL. Separate the proposal into a cost section and a business section.

A. Cost Section. Adequate price competition is determined not to exist for this CALL. The Government will require certified cost or pricing data from the offeror whose proposal exceeds the threshold listed at FAR 15.403-4. Based on the type of instrument proposed, use the attached cost proposal instructions to prepare the cost proposal. (Attachment 1)

B. Submit the electronic copy of the cost proposal worksheets on a compact disk in a PC compatible file format in Microsoft Office Excel 2003 or later version. The file must contain all cell formulas. Cost proposals have no page limitations but offerors are requested to keep cost proposals to 75 pages as a goal.

C. Business Section. The business section should contain all business aspects to the proposed contractual arrangement, such as type of contract/instrument, any unique terms and conditions, any exceptions to terms and conditions of this announcement, and any information not technically related. Offeror must provide rationale for exceptions. As a goal, offerors are requested to keep the business section to 20 pages. This section should include the following items as appropriate.

(1) Representations & Certification: Completed representations and certifications and any specific representations and certifications identified in this CALL. Prospective offerors are to submit annual representations and certifications via the Online Representations and Certifications Application (ORCA). (Attachment 2)

(2) Completed Proposal Content Checklist: Failure to provide a complete proposal may result in a determination that the proposal is non-responsive and may be eliminated from consideration for award. (Attachment 3)

16. ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost Plus Fixed Fee Completion Contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed.

17. ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one contract. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL. Discussions may be held with prospective awardees prior to award if needed. In the event the Government is unable to conclude negotiations with the apparent successful offeror(s), it reserves the right to conduct negotiations with another acceptable offeror.

18. MODEL CONTRACT. A model contract will be provided to each apparent successful offeror for review and comment as part of the BAA solicitation and award process.

19. ANTICIPATED AWARD DATE: 30 December 2010

20. INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

21. DELIVERABLES ITEMS: The following Contract Data Requirements List is representative of data requirements that may be required by each respective contract and/or task order. The full text CDRLs are included at Exhibit A (Attachment 4).

22. OTHER RELEVANT INFORMATION:

A. The security classification for this CALL is SECRET. A DD254 is applicable since the resultant contract(s) may involve up to a Secret classification. Awarded Contractor must obtain and maintain a Secret clearance. (Draft DD254 at Attachment 5)

B. Offerors will not require access to classified data to adequately respond to this CALL. All documents submitted in response to this CALL shall be UNCLASSIFIED.

C. Resultant contract(s) requires access to export-controlled technical data or may result in the generation of such technical data, in order to be considered a responsible contractor under this acquisition, the Offeror must be currently certified and registered by the Defense Logistics Services (DLSC), Battle Creek, Michigan (http://www.dlis.dla.mil/jcp) to receive export controlled technical data.

D. Organizational Conflict of Interest (OCI) may apply to this action but cannot be determined prior to issuance of this announcement. This issue and the need for applicable clauses will be resolved prior to the award of any instrument resulting from an offeror’s proposal. The OCI restrictions that may apply are those contained in AFMC FAR Clause 5352.209-9002, ORGANIZATIONAL CONFLICT OF INTEREST (AFMC) (AUG 2002) (TAILORED), plus Alternates III, IV (if IDIQ) and VI:

(1) The following definitions apply to prevent conflicting roles which may bias the Contractor's judgment or objectivity, or to preclude the Contractor from obtaining an unfair competitive advantage in concurrent or future acquisitions.

a) Descriptions or definitions:

"Contractor" means the business entity receiving the award of this contract, its parents, affiliates, divisions and subsidiaries.

"Development" means all efforts towards solution of broadly-defined problems. This may encompass research, evaluating technical feasibility, proof of design and test, or engineering of programs not yet approved for acquisition or operation.

“Proprietary Information" means all information designated as proprietary in accordance with law and regulation, and held in confidence or disclosed under restriction to prevent uncontrolled distribution. Examples include limited or restricted data, trade secrets, sensitive financial information, and computer software; and may appear in cost and pricing data or involve classified information.

"System" means the system that is the subject of this contract.

"System Life" means all phases of the system's development, production, or support.

"Systems Engineering" means preparing specifications, identifying and resolving interface problems, developing test requirements, evaluating test data, and supervising design.

"Technical Direction" means developing work statements, determining parameters, directing other Contractors' operations, or resolving technical controversies.

(2) Alternate III (AFMC) (AUG 2002). The Contractor may gain access to proprietary information of other companies during contract performance. The Contractor agrees to enter into company-to-company agreements to (1) protect another company's information from unauthorized use or disclosure for as long as it is considered proprietary by the other company and (2) to refrain from using the information for any purpose other than that for which it was furnished. For information purposes, the Contractor shall furnish copies of these agreements to the Contracting Officer. These agreements are not intended to protect information which is available to the Government or to the Contractor from other sources and furnished voluntarily without restriction.

(3) Alternate IV (AFMC) (AUG 2002). (If IDIQ Contract Awarded) The Contractor agrees to accept and to complete all issued task orders, and not to contract with Government prime Contractors or first-tier subcontractors in such a way as to create an organizational conflict of interest.

(4) Alternate VI (AFMC) (AUG 2002). The above restrictions shall be included in all subcontracts, teaming arrangements, and other agreements calling for performance of work which is subject to the organizational conflict of interest restrictions identified in this clause, unless excused in writing by the Contracting Officer.

E. All data and information produced shall be as a minimum Government Purpose license rights.

23. ATTACHMENTS: Attachments included in this call are: Cost Proposal Instructions (Attachment 1), Representations and Certifications (Attachment 2), Proposal Content Checklist (Attachment 3), Contract Data Requirements List (CDRL A001, CDRL A002, CDRL A003, and CDRL A004) Exhibit A (Attachment 4), and Draft DD254 (Attachment 5).
