PROPOSAL CALL ANNOUCEMENT (CALL) TITLE. TOPIC AREA - 4 Space Situational Awareness (SSA)
PROPOSAL CALL ANNOUNCEMENT (CALL) NUMBER. 0001
1. APPLICABILITY OF BASELINE BAA. All requirements of BAA-10-RD-01 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA-10-RD-01, refer to the initial opened-ended BAA as amended. It contains information applicable to all CALLS issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct questions to the points of contact identified below.
2. TECHNICAL POINT OF CONTACT. The technical point of contact for this CALL is Mr. Quentin Dierks, AFRL/RDSA, Kirtland AFB, NM, Phone 505-846-9667; Email quentin.dierks@kirtland.af.mil.
3. CONTRACTING POINTS OF CONTACT. 4. REQUIREMENT DESCRIPTION. The specific technical areas associated with this CALL include Topic Area 4 of the Baseline Broad Agency Announcement BAA-10-RD-01. The technical areas to be addressed in this call require advancing space situational awareness in the following topic area:
A. BAA-10-RD-01 – TOPIC AREA 4: SPACE SITUATIONAL AWARENESS. Provide systems engineering & technical research for electro-optical (EO) Space Situational Awareness (SSA) concepts, capabilities, and integration both as a complete system and with other SSA systems such as radar, and other EO capabilities. Provide engineering, technical, system and programmatic review to ongoing SSA activities within AFRL/RDS. Provide engineering, technical, system, and programmatic review to the second-generation sodium guidestar development for AFRL/RDS. Develop plans to determine, test, demonstrate and integrate component and system level technologies for resolved and non-resolved imaging as well as non-imaging capabilities supporting efforts to transition technology to product centers and warfighters. Demonstration of developing SSA technologies, their integration, data transmission, knowledge generation, and support for the USSTRATCOM SSA mission in a near-real time fashion. Evaluate individual programs and progress as well as overall SSA portfolio progress towards meeting AFRL research objectives, AFSPC, and USSTRATCOM needs and requirements. Additional efforts to be added upon direction may cover: EO SSA modeling and simulation; active and passive satellite imaging technology development; adaptive optics applications; EO applications for novel concepts for enhanced resolved imaging, including multiple aperture and distributed systems; concepts for non-resolved and non-imaging capabilities for SSA.
5. ANTICIPATED FUNDING. Anticipated funding for this CALL (not per contract or award) is: FY 10: $280,000.00; FY 11: $350,000.00; FY 12: $400,000.00; FY 13: $400,000.00; FY 14: $400,000.00 for a total of $1.830M. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.
6. PERIOD OF PERFORMANCE. The anticipated period of performance for individual awards resulting from this CALL is between 12-60 months in duration. The actual period of performance for any resultant contract awarded will be specified in each contract. The Contractor’s Statement of Work (C-SOW), should identify the period of performance to be proposed in the format “includes XX months for technical effort plus 3 months for Final Report preparation.”
7. PROPOSAL DUE DATE AND TIME. The due date for proposals submitted in response to this CALL is no later than 12 noon MDT on 26 JUL 2010. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).
8. CALL AMENDMENTS. Offerors should monitor FedBizOps/EPS http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.
9. ADDITIONAL INSTRUCTIONS FOR THE TECHNICAL PROPOSAL. There are no limits to the number of proposals an offeror may submit for this CALL. HOWEVER, SEPARATE PROPOSALS ARE REQUIRED FOR EACH TOPIC AREA (if more than one). Proposal Review and Evaluation Criteria listed in the Baseline BAA shall be applicable to this CALL.
A. The proposals submitted in response to this CALL shall be unclassified.
B. For each technical area to which an offeror proposes, the offeror must address all of the technical elements cited within the technical task area and ensure all elements are included in the C-SOW submitted. Do not include proprietary information in the C-SOW since the C-SOW will be attached to the contract. Offerors may propose to any or all of the technical areas. If proposing to more than one technical area, the offeror must submit a separate proposal for each technical area proposed.
10. COMMUNICATIONS.
A. Prospective offerors are reminded to contact the technical point of contact to verify interest in the effort to be proposed PRIOR to committing any resources to the preparation of any proposals in response to this announcement. Foreign owned firms are advised they are precluded from proposing.
B. Dialogue between prospective offerors and Government representatives is encouraged until submission of proposals. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Only Contracting Officers are legally authorized to commit the Government.
11. PROPOSAL SUBMISSION.
A. Submit with a cover letter, an original, plus five (5) paper copies, and one electronic copy of each technical proposal and the cost/business proposal. The original and paper copies of technical and cost/business proposals must be in separate volumes. The electronic copy must be submitted on a compact disk (CD-R) in a PC compatible file format and must be readable by Microsoft Office. The electronic copy of the cost proposal worksheets must be in Microsoft Office Excel 2003 or later version and must contain all cell formulas.
B. The cover letter should identify the BAA number, CALL number, and technology area under which the proposal is submitted, a statement that the proposal is valid for 120 days from the due date specified in the CALL, provide technical and contracting points of contact, CAGE code, and include statement indicating if the firm is a small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, 8(a), or women-owned small business concern. The proposal must be signed and dated by an authorized official of the organization.
C. Proposals should be submitted to Det 8 AFRL/RDKB, Attn: Ms. Stacey Halverson DET 8 AFRL/RDKB, 2251 Maxwell St SE, Bldg 424, Kirtland AFB, NM 87117-8773. Proposals sent via facsimile or electronic means will not be accepted. Proposals sent to any inappropriate address are ineligible for award.
12 PROPOSAL REVIEW AND EVALUATION PROCEDURES. The Government reserves the right to select for award to responsible offerors/contractors any, all, part, or none of the proposals received in response to this announcement, subject to the availability of funds. You may be ineligible for award if all requirements of this CALL are not met by the proposal due date and time. At minimum, incomplete proposals may be given lower priority and, although technically acceptable, not awarded due to funding limitations.
13 EVALUATION CRITERIA. The selection of one or more sources for award will be based on an evaluation of each offeror’s proposal to determine the overall merit of the proposal in response to this CALL announcement. Proposals will be evaluated in accordance with FAR 35.016. The proposals will be evaluated utilizing a peer or scientific review process and shall be evaluated based on the following criteria that are listed in descending order of importance:
· Overall scientific and technical merits of the proposal;
· Importance to AFRL/RD programs;
· Fund availability/affordability Fund availability is the project’s budget or available financial resources to perform the research. Affordability links the proposed effort’s price to the funds available to perform the research effort. Once selected for possible award, price will be evaluated for realism and reasonableness. No further evaluation criteria will be used.
14 TECHNICAL PROPOSAL PAGE LIMITATIONS. The technical proposal(s) for this CALL shall be page-limited as set forth in the following table. The page limitations include all text, C-SOWs, tables and graphics, photos, and attachments. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet contain printed proposal material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Foldouts up to 11 x 17 are allowed but will count as two pages for each printed side. Blank pages, title pages, tables of contents, lists, tabs, resumes, and cover sheets are not included in the page count limitations. Within each proposal section, the Government will not consider pages in excess of the page limitations specified. Pages shall be single spaced. Select an easy to read font no smaller than 12 pitch fixed or proportional font size 10 or larger. Smaller fonts may be used in figures and tables as long as they are legible. Number pages sequentially throughout the technical proposal.

*Please see Baseline BAA for C-SOW formatting. If proposing an IDIQ type contract, any Task Order C-SOWs may have an additional 2 pages each. For example: Basic C-SOW and 1 Task Order – page count 12 pages. Basic C-SOW and 2 Task Orders – page count 14 pages, etc.
15 ADDITIONAL INSTRUCTIONS FOR THE COST/BUSINESS PROPOSAL. Separate this proposal into a cost section and a business section.
A. Cost Section. Adequate price competition is determined not to exist for this CALL 0001. The Government will require certified cost or pricing data from the offeror whose proposal exceeds the threshold listed at FAR 15.403-4. Based on the type of instrument proposed, use the attached non-APC cost proposal instructions to prepare the cost proposal.
B. Submit the electronic copy of the cost proposal worksheets on a compact disk (CD-R) in a PC compatible file format in Microsoft Office Excel 2003 or later version. The file must contain all cell formulas. Cost proposals have no page limitations but offerors are requested to keep cost proposals to 75 pages as a goal.
C. Business Section. The business section should contain all business aspects to the proposed contractual arrangement, such as type of contract/instrument, any unique terms and conditions, any exceptions to terms and conditions of this CALL announcement, and any information not technically related. Provide rationale for exceptions. As a goal, offerors are requested to keep the business section to 20 pages. This section should include the following items as appropriate. Referenced documents are available at http://www.kirtland.af.mil/prs/.
D. Representations & Certification: Completed representations and certifications as well as any specific representations and certifications identified in this CALL must be submitted. Prospective offerors are to submit annual representations and certifications via the Online Representations and Certifications Application (ORCA).
E. Completed Proposal Content Checklist: Failure to provide a complete proposal may result in a determination that the proposal is non-responsive and may be eliminated from consideration for award.
16 ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS. The Air Force anticipates awarding a Cost Plus Fixed Fee Completion Contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed. However, Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s) with cost plus fixed fee completion form task orders may be considered. For offerors electing to propose an IDIQ contract type, for Topic Area 4, the following information is provided: The total minimum and maximum quantity of supplies or services the Government will acquire under the contract is Minimum $100K; Maximum $1.830M. The ordering period is 36 months. The topic area describes the research and development efforts the government wants to acquire. Task Orders will only be issued by AFRL/RDKB and ordering procedures will be IAW FAR 16.505. The IDIQ funding profile is an estimate only and may change due to government discretion and funding availability. The government reserves the right to award the instrument best suited to the nature of research proposed. NOTE: If the offeror intends to submit an ID/IQ type proposal, a C-SOW is required for both the Basic ID/IQ contract and any Individual Task Order(s) proposed.
17 ANTICIPATED NUMBER OF AWARDS. The Air Force anticipates awarding one contract. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL. Discussions may be held with prospective awardees prior to award if needed. In the event the Government is unable to conclude negotiations with the apparent successful offeror(s), it reserves the right to conduct negotiations with another acceptable offeror.
18 MODEL CONTRACT. A model contract will be provided to each apparent successful offeror for review and comment as part of the BAA solicitation and award process.
19 ANTICIPATED AWARD DATE: 30 September 2010 20 INTENT TO PROPOSE. Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.
21 DELIVERABLES ITEMS: The following Contract Data Requirements List is representative of data requirements that may be required by each respective contract and/or task order. The full text CDRLs are included at Exhibit 1.

22 OTHER RELEVANT INFORMATION:
1. Work performed under this CALL shall be classified up to the Top Secret and/or Sensitive Compartmented Information (TS/SCI) and/or SAP/SAR level. Program security classification for this CALL is Top Secret/SCI. A fully processed DD 254 will be added to any awarded contracts as necessary. The contractor(s) who is/are selected for an award shall be required to obtain the appropriate facility and/or personnel clearances.
A. Resultant contract(s) requires access to export-controlled technical data or may result in the generation of such technical data, in order to be considered a responsible contractor under this acquisition, the Offeror must be currently certified and registered by the Defense Logistics Services (DLSC), Battle Creek, Michigan (http://www.dlis.dla.mil/jcp) to receive export controlled technical data.
B. Offeror(s) will not require access to classified data to adequately respond to this CALL.
C. Organizational Conflict of Interest (OCI) may apply to this action but cannot be determined prior to issuance of this announcement. This issue and the need for applicable clauses will be resolved prior to the award of any instrument resulting from an offeror’s proposal. The OCI restrictions that may apply are those contained in AFMC FAR Clause 5352.209-9002, ORGANIZATIONAL CONFLICT OF INTEREST (AFMC) (AUG 2002) (TAILORED), plus Alternates III, IV (if IDIQ) and VI:
(1) The following definitions apply to prevent conflicting roles which may bias the Contractor's judgment or objectivity, or to preclude the Contractor from obtaining an unfair competitive advantage in concurrent or future acquisitions.
a) Descriptions or definitions:
"Contractor" means the business entity receiving the award of this contract, its parents, affiliates, divisions and subsidiaries.
"Development" means all efforts towards solution of broadly-defined problems. This may encompass research, evaluating technical feasibility, proof of design and test, or engineering of programs not yet approved for acquisition or operation.
"Proprietary Information" means all information designated as proprietary in accordance with law and regulation, and held in confidence or disclosed under restriction to prevent uncontrolled distribution. Examples include limited or restricted data, trade secrets, sensitive financial information, and computer software; and may appear in cost and pricing data or involve classified information.
"System" means the system that is the subject of this contract.
"System Life" means all phases of the system's development, production, or support.
"Systems Engineering" means preparing specifications, identifying and resolving interface problems, developing test requirements, evaluating test data, and supervising design.
"Technical Direction" means developing work statements, determining parameters, directing other Contractors' operations, or resolving technical controversies.
Alternate III (AFMC) (AUG 2002).
(2) The Contractor may gain access to proprietary information of other companies during contract performance. The Contractor agrees to enter into company-to-company agreements to (1) protect another company's information from unauthorized use or disclosure for as long as it is considered proprietary by the other company and (2) to refrain from using the information for any purpose other than that for which it was furnished. For information purposes, the Contractor shall furnish copies of these agreements to the Contracting Officer. These agreements are not intended to protect information which is available to the Government or to the Contractor from other sources and furnished voluntarily without restriction.
Alternate IV (AFMC) (AUG 2002). (If IDIQ Contract Awarded)
(3) The Contractor agrees to accept and to complete all issued task orders, and not to contract with Government prime Contractors or first-tier subcontractors in such a way as to create an organizational conflict of interest.
Alternate VI (AFMC) (AUG 2002).
(4) The above restrictions shall be included in all subcontracts, teaming arrangements, and other agreements calling for performance of work which is subject to the organizational conflict of interest restrictions identified in this clause, unless excused in writing by the Contracting Officer.
2. No GFP or Base Support is required.
3. Data: All data and information produced shall be as a minimum government purpose license rights or less restrictive.
