1. Is there any chance the submission deadline will be extended?

Answer: There will be no extensions.

2. regarding the mailing of the white papers for the Air Force Mentor Protégé BAA. The BAA states that “White papers will be accepted until 5 pm Eastern Time 21 May 2010 . . .” My question relates to the form of delivery. Does email of the white paper followed by regular mail of the specified hard copies constitute delivery if the regular mail is postmarked by 5 pm Eastern time or is it necessary to have the hard copies in your hands by 5pm? If hard copies must be physically delivered by 5 pm Friday, will Federal Express delivery be accepted at the addresses provided?

Answer: Per the BAA, white papers will be accepted until 5 PM Eastern Standard Time, 21 May 2010 and shall be mailed to the addresses below. It does not specify how the papers are delivered as long as they are at the addresses provided in the BAA.

3. Please provide a definition for “technology transfer”. Does technology transfer mean transitioning technology to the protégé, or transitioning knowledge to the protégé?

Answer: Technology transfer is from Mentor to Protégé and/or Educational Institute to Protégé to meet DoD/AF mission requirements.

A strong technical component or innovative state of the art technology transfer supporting the warfighter.

4. Regarding 4. Second Step Proposal Instructions…c. VOLUME THREE – COST VOLUME: It states that proposal cost (including labor, travel and incidentals) must be provided for all subcontractors including protégé’s. How many dollars are we allowed to allocate to the protégé for labor?

Answer: The amount of individual awards will vary according to the complexity of the effort proposed and cannot exceed the regulatory yearly amount as set forth in DFARS, Appendix I.

5. Regarding I. PROGRAM DESCRIPTION, 1. OBJECTIVE: a technical proposal to develop sensors to covertly or overtly detect releases of biological and chemical agents that can be placed in barracks and family housing. This is of interest to USAFSAM and AFRL. Would this topic be applicable to the Mentor-Protégé priority areas and/or AF priorities?

Answer: The requirement calls for proposals that are line with the Air Force Vision and Priority Areas while delivering requirements that contain a strong technical component or focus on the state of the art technology. In addition, the proposal needs to address the Top Technical Categories Supporting the Air Force Priorities that are addressed but not limited to on pages 3 and 4 of the BAA.
