About this file

This is an Individual Domestic Nonavailability Waiver Determination for the National Oceanic and Atmospheric Administration (NOAA), specifically for the Physical Sciences Laboratory (PSL). The procurement is for 1 CGR4 pyrgeometer, 2 waterproof 4-pin plug 10m cables, and 1 CMP22 pyranometer from OTT Hydromet Kipp & Zonen, manufactured in the Netherlands. The total estimated value is $17,510.47, with delivery expected within two months after contract award.

The sensors are critical for capturing direct solar radiation and longwave irradiance to evaluate the net radiation budget at the ocean surface, supporting NOAA's mission to monitor and predict atmospheric and oceanic conditions. Market research conducted on 7/22/2025 found no domestic sources capable of meeting the requirements. The PSL requires these specific sensors to maintain compatibility with existing sea-going flux systems, and using alternative brands would necessitate re-engineering system interfaces and extensive validation, which is infeasible within project timelines. The waiver covers instant delivery for 0-6 months, with a desired delivery date of September 30, 2025.

INDIVIDUAL DOMESTIC NONAVAILABILITY WAIVER DETERMINATION

FOR AN ACTION EXCEEDING THE MICRO-PURCHASE THRESHOLD

AUTHORITY: FAR 25.103(b)(2) and Procurement Memorandum 2022-02 and Attachment A

Requisition Number:145035-25-0016

Pre-Solicitation

1. Agency and contracting activity. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD). To procure on behalf of the Office of Oceanic and Atmospheric Research (OAR), Earth Systems Research Laboratories (ESRL), Physical Sciences Laboratory (PSL).

2. Procurement Title: Procurement of OTT Hydromet Kipp & Zonen Pyrgeometer, Pyranometer & Accessories. T he NAICS code is 334513 with a small business size standard of 750 employees. T he Product Service Code is 6660.

3. Nature of the Procurement. The PSL requires a pyrgeometer, pyranometer, and accompanying accessories to capture direct solar radiation and longwave irradiance, which are critical for evaluating the net radiation budget at the ocean surface. Their data directly support NOM's mission to monitor and predict atmospheric and oceanic conditions, enabling high-quality observations vital for weather forecasting and marine operations. The CMP22 pyranometer measures shortwave solar radiation, essential for evaluating incoming energy at the ocean surface. The CGR4 pyrgeometer measures longwave infrared radiation, critical for quantifying incoming radiation from the atmosphere. Together these sensors allow PSL to determine the net radiation budget at the ocean-atmosphere interface, a core component of PSL's air-sea flux programs. Any new instrumentation needs to be fully compatible with PSL existing sea-going flux systems in terms of form, fit, function for PSL mounting systems, cabling, and data acquisition architecture to support efficient calibration workflows. Full Technical Specifications are located at Section 4. The pyrgeometer, pyranometer and accessories are not produced or manufactured in the United States in sufficient and reasonable available commercial quantities of a satisfactory quality.

4. Description of End ltem(s) Being Acquired. T he OTT Hydromet Kipp & Zonen Pyrgeometer, Pyranometer include the following components/specifications and are the only known products capable of meeting the needs of the PSL as they are only supplier manufacturing pyrgeometers and pyranometers compatible with the existing sea-going flux systems. The sensors will be used to capture direct solar radiation and longwave irradiance, which are critical for evaluating the net radiation budget at the ocean surface. PSL currently own and operate two Kipp & Zonen sensors, which have been successfully integrated and deployed in field campaigns without requiring significant hardware, software, or data processing modifications. Without these sensors, PSL will not be able to field a fully functional flux system in FY25-26 missions, which jeopardizes PSL's ability to meet NOAA research and global observing objectives. Delays would compromise continuity of long-term observations, increase costs through rushed deployments, and risk gaps in critical datasets. Using other brands would require re-engineering system interfaces, new protocols, and extensive validation, all of which are infeasible within project timelines.
