About this file
This document is an amendment to a Broad Agency Announcement soliciting proposals for the development of radiation and nuclear medical countermeasures and bio-dosimetry devices. The amendment provides additional answers to questions from potential offerors to clarify the solicitation. The National Institute of Allergy and Infectious Diseases estimates an average annual total cost of up to $2 million per year for the base period of one year and two one-year option periods. Offerors may propose a shorter period of performance depending on their technical approach. There are no restrictions on the percentages of work for prime contractors and subcontractors. Subcontractor budgets can be submitted separately in the Excel upload section. For the business plan requirement, an income statement or tax return is acceptable in place of an annual report for small businesses. The proposal due date remains April 15, 2022.

Question 1: The solicitation states: “NIAID estimates an average annual cost of up to $2M (direct and indirect costs combined) per contract year for the non-severable base period (1 year) and each option period (1 year per option up to 2 years in total). The division into 3 consecutive period of (more or less) identical size is challenging. We would like to know whether the division is an absolute requirement.
Answer 1: Please refer to page 80 of the Solicitation, last paragraph of Attachment 3 – Broad Agency
Announcement, for funding information. Please be advised that $2 million is an average annual total cost (direct and indirect costs combined) and the award will be for one Base Year plus two one-year option periods. NIAID anticipates that the total cost for the award(s) may vary depending upon the scope of the project and the technical objectives of the award(s).
Question 2: Please confirm if we can submit a proposal with a shorter period of performance, less than 3 years.
Also, is there any restrictions on the percentage between the prime contractor and subcontractor?
Answer 2: Offerors can submit a proposal with a shorter period of performance than stated in the solicitation, depending on their proposed technical approach. For this solicitation, there is no restriction on the percentage between the Prime contractor and Subcontractor.
Question 3: Section K of the Solicitation indicates that the certifications are included as an Attachment in Section
J, but no such attachment is listed or linked. If there is no attachment, should we interpret this to mean that only the SAM Representations are necessary?
Answer 3: Please refer to page 36, item 3. FAR Clause 52.204-19 where the offeror can incorporate their
Reps and Certs by reference via SAM.gov.
Question 4: Can we submit subcontract budget quote separately in the EXCEL upload section?
Answer 4: Offeror can submit subcontract budget quote separately in the Excel upload section and clearly naming the subcontract budget.
Question 5: The business plan requests an "annual report". As a small business we have not issued annual reports. Would a tax return be the appropriate substitute for this?
Answer 5: An income statement from the previous year or tax return is acceptable to be submitted as a substitute.
