About this file
This is a solicitation for commercial products issued by the U.S. Army on a women-owned small business (WOSB) set-aside. The Army seeks 4,000 MOLLE Water Bottle Pouches (Product Service Code 8465, NAICS 314910) with delivery required by June 8, 2026, to Joint Base Anacostia, Washington, D.C. The solicitation number is W912R126QA017, with an offer due date of May 19, 2026, at 10:00 AM. The acquisition is 100% set aside for WOSB concerns under a firm fixed-price arrangement.
The pouches must meet specific military requirements: they must support the Modular Lightweight Load-carrying Equipment (MOLLE) interlocking attachment system compatible with current U.S. Army issued individual load-carriage equipment, feature stiff and durable construction with zipper or buckle closures, comply with Army Regulation 670-1 color standards (black, coyote, brown, tan, foliage/olive green, or Army Operational Camouflage Pattern), measure approximately 10" x 5", accommodate standard 16.9 oz disposable water bottles, and include an additional separate storage pocket. All items must be new and ready for operational use. The contractor bears transportation costs under FOB Destination terms. Inspection and acceptance occur at the destination (W91FFJ DoDAAC), with invoicing submitted through Wide Area Workflow (WAWF). The solicitation incorporates standard FAR and DFARS clauses including those governing small business utilization, child labor compliance, anti-trafficking requirements, Buy American provisions, and electronic payment processing. Evaluation will follow a best value approach considering both price and non-price factors including past performance and delivery dates.
