About this file

This document is a sole source justification memorandum for the acquisition of hydraulic power unit stator repair services from Jasper Electric Motors Incorporated. The Naval Sea Systems Command, Naval Surface Warfare Center Panama City Division requires repair and testing of six hydraulic power unit stators in direct support of the Mine Neutralization System on a firm fixed price basis. The stators are custom components requiring specialized repair due to their unique winding and lamination specifications designed to output hydraulic power at specific pressures and flow rates. Jasper Electric Motors is identified as the only source capable of performing the repairs as it is the sole company possessing both the laminations manufacturing capabilities and motor shop facilities required to fully disassemble, replace windings, and reassemble the stators without risking damage from improper handling of the intricate custom design. Having previously conducted these repairs, Jasper Electric also exclusively owns the repair procedures developed for the non-standard electric motors. The contracting officer determined this sole source award to be the lowest cost approach to meet the government's needs.

Subj: SOLE SOURCE MEMORANDUM TO ACQUIRE REPAIR AND REBULD OF

HYDRAULIC POWER UNIT STATOR FROM JASPER ELECTRIC MOTORS

INCORPORATED

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order, on a sole source basis, to Jasper Electric Motors Incorporated, 175 Curry Highway Jasper, Alabama 35502, to repair and test six (6) Hydraulic Power Unit stators in direct support of the Mine Neutralization System (MNS).

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The following item is being acquired:

Item Part Number Qty

Hydraulic Power Unit Stator Repair 6097480 6 Shipping and Handling 1

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).

Jasper Electric Motors is the only company that provide the required repairs and rebuild of the HPU stators for the following reasons. The HPU Stator is a Hydraulic Power Unit and is the main component that provides hydraulic power to the AN/SLQ-48 Mine Neutralization Vehicle (MNV). The HPU stator is a custom and unique part of the electric motor that generates a rotating magnetic field. Due to the nature of the operation, any water intrusion to the oil cavity in this part of the system may cause it to fail and necessitating an overhaul. The electric motor consists of an armature and windings that are contained in a sealed housing and emerged in oil for pressure compensation at depth. For this reason, the way of winding, and the laminating of the HPU stators is different from other “normal motors”. These stators need to receive 2500VAC at roughly 5 amps per phase (3 phases) and output 2150 psi at a minimum of 7.5 gallons per minute which varies greatly from traditional commercial units. The HPU Stators were custom made to meet the unique requirement of the AN/SLQ-48 MNV by Hydro Products located in San Diego, CA several years ago. This company is no longer in business, and there are no drawings, spare parts or components available. Any company capable repairing the MNV HPU stators will need to create their own drawings, custom parts and a test fixture to accommodate the repair due to the atypical design of the unit. Market Research was conducted by NSWC PCD personnel and found that Jasper Electric Motors is the only company that has a lamination division that builds the laminations and also a motor shop that can take the laminations, wind it, install it, and does the assembly for testing. All other repair shops are one or the other. They either build the lamination part or have a motor shop. By keeping the entire process under one roof, there is little chance of introducing new or changing existing parameters that may severely damage the HPU Stators beyond repair.

Additionally, the repair procedures were developed by and are owned exclusively by Jasper Electric Motors. Due to the capabilities listed above, Jasper Electric was able to take the custom HPU stator completely apart, document the repair procedures, and then re-assemble the units to minimize leakage. The HPU Stators are not made like standard electric motors. Being a lamination manufacturer and also having a winding shop helped Jasper Electric Motor develop the procedure. Jasper Electric has previously conducted these repairs under purchase orders.

In summary, Jasper Electric Motors has over four decades of experience repairing motors. They have provided a complete repair and tests of the HPU stator by means of removing all the windings and laminations, manufacturing the custom laminations, replacing the windings and testing the stator to optimum standards on previous occasions. Their proposed time of completion is 15-17 weeks, where as a company without previous experience would have to incur additional time and costs to design and manufacture custom equipment that is needed to service the stators. Jasper Electric Motors has been capable of repairing and testing these custom electric motors that require special considerations due to their intricate design and has repaired and tested them previously. Therefore, it is imperative that this tasking is awarded to Jasper Electric Motors immediately.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

As stated in paragraph 4 above, Jasper Electric Motors is the only company that currently has the in-house resident knowledge of repair procedures, facilities (laminations and motor shop), and experience (40+ years) to test and rewind these custom electric motors for the AN/SLQ-48 MNS. This requirement will be synopsized in the government point of entry SAM.gov. To date, there have not been any challenges to the advertisement nor are there expected to be any challenges to this current advertisement.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Jasper Electric Motors is the only company that currently has the in-house resident knowledge, facilities, and experience to test and rewind these custom motors for the AN/SLQ-48 MNS.
