About this file
This is a Sole Source Justification memorandum issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) to acquire evaluation and repair services for Control Alarm and Monitor System (CAMS) units. The contracting activity is located at 110 Vernon Avenue, Panama City, FL 32407-7001. The acquisition will be awarded as a firm fixed price purchase order on a sole source basis to United Electronic Industries (UEI), located at 249 Vanderbilt Avenue, Norwood, MA 02062. The Government's minimum needs consist of nine CAMS units requiring base evaluation (part number UEI-CAMS) and eleven CAMS units requiring repair services (part number UEI-CAMS) under Option 1. This acquisition will be conducted using simplified acquisition procedures, with the Government's minimum needs verified by certifying technical and requirements personnel.
UEI is justified as the sole source because NSWC PCD is the design authority for the Landing Craft Air Cushion (LCAC) 100 Class Command, Control, Communications, Computers, and Navigation (C4N) System. The CAMS units were specifically tested and evaluated against Naval Sea Systems Command technical requirements during the product's initial prototyping and evaluation phase. As the original equipment manufacturer, UEI possesses exclusive in-house resident knowledge required to properly evaluate and repair these units, and no other evaluation services source for these inoperable processor boards currently exists. The Contracting Officer has determined that the order represents the best value and lowest overall cost alternative. No additional market research was conducted as it is not practicable, given that UEI is the only company capable of meeting this requirement. The requirement will be synopsized in SAM.gov.

Subj: SOLE SOURCE MEMORANDUM TO ACQUIRE CONTROL ALARM AND MONITOR SYSTEM
(CAMS) UNIT EVALUATION AND REPAIR SERVICES
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.”
This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order, on a sole source basis, to United Electronic Industries (UEI), 249 Vanderbilt Avenue, Norwood, MA. 02062 to conduct evaluation and repair of the Control Alarm and Monitor System (CAMS) Unit.
3. A description of the supplies or services required to meet the agency’s needs.
The following items are being repaired:
Item Part Number Qty
Base CAMS Evaluation UEI-CAMS 9
Option 1 CAMS Repair UEI-CAMS 11
This acquisition will be conducted using simplified acquisition procedures. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.
2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).
This procurement is sole source for the following reasons. NSWC PCD is the design authority for the Landing Craft Air Cushion (LCAC) 100 Class, Command, Control, Communications, Computers, and Navigation (C4N) System. This procurement is not suitable for full and open competition, and it is in the best interest of the Government to acquire these services using a non-competitive procurement. These CAMS units were specifically tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided on the LCAC C4N System Baseline Configuration product specification during the product’s initial prototyping and evaluation phase. United Electronic Industries (UEI) is the original equipment manufacturer and the only source for these CAMS Units. As the original equipment manufacturer, United Electronic Industries (UEI) is the only company with in-house resident knowledge that can properly evaluate and repair the CAMS Units. Therefore, United Electronic Industries (UEI) is the only source that can meet this requirement. No other evaluation services source for these inoperable processor boards is currently found.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, United Electronic Industries (UEI) is the only company that can meet the requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above. This requirement will be synopsized in the government point of entry SAM.gov.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
For the reasons specified in paragraph 4 above, United Electronic Industries (UEI) is the only company that can meet the requirement.
