About this file

This Sole Source Memorandum details a firm fixed price purchase order for the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) to acquire Control Alarm and Monitor System (CAMS) Unit evaluation and repair services from United Electronic Industries (UEI). The procurement involves two base evaluations and two optional repair services for CAMS units, with quantities of 2 and 5 respectively, all with the part number UEI-CAMS. NSWC PCD is justifying the sole source procurement based on UEI being the original equipment manufacturer for the Landing Craft Air Cushion (LCAC) 100 Class C4N System, with unique in-house knowledge to evaluate and repair these specific processor boards. The Contracting Officer has determined the order represents the best value, with all materials to be delivered within 90 days after purchase order award, and the requirement will be synopsized on SAM.gov.

This action will award a firm fixed price purchase order, on a sole source basis, to United Electronic Industries (UEI), 249 Vanderbilt Avenue, Norwood, MA. 02062 to conduct evaluation and repair of the Control Alarm and Monitor System (CAMS) Unit.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The following items are being repaired:

The Government's minimum needs have been verified by the certifying technical and requirements personnel. All material will be delivered within ninety (90) days after award of purchase order. This memo does not authorize acquisition for other requirements.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply orservice.

10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).

This procurement is sole source for the following reasons. NSWC PCD is the design authority for the Landing Craft Air Cushion (LCAC) 100 Class, Command, Control, Communications, Computers, and Navigation (C4N) System. This procurement is not suitable for full and open competition, and it is in the best interest of the Government to acquire these services using a non-competitive procurement. These CAMS units were specifically tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided on the LCAC

C4N System Baseline Configuration product specification during the product’s initial prototyping and evaluation phase. United Electronic Industries (UEI) is the original equipment manufacturer and the only source for these CAMS Units. As the original equipment manufacturer, United Electronic Industries (UEI) is the only company with in-house resident knowledge that can properly evaluate and repair the CAMS Units. Therefore, United Electronic Industries (UEI) is the only source that can meet this requirement. No other evaluation services source for these inoperable processor boards is currently found.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, United Electronic Industries (UEI) is the only company that can meet the requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above. This requirement will be synopsized in the government point of entry SAM.gov.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

For the reasons specified in paragraph 4 above, United Electronic Industries (UEI) is the only company that can meet the requirement.
