About this file
This document is a Sole Source Justification for the acquisition of a TPM3D S360 Selective Laser Sintering (SLS) 3D Printer from RP America.
The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement to purchase this specific printer due to its unique capabilities, including a build chamber size suitable for production-grade components, open-source material selection, and fully automated powder handling. RP America is the sole distributor of this system in the United States, and only they can provide the necessary maintenance and calibration services. The Contracting Officer has determined this purchase represents the best value and lowest overall cost to meet the Government's needs. 10 U.S.C. 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1. The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement to purchase the TPM3D S360 Selective Laser Sintering (SLS) Production System from RP America. RP America is the sole distributor of this system in the United States. This system has the build chamber capacity of 14.7 x 14.7 x 23.6 inches needed to support production grade components for fleeted systems. This system allows for open-source material selection that competitors do not, which will allow selection of the exact materials needed to comply with part performance criteria. This system offers a fully automated powder handling process in closed loop accessories directly attached to the machine, which increases operator and system productivity. Other systems on the market only offer full automation through auxiliary accessories that require more floor space and will not fit in the proposed location within the facility.
Additionally, competitors’ auxiliary powder handling accessories would be an additional cost of approximately $250,000. This system will also require semi-annual preventive maintenance and calibration that can only be performed by RP America as the solely authorized vendor for maintenance of TPM3D equipment. Proprietary maintenance equipment is required to calibrate the machine to ensure proper performance of the SLS system.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
No additional market research was conducted, because RP America is the only source for these items for the reasons discussed in paragraph 4 above.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, RP America is the only source that can meet this requirement.
