About this file

This is a Sole Source Memorandum from the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) to acquire specific electronic components for the LCAC100 Pack Up Kit (PUK). The procurement will award a firm fixed price order to General Microsystems Incorporated (GMI) for eight unique electronic modules and components, including video multiplexers, single board computers, and I/O modules, with a quantity of one for each part number. The total acquisition will be conducted using simplified acquisition procedures, with a value above micro-purchase levels but not exceeding $250,000, and all equipment to be delivered within 30 weeks after purchase order award.

The justification for sole source procurement is that GMI is the exclusive manufacturer of these parts, with no authorized distributors, and as the original equipment manufacturer (OEM), they possess the required data rights and in-house knowledge. The components are critical for sustaining the LCAC 100 during its Initial Operational Test & Evaluation (IOT&E), and using alternative parts could introduce risks, require additional testing, and potentially damage the equipment. The Contracting Officer has determined that the order represents the best value and lowest overall cost alternative, considering factors such as price, administrative costs, and engineering expenses.

MEMORANDUM

Subj: SOLE SOURCE MEMORANUM TO ACQUIRE LCAC100 PACK UP KIT (PUK) COMPONENTS

FROM MICROSYSTEMS INCORPORATED

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a sole source memorandum. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).

2. Nature and/or description of the action being approved.

This action will award a firm fixed price order, on a sole source basis, to General Microsystems Incorporated, 8358 Maple Place, Rancho Cucamonga, CA 91730, for the acquisition of various electronic modules and components that comprise the LCAC100 Pack Up Kit (PUK). The items are required to ensure the new LCAC 100 can be properly tested during its Initial Operational Test & Evaluation (IOT&E) phase

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The contract effort is to acquire:

Description Part No. Qty

Video (VGA) Mux, -25C TO +54C for L3 (G-7133) 97-2490-000 1

V295 SBC for L-3 SSC (G-7134) 97-2275-000 1

V295 SBC RTM for L3-SSC (G-7135) 97-2284-000 1

Video Multiplexer 4 Head RTM or L3 SSC (G-7136) 97-2470-000

32 Channel I/O for L3 SSC (G-7137) 97-2286-0002 1

32 Channel I/O for L3 SSC (G-7138) 97-2296-000 1

16 Port Serial RTM for L3 SSC (G-7140) 97-2297-000 1

16 PORT SERIAL FOR L-3 SSC (G-7139)2 97-2287-0002 1

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00. All equipment will be delivered no later 30 weeks after award of the purchase order.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.

2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).

This procurement is sole source for the following reasons. The parts being acquired are exclusively made by General Microsystems Incorporated (GMI). There are no authorized distributors of theses items. As the original equipment manufacturer (OEM) of these parts, GMI is the only company with the required data rights and in-house resident knowledge to provide the electronic modules with the required capabilities required by the Government.

Use of alternative parts would be more costly as it would require additional tools and labor to test and qualify alternatives. Additionally, use of alternate equipment may introduce new or changing existing parameters that could damage or effect the proper operation of the LCAC100. These critical components are designated as essential spare logistics required to sustain the LCAC 100 in operational condition during its Initial Operational Test & Evaluation (IOT&E). Without these spares, any component failure would directly impede crucial repair and maintenance operations, rendering the craft Non- Mission Capable. This will halt the vital IOT&E process, significantly delaying the program and the fielding of this asset. Therefore, it is imperative that these electronic modules and components are acquired from GMI as soon as possible.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.

5. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

As explained in paragraph 4 above, General Microsystems Incorporated is the only source for these critical items.

Additionally, this requirement will be posted in the Government Point of Entry website, SAM.gov.

6. Any other facts supporting the justification:

None.

7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As explained in paragraph 4 above, General Microsystems Incorporated is the only source for these critical items.
