About this file
This is a Sole Source Justification Memorandum for Deep South Crane Rentals to provide crane services to the Navy Experimental Diving Unit (NEDU) for replacement of gas bottles in their bottlefield. The contractor will provide a 200-ton crane, certified rigger (40 hours), flagger (40 hours), lift plan, counterweight services, spreader bar, and associated personnel per diem and fuel charges.
The justification cites that Deep South Crane Rentals is uniquely qualified as the only source capable of meeting the specific equipment requirements for lifts of 41,000 pounds at a radius of up to 50 feet. The acquisition will be conducted under simplified acquisition procedures with an estimated value between $25,000 and $250,000. The contractor is a small business registered in SAM (Cage Code 0JL07) and has extensive experience with NSAPC and NEDU lift requirements. The contracting activity is NSWC-PCD in Panama City, FL, and the requirement will be synopsized on SAM.gov due to exceeding $25,000.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c) (1) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1.
Deep South Crane is available to move diver’s life support gas banks from the inbound trucks to offload on to the pier. This purchase is not suitable for full and open competition for the following reasons. We need a specific crane to make the lifts required across the pier. The heaviest lift is 41,000 pounds lifted to a radius not to exceed 50 feet. It is necessary and must be completed with the correct crane. Deep South Crane Rentals Inc. is uniquely qualified to execute the lift due to the specific equipment requirements. Therefore, they are only source that can meet the weight and swing radius of the required lifts. Deep South Cranes is also highly experienced with NSAPC and NEDU lift requirements. If a different vendor were to be used, the entire dive mission would be at risk, due to the critical nature of the diver’s life support gas banks. Additionally, another vendor would have to become familiar with the various regulations and processes required to operate a crane on a naval installation, costing the government in time. Attempting to order from a different vendor could be costly to meet the Government’s needs.
As such, the government does not expect significant savings through competition, and it is more advantageous to the Government to award on a sole source basis to Deep South Crane Rental Inc. for crane operations.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Deep South Crane Rentals, Inc. is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry SAM.gov because it is estimated to be greater than $25,000.00.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Deep South Crane Rentals is the only source that can meet this requirement.
