RFQ W912NS26Q2010 Summary

This Request for Quote (RFQ) from the Missouri National Guard seeks an individual-portable RF spectrum monitoring system for the State Spectrum Manager and ISTS Installation Spectrum Manager. The system must provide electromagnetic analysis capabilities from 9 kHz to 18 GHz (with optional expansion to 33 GHz), direction finding from 8 MHz, and the ability to display and verify signal profiles for LTE, 5G-NR (Sub-6 GHz), Wi-Fi (802.11 family), TETRA, and Bluetooth standards. Core technical requirements include a minimum instantaneous real-time analysis bandwidth of 120 MHz, a high-speed search sweep rate of at least 50 GHz/s (with 500+ GHz/s preferred), real-time analog demodulation (AM, FM, PM), and specialized software for characterizing CW, pulsed, and high-rate PRF radar systems. The system must support continuous IQ data recording, long-term spectrum logging, playback analysis, and export of raw spectral data and GPS-tagged spectrum logs in standard open-source formats (CSV, WAV, SigMF, etc.).

The deliverable package includes a complete antenna suite comprising a handheld directional antenna system for mobile interference hunting and a stationary wideband omnidirectional antenna with portable tripod/mast mount and low-loss RF cabling. The entire system must be delivered in a ruggedized, weather-resistant hard-shell transit case with custom foam inserts, unit calibration documentation, and a minimum 2-year hardware warranty with calibration services. The receiver must be powered by user-replaceable rechargeable batteries providing at least 4 hours of continuous operation per charge cycle, with hot-swap capability highly desired. The system requires integrated GPS/GNSS for time-stamping and spatial mapping, automated angle-of-arrival and direction finding with Lines-of-Bearing geolocation capabilities supporting standard mapping overlays, and a real-time persistence (digital phosphor) spectrum display with color-coded density tracking. Comprehensive on-site operator training at a CONUS location is mandatory. Systems not meeting all desired characteristics but meeting the acquisition objective may be submitted for technical review; the government retains sole authority to determine technical acceptability.

Purchase Description

Objective of the Acquisition: The Missouri National Guard State Spectrum Manager and ISTS Installation Spectrum Manager needs an individual-portable device capable of RF spectrum monitoring, interference hunting, signal localization, spectrum data collection, recording, mapping, and spectrum utilization analysis with the minimum capabilities to provide electromagnetic analysis between 9 kHz to 18 GHz, direction finding from 8MHz to and able to display and verify signal profiles, bandwidths, and spectral masks for common standards including LTE, 5G-NR (Sub-6 GHz), Wi-Fi (802.11a/b/g/n/ac/ax), TETRA, and Bluetooth. The system shall include a portable receiver, handheld directional antenna system, fixed-site omni-directional monitoring antenna, mapping and internal recording capabilities, and software tools for collecting and analyzing spectrum data.

- Salient Characteristics:

System Capabilities & Frequency Coverage

- The system shall provide continuous RF spectrum monitoring and analysis from a minimum of 9 kHz to 18 GHz, with the optional capability to expand coverage to 33 GHz through native hardware or integrated external accessories.

- The system must support the display, measurement, and verification of signal profiles, channel bandwidths, and spectral emission masks for common wireless standards, including LTE, 5G-NR (Sub-6 GHz), Wi-Fi (802.11 family), PMR/LMR systems, and Bluetooth.

- The receiver must possess an instantaneous real-time analysis bandwidth of at least 120 MHz.

- The system shall support a high-speed search sweep rate of no less than 50 GHz/s across user-defined spans to ensure detection of intermittent or frequency-hopping emitters. Sweep rates exceeding 500GHz are preferred to better detect frequency-hopping sources.

Signal Analysis, Recording, & Software

- The receiver shall support real-time analog demodulation (AM, FM, and PM) with live audio output for signal identification.

- The system shall include specialized software tools or measurement modes capable of characterizing Carrier Wave (CW), pulsed, and high-rate pulse repetition frequency (PRF) radar systems.

- The system shall include a fully integrated software suite (operating on-board the receiver or via an exportable PC-based analysis tool) capable of continuous IQ data recording, long-term spectrum logging, and playback analysis.

- The software must support the export of raw spectral data, GPS-tagged spectrum logs, and IQ captures in standard, open-source formats (such as CSV, WAV, SigMF,etc.) for post-processing, archiving, and detailed signal analysis.

RFQ: W912NS26Q2010

-Frequency Reference, Mapping, & Geolocation

-The receiver shall include an integrated GPS/GNSS receiver for time-stamping, data logging, and spatial mapping.

-The system must support automated Angle-of-Arrival and standard direction finding (DF) and geolocation. The mapping software must be capable of importing standard mapping overlays (such as OpenStreetMap, offline GIS files, or raster maps) and calculating and plotting Lines-of-Bearing (LOB) to triangulate signal sources.

Physical & Support Requirements The system must include a complete antenna suite, featuring:

-A handheld directional antenna system optimized for mobile interference hunting across the specified frequency range.

-A stationary, wideband omni-directional antenna for baseline monitoring, complete with a portable tripod or mast mount and low-loss RF cabling.

-The entire system (receiver, antennas, batteries, and cabling) must be delivered in a ruggedized, weather-resistant, hard-shell transit case with custom-cut protective foam inserts.

-The package shall include unit calibration documentation, a minimum of a 2-year hardware warranty (with calibration services), and comprehensive on-site operator training at a CONUS installation.

-The receiver shall be powered by user-replaceable, rechargeable batteries providing a minimum of four (4) hours of continuous monitoring and recording on a single charge cycle. A 'hot-swap' battery capability—allowing the operator to replace a depleted battery in the field without powering down the receiver or interrupting active logging—is highly desired but not a mandatory requirement.

-Must come with a minimum 2 year warranty and on-site instruction of the receiver and monitoring/control software at a CONUS location.

-The system shall feature a real-time persistence (or digital phosphor) spectrum display function.

This mode must utilize color-coded density tracking based on signal rate-of-occurrence (frequency of occurrence) to allow the operator to visually separate and detect overlapping or co-channel signals (e.g., detecting a low-duty-cycle jammer or rogue transmitter hidden underneath a constant carrier wave).

Any product offered must meet the above objective of the acquisition. Systems that do not meet all the desired characteristics, while still meeting the objective of the acquisition, may still be submitted for a technical review. The government retains the sole right to determine technical acceptability of a quotation, and to reject any quotation it deems does not meet the objective and/or characteristics.
