Pre-solicitation Notice: Next Generation Fathometer (NGF)

This is a pre-solicitation notice (synopsis) in accordance with FAR 5.201(b) and not a request for proposal (RFP). Proposals will not be accepted in response to this pre-solicitation notice. The Naval Sea Systems Command (NAVSEA), Naval Undersea Warfare Center Division (NUWC) Keyport, intends to issue a solicitation to procure a SONAR Sounding Set, which includes SONAR receiver- transmitter, receiver-transmitter mounting bracket, remote depth indicator(s), SONAR simulator (test set with cables that connect to the receiver-transmitter and transducer), Navy Tactical Data System A (NTDS-A) converter boxes, and associated technical documentation to be manufactured in accordance with NAVSEA drawing(s) 8291204_RevB, 8291205_RevA, and 8291355_RevA.

Under FAR Part 15, and utilizing ‘Best Value Trade Off - Technical, Past Performance and Price’ source selection approach, the Government anticipates awarding a contract with line items for:

• First Article (FA)

• Production Units o Production Units-Control Station o Production Units-Remote Control Communication Station o Production Units-Simulator o Production Units-Navy Technical Data System (NTDSA)

• CDRLs

The solicitation number for this requirement is N0025325R7005.

Offers shall be proposed with FOB Destination. The target contract award date is 27 Aug 2025. The proposed contract type is a Firm-Fixed-Priced (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ). This requirement will be solicited as an unrestricted, full and open competition in accordance with the authorities at FAR 6.1 and FAR Part 15.

The NAICS code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The primary Product Service Code is 5845. This solicitation will be full and open competition. It is anticipated that the solicitation will be issued on or about middle/late March 2025, with a 45-day response time. No bidders list will be maintained by this office. No telephone or fax requests for the solicitation package will be accepted. Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of offers may render the offer non-responsive and result in rejection of same.

Offerors intending to obtain a first article waiver will be required to submit an Offer A to include a priced complete first article test and acceptance and an Offer B without first article test and acceptance.

The technical documents associated with this requirement are subject to distribution restrictions as a result of the Arms Export Control Act.
