1. INTRODUCTION AND BACKGROUND

1.1 The 50th Civil Engineer Squadron (CES) at Schriever SFB is seeking a contractor to replace the two most exterior front glass and aluminum doors at the Child Development Center (CDC). The CDC doors are exposed to heavy foot traffic and must have an Americans with Disabilities Act (ADA) compliant entry with robust hardware, corrosion resistance, insulated glass and exit panic hardware.

2. SCOPE OF WORK

2.1 Contractor shall provide the personnel, supervision, labor, supplies, tools, materials, transportation, and equipment necessary to perform the work as defined in this Statement of Work (SOW). This project’s work requirements consist of, but are not limited to the following:

1. Remove and replace the two (2) glass and aluminum front doors at the CDC with new doors featuring:

a. 10” bottom rails for wheelchair access compliance

b. Bronze anodized finish for corrosion resistance

c. Bronze tinted tempered 1” insulated glass secured by new glass tops

d. 4.5” ball bearing hinges to match the existing frames

e. Concealed vertical rod exit panic device with exterior lever trim

2. Provided 24VDC electric latch retraction in new panic hardware

3. Installed new heavy duty surface mounted door closer with hold-open feature

4. Rewire the existing handicap operator to reconnect with the new door.

2.2 The scope of the work will include:

A.Contractor shall provide all the manpower and materials necessary to complete the work on-site.
B.Contractor shall secure the new doors into place, align for proper clearance, lubricate all moving parts, adjust closing speed for ADA requirements, test the locking system to accept a Best SFIC Small Format Interchangeable Core, clean the glass and surrounding areas, and perform a quality assurance and safety check for proper safe operations of the complete door system
C.All equipment and materials shall be warrantied for a minimum of 3 years and the warranty shall start once acceptance of the work has been completed by the Government.

3. WORK REQUIREMENTS

3.1 50 CES will facilitate access to the Base but will require the Contractor to complete a Base Access form to identify the driver, passengers, and the vehicle make, model and year.

3.2 Contractor’s, on-site work shall be completed within 15 business days, Monday-Friday, (section 5.1). and remove and dispose all replaced and damaged material from the site.

3.3 Contractor will be responsible for repairs if any damage occurs to the existing area while removing or installing doors/equipment.

4. OTHER PROJECT REQUIREMENTS

4.1 The contractor shall comply with all OSHA, safety, Federal, State, and local laws, regulations, base-specific standards, and applicable Unified Facilities Criteria (UFC) in accordance with the SOW provided. Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by Contractor shall follow these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration.

4.2 All work shall be subject to stoppages and delays due to critical Schriever SFB mission requirements.

4.3 The Contractor shall ensure project clean-up of site, to include the removal of all materials, tools and trash pertaining within the work area.

4.4 The Contractor shall have an on-site supervisor present at all times, ensure that all employees pass a background check and restrict personal devices use within the work area. Appendix 1 mentioned they will be supervised at all times too. Comment by RANDOLPH, DEAVEN C 2d Lt USSF SpOC 50 CONS/PKA: That section of appendix 1 is being removed. This should be sufficient though.

5. WORK HOURS

5.1 Standard work hours under this contract are Monday through Friday, 7:30 a.m. to 4:00 p.m. Mountain Standard Time (MST). Upon written request from the Contractor to the Contracting Officer (CO), permission may be granted to deviate from the standard work hours on a case-by-case basis. A Request to the CO for non-standard work hours shall be provided at least 48 hours in advance. In addition to non-standard work hours, the Contractor shall not work on federal holidays without written approval from the CO.

6. MEETINGS

6.1 A kickoff meeting will be held five days after award of contract and a second meeting may be held before the start of physical work (Day 1).

7. CONTRACT COMPLETION

7.1 The Government has the right to inspect the work performed throughout completion at any time.

7.2 Contractor shall conduct a final inspection with the Government when work is completed and state the completion details during the final meeting. The contractor shall also provide as-built drawings, O&M manuals, specifications, and warranty documents to 50 CES upon completion.

Appendix 1: SSFB SECURITY REQUIREMENTS

1. Compliance: The contractor shall comply with all SSFB security requirements. SSFB has a controlled/restricted area and special security procedures are utilized. The contractor shall be responsible for security of his work areas in cooperation with applicable base agencies. All contractor personnel must have legal United States residency and work authorization status. Contractors will be responsible to verify legal work status in accordance with US Code, Section 274a. 2., regarding 1-9 (Employment Eligibility Verification Form).

2. Vehicle Passes: The contractor shall request vehicle passes for all vehicles used in the performance of this contract through the 50 CES Security Assistant. The contractor shall provide proper state registration, proof of insurance, valid driver's license in order to register the vehicle and drive on base. All vehicles will be used in accordance with AFI 31-218_AFGM 2016-01, Motor Vehicle Traffic Supervision. All vehicles attempting to gain access to SSFB must be available for inspection. All commercial vehicles will present themselves at the SSFB West Entry Gate for inspection prior to gaining access to SSFB.

3. Denying entry to Schriever Air Force Base: The garrison commander reserves the right to deny entry to SSFB to any person whose NACI is unfavorable or upon disclosure of information that indicates the individual's continued entry to SSFB is not in the best interest of the USAF and/or US Space Force. Additionally, the violation of, or deviation from established security procedures by any Contractor employee may result in the confiscation of restricted/controlled area badges and denial of future entry to SSFB.

4. Verify/Identity Before Entry: 50 SFS personnel will verify the identity and entry authorization of each contractor employee and vehicle, and may conduct a search of any baggage, articles, or vehicles on SSFB.
