About this file
This document is a Brand Name Justification letter from the Department of the Air Force Sustainment Center at Tinker Air Force Base requesting procurement of eight (8) Intercomp Jack Weigh AC100 RFX Kits for B-52 aircraft maintenance. The load cells are critical for weight and balance operations during B-52 Programmed Depot Maintenance (PDM) Jacking, allowing maintainers to monitor aircraft jack loads simultaneously and reduce peak usage delays.
The justification highlights the necessity of purchasing specifically Intercomp equipment due to existing infrastructure compatibility, with estimated transition costs to alternative brands exceeding $550,000. Market research confirmed multiple small business sources, but Intercomp verified they are the only entity capable of supplying fully interchangeable and compatible load cell kits. The procurement is deemed essential to meet program office requirements and support warfighter needs, with the contracting officer determining a specific brand name is required under Federal Acquisition Regulation (FAR) 13.106(b)(1).

DEPARTMENT OF THE AIR FORCE
HEADQUARTERS AIR FORCE SUSTAINMENT CENTER (AFMC)
TINKER AIR FORCE BASE OKLAHOMA
June 10, 2025
TO: AFSC/PZIM
FROM: OC-ALC/OBCA for 76 AMXG
SUBJECT: Brand Name Justification for A25-049 Jack Load Cell
1. 76 AMXG requests the purchase of eight (8) sets of Intercomp Jack Weigh AC100 RFX
Kits, which are load cells used for weight and balance, and during the shoring of the B-52.
The load cells are necessary for B-52 PDM Jacking, because it allows maintainers to monitor aircraft jack loads. It also allows more production to be accomplished simultaneously, in addition to reducing delays in accessing load cells during peak usage.
2. The existing B-52 docking system utilizes “Intercomp” RFX Technology, specifically the AC100 RFX Jack Weigh Kit. Technical Order 1B-52H-3-1 of the “PDM WORK INSTRUCTIONS USAF SERIES B-52H AIRCRAFT” specifically references Intercomp load cells and CPUs, indicating a pre-existing integration with our current systems and procedures. It is crucial to the operation that the new load cells can communicate with our existing load cell CPU, when the existing load cells become faulty and require calibration.
3. Although Technical Order 1B-52H-3-1 states “Intercomp or Equivalent”, the procurement of non-Intercomp products presents the risk of incompatibility and compromising performance. Transitioning to or incorporating an alternative brand would cost 76 AMXG an excess of $550,000.00 to replace the existing load cell system’s infrastructure and operational knowledge.
Current infrastructure has been estimated at $425,000.00, this includes equipment additions in the amount of $373,941.18.00 under contract FA8125-20P-0059.
To install a competitor’s brand and train twenty 76 MXSG Engineers on a new system, can be estimated at $12,000.00 for a 40 hour (one week) training program to include travel. The training estimate was derived from a similar requirement for installation, instruction, on proper use of instruments, software, and hardware.
Negative impact to loss of work production (work-stoppage) could also be a result of the implementation of equipment that does not interface with the current Intercomp equipment.
4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and
System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333997) looking for companies that could provide

Intercomp Jack Weigh Load Cells. Additionally, RFQ #1746709 was issued through the General Services Administration (GSA) to 18 vendors, yielding one response. Targeted outreach to small businesses, including those designated as 8(a), HUBZone, Service- Disabled Veteran-Owned, and Women-Owned, resulted in one capability statement. This research confirms the availability of multiple small business sources for this acquisition.
Intercomp has verified that their company is the only entity that can supply the products that are interchangeable and compatible with the current Intercomp Load Cell kits.
5. Therefore, it is requested that Intercomp equipment is procured to meet all the requirements of the program office and subsequently the warfighter.
6. For further information or clarification please contact Melvyna Brewer, OC-ALC/OBCA,
(405) 736-7693.
7. I have determined, in accordance with FAR 13.106(b)(1), that the circumstances of this contract action deem a specific brand name to be required.
