About this file

This Performance Work Statement (PWS) details a chiller repair project at Offutt Air Force Base for a 900-ton centrifugal McQuay chiller (Model WDC087-BCCBM). The primary objectives are to troubleshoot and repair circuit/compressor #2, conduct a full refrigerant recharge, replace all oil filters, and perform associated maintenance checks. The project involves isolating compressor #1 (which has been damaged by motor terminal overheating), conducting comprehensive electrical testing and inspection of circuit #2, and restoring the system to full operational status.

Key requirements include the contractor providing all necessary labor, materials, tools, and expertise to complete the repair, with specific tasks such as motor megging, electrical checks, leak testing, start-up and operational testing, and insulation reapplication. The contractor must provide a minimum 1-year warranty on labor and new materials, clean up and dispose of all removed equipment and project waste off-base, and coordinate with on-site CE shop personnel. The work must conform to current standards including NFPA, ASME, EPA, ASHRAE, and other applicable regulatory guidelines, and be completed in a neat, substantial, and competent manner.

1. Objectives:

This scope of work is to troubleshoot and repair circuit/compressor #2 on the B451 chiller.

Additionally, the scope shall include a full recharge of refrigerant, replacement of all oil filters, and associated maintenance checks.

The contractor shall furnish all labor, transportation, equipment, special tools, expertise, supervision, and services requested to fulfill the requirements of this contract. All task specifications of this Statement of Work will herein be referred to as “requirements”.

2. Existing Conditions:

The chiller itself is a 900 ton centrifugal McQuay model WDC087-BCCBM, S/N STNU031200110. The existing compressor #1 has been damaged by the motor terminals overheating and failing, causing loss of oil and refrigerant. Circuit 2 was non operational at the time, and from alarm history had a noted starter fault. The compressors are model CEO87MBD35RBUM, style 757764010F1 & 757764010J2, motor style 350218877 at 460 V/3ph/60Hz, speed code BD, 2273 Wye, 757 LRA and 372 RLA. The compressor serial numbers are 53M00792-01 (#1, recently damaged) & 54A00750-01 (#2, faulted). The chiller control box was upgraded in 2023.

The chilled water pump motor is a Taco model TA2038B2S1C2L0, rated at 2160 gpm at 169 ft head, with an impeller diameter of 13.6”, and rated for a motor of 125 hp and 1750 rpm. The chilled water pump motor is a Baldor Super-E model EM2559T-4 (spec 44EE195W047, 125 hp, 1775 rpm, 460 V, 143 amp, 60 hz, 3 ph, 405T frame).

The tower condenser water pump is a Taco model TA2524R2N B2L0, rated at 2700 gpm at 53 ft head, with an impeller diameter of 9.4”, set for a motor at 50 hp and 1750 rpm. The tower water pump motor is a Baldor Super E model EM2543T (spec 42F056W387, 50 hp, 1775 rpm, 230/460 V, 114/57 A, 60 hz, 3 ph, frame 326T) and is paired with an ABB model ACH580-BCR-156A-4 VFD.
