1. BACKGROUND INFORMATION

The CUP boilers undergo annual inspection to ensure proper operation and code structural integrity. These inspections result also determine whether the boilers receive an operating license from the State of Maryland.

Over the last several years, the inspector has allowed the water column piping to pass even though the inspection ports for interior piping inspection were inoperable. These are the original 1960’s boilers and the piping and inspection ports (threaded plugs) cannot be disassembled due to massive corrosion. The inspector is now adamant that this situation must be corrected.

Boilers 5 & 6 were slated to be demolished, and at this point in time not even exist. In the last 5-7 years, maintenance was deferred due to this planned demolition. Now, with that project shelved and the boilers remaining in the production plan, that deferred maintenance must now be completed to have reliable steam production.

The blowdown valves on boilers 5 & 6, essential for general operation and emergency conditions are a quick acting “double valve”. The existing valves are anything but a quick acting valve. These valves require a 36” pipe wrench and a cheater bar to operate them.

Last, in the past several years, the inspector has cited the 30,000-gallon underground fuel tanks for being internally “dirty. NIST has pursued the cleaning of these fuel tanks utilizing a credit card, but this repeated method has reached its limit.

Except for the fuel tank cleaning, these repairs exceed available contract drawdown funds for this sort of repair. However, the practice of cleaning these fuel tanks two-at a time runs afoul of other government regulation. That situation requires this work to be added to this contract All work, less the fuel tank cleaning, is considered boiler repair under the National Board and ASME regulations and need to be completed by a company with the ASME “R” code stamp.

2. PURPOSE

NIST is seeking an ASME “R” stamp qualified boiler repair and welding contractor to perform high pressure steam boiler repair and fuel tank cleaning.

3. PLACE OF PERFORMANCE

Work is located at the Building 302, NIST, Gaithersburg, Maryland.

4. REGULAR BUSINESS HOURS

Regular business hours are Monday through Friday, 6 AM to 6 PM Eastern Time, excluding Federal holidays and NIST closures.

5. PERIOD OF PERFORMANCE

The period of performance for this project is 220 days from signing Notice to Proceed.

Any extension of period of performance shall be made via Email to COR and CO and be at no additional cost to government.

6. SPECIFIC REQUIREMENTS / TASKS

TASK 1: General

1. The contractor will provide all supervision, labor, materials, tools and equipment to complete the work

2. The contractor will be solely responsible for the work schedule and quality.

3. The contractor will provide drawings/datasheets (to include cut sheets for equipment and material) of new equipment/materials to be installed no later than 10 days from signed Notice to Proceed.

4. Provide equipment / material brochures and cut sheets for all proposed equipment.

5. Independently verify all conditions and supply all identified equipment or material.

TASK 2: ASME “R” Stamp Requirements

1. The contractor will:

a. The contractor will have minimum ten (10) years current experience repairing high pressure boilers working within the ASME “R” code.

b. Contractor will have and maintain ASME welding certification and NBBI “R” certification at time of bid submission and during the life of the contract.

c. Loss of the “R” certification shall be cause for immediate termination of the contract.

d. Contractor will also have staff certified to the ASME welding code applicable to requirements of the “R” stamp for other general piping repairs.

a. No other welder certification will be acceptable for any work on this contract.

b. Contractor will provide certificate of ASME certification at time of bid submission and during the life of the contract.

c. Loss of ASME welding certification shall be cause for immediate termination of the contract.

TASK 3: BOILER WATER COLUMN PIPING

The contractor will:

1. Remove existing water columns on boilers #1, #2, #3, & #4 and replace with new pipe, valves & fittings.

2. Ensure proper lock-out tag-out is in place before beginning work to ensure boiler is not brought online while work is being performed

3. Remove existing water column piping from boiler up to first valve leaving steam drum

4. Install new water column using new schedule 80 pipe, valves, & fittings to match previous water column design

5. Remain onsite to witness operational testing.

6. Clean up jobsite debris.

TASK 4: BOILER 5 & 6 BLOWDOWN VALVES

1. Remove & replace (2) blowdown valves on each boiler #5 & #6 (total of (4) boiler blowdown valve replacements).

2. Ensure proper lock-out tag-out is in place before beginning work to ensure boiler is not brought online while work is being performed

3. Remove (4) existing Yarway boiler blowdown valves on boilers #5 & #6, (2) off of each boiler.

4. Provide and install (4) new Yarway boiler blowdown valves matching existing layout, (2) new valves on boiler #5 & (2) new valves on boiler #6.

5. Modify & fabricate any existing piping to tie-in existing boiler piping to newly installed boiler blowdown valves.

a. Notify the COR of any hot work required a minimum of two weeks prior to work in order to procure NIST Hot Work Permits.

b. Install arc shielding during all welding operations inside the building.

6. Remain onsite to witness operational testing.

7. Clean up jobsite debris.

TASK 5: FUEL TANK FILTERING

1. Flush, clean, & biocide treatment of (8) 30,000-gallon diesel tanks 1,2,7, and 8.

2. Ensure required lock-out tag-out is in place before beginning work on the (4) 30,000-gallon diesel tanks.

3. Perform initial pump off to remove water from both the high end and low end of the tank.

4. Add Biocide to kill any bacteria in the fuel or on tank walls and filtered out debris.

5. Filter fuel through water separators to remove freestanding water.

6. Filter fuel through a series of 15 filter elements until successfully passing through (3) 5-Micron filters before the clean fuel is returned to the tank(s).

7. Cleaned fuel will be returned through hoses that agitate the fuel rapidly to ensure it stirs existing containments remaining on the tanks bottom & walls.

8. Remaining particles to be filtered.

a. This process will be repeated until testing shows both the fuel and tank are free of containments.

9. Add fuel stabilizer to reduce fuel oxidation, extend the storage tank life, eliminate water and moisture, prevent reformation of sludge & harmful acids, per specification and industry norms.

7. SAFETY

NIST is committed to maintaining a work environment that safeguards the public and the environment, as well as personnel and property.

1. Within 5 days of contract award, the contractor shall provide COR with an OSHA compliant safety plan for contract activity.

a. The Safety Plan shall specify how the company’s policies and practices will comply with each of the applicable standards, laws, and codes.

2. The contracting officer will approve or provide written comments regarding the plan to the contractor within seven (10) days of receipt.

a. Contractor will submit a revised safety plan within seven (7) days with required information for the contracting officer to review.

b. This cycle may be repeated, if necessary, until the contracting officer determines the safety plan to be acceptable.

TASK 1: SAFETY RELATED EQUIPMENT

The Contractor shall:

a. Provide all safety-related equipment required to perform the work under this award, including personal protective equipment (PPE) and other equipment that is required or appropriate to protect contractor personnel and other personnel on the NIST campus.

b. Contractor-provided personal protective equipment shall include, at a minimum, hard hats, safety shoes, safety glasses (prescription or standard), respiratory protection (powered air purifying respirator or full-face mask respirator), high visibility clothing and gloves that meet applicable OSHA standards for PPE.

TASK 2: SAFETY RELATED TRAINING

The Contractor shall:

a. Provide safety-related training required by applicable OSHA, state and local regulations or standards to affected contractor personnel (including subcontractor personnel) that perform work under this award.

i. Such training may include, for example, training for proper use of PPE, respirator use, fall protection, crane operation, forklift operation; electrical safety, or other safety-related topics.

b. Maintain records of safety training provided to contractor personnel (including subcontractor personnel) that perform work on this award.

c. The contractor shall make those records available to the contracting officer, contracting officer’s representative for the award, or other authorized personnel within 3 business days of receipt of their written request, and annually thereafter or upon request.

8. Homeland Security Presidential Directive (HSPD)-12

1. The Contractor (and/or any subcontractor) and its employees who require physical access to NIST facilities or logical access to NIST IT networks or systems must comply with Homeland Security Presidential Directive (HSPD)-12, Policy for a Common Identification Standard for Federal Employees and Contractors; OMB M-05-24; OMB M-19-17; FIPS 201, Personal Identity Verification (PIV) of Federal Employees and Contractors; NIST HSPD-12 policy; and Executive Order 13467, Part 1 §1.2.

1. THIS SECTION APPLIES TO THIS CONTRACT WITH REGARD TO BADGING – SEE SECTION BELOW

2. Position Sensitivity Designations Requirement

a. The following position sensitivity designation levels apply to this solicitation/contact:

Low / None

9. GENERAL REQUIREMENTS

1. A notice to proceed / kick-off meeting cannot be held until the safety plan is approved.

2. Within 10 days of Notice to Proceed provide submittals for contract materials.

3. Within 7 days of notice to proceed, provide a schedule for contracted work.

4. Contractor shall provide COR a weekly update (**) on all project activity via email with the following information due on the Tuesday after the week being reported on:

a. Adherence to projected schedule (on time or other)

b. Daily employee list and hours

c. Major work activity

d. Task completion percentages

e. Problems encountered

f. Changes to scope or methodology

g. Change orders (Pending, presented, and completion on project (%)

h. Other items that affect timely completion of contracted work or project conditions.

i. Due Thursday by 2Pm during the term of contract.

(**) During periods of inactivity the contractor shall submit an abbreviated report.

5. The Contractor(s) shall be on the NIST grounds only between the hours of 6:00 a.m. and 5:30 p.m. (normal work hours) on normal Federal work-days.

a. Should the Contractor(s) desire to work at times other than those specified above, the dates and hours must be scheduled in advance and approved by the NIST Security Office through the Contracting Officer.

b. After hours work will require a government approved escort 100% of the time.

6. Contractor personnel are required to wear identification badges at all times on the NIST grounds.

7. The Gate “F” at the National Institute of Standards and Technology site shall be used for material supply and personnel by the Contractor and subcontractors unless otherwise directed by the COR or during out of hours access.

8. See “GUIDELINES FOR OFPM CONTRACTORS AND A/E FIRMS PERFORMING SITE INVESTIGATIONS AND FIELDWORK (including construction) AT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY GAITHERSBURG, MD”.

10. BADGING

1. The Contractor(s) shall be on the NIST grounds only between the hours of 6:30 a.m. and 6:00 p.m. (normal work hours) on normal Federal workdays.

a. Green Badge applications for responding staff and supervisors will be submitted for afterhours access due to the nature of this contract for all response personnel.

ii. After hours work will require a government escort 100% of the time.

iii. Non- U.S. citizens to be employed under this contract must have official legal status in the U.S.

2. The federal government requires Real ID or a valid passport for identification purposes.

a. Real ID requirements apply for badge applicants and anyone requiring entry onto the NIST Campus. This includes delivery personal or other administrative staff or support personnel.

3. Contractor personnel are required to wear identification badges at all times on the NIST grounds.

4. The gate “F” at the National Institute of Standards and Technology site shall be used for material supply and personnel by the Contractor and subcontractors unless otherwise directed by the COR or during out of hours access.

a. Afterhours access (after 4:30PM during the work week) will be via the main gate.

b. Any vehicle with a company logo, cargo bins, or with equipment / trailers must be inspected at Gate F during duty hours, and or by security staff at the front gate during out of hours entry.

5. The contractor agrees that they are the primary authority in getting their personnel and sub-contractor’s badges for site access.

i. The contractor will within 15 days of Notice to Proceed provide to the COR a complete list of personnel and sub-contractor personnel requiring badging.

a. Contractor will provide legal names as shown on official identification (driver’s license, state ID)

b. Contractor will identify any non-resident aliens to begin the additional verification requirements for access.

c. Contractor will provide all contractor and sub-contractor personnel position descriptions for all names submitted.

d. Contractor is advised to include delivery drivers and other supervisory staff for contractor and any sub-contractors.

6. Contractor will be responsible for ensuring all personnel being submitted for badging have a daily monitored, and active email address for everyone.

7. Contractor will be provided an electronic “- OFPM NIST Associate Badge Application and OF-306 Form” that each submitted employee is required to fill out. Other forms will be required to be submitted as determined by the NIST Badging Office.

a. Contractor will return all completed forms to the COR within 10 workdays.

b. Contractor is responsible for ensuring all fields are complete and information is correct.

c. Forms can only be returned electronically by password protecting the forms individually.

i. Contractor and COR will coordinate on password to be used.

ii. Password changes will be communicated immediately.

8. Contractor is advised the fingerprinting process has recently changed at NIST.

i.

ii. Effective January 1, 2023, all fingerprinting actions, to include those fingerprints captured for hiring actions (EQIP) and those captured for Badging, will be completed using the US Access credentialing system located in the Badge office at NIST Gaithersburg or other US Access Share Service locations. To facilitate this, all Federal Employees, Associates, and Contractors who require a PIV, PIV-I or Facility Access Credential will need to be enrolled in the US Access system by requesting an appointment for an enrollment within the US Access scheduler.

9. Contractor is required to have at least one person credentialed to be an approved escort.

i. Requires a 1 hour online course once Green Badged

ii. Requires a visit to the Badge Office for escort badge issue.

iii. More than one person can take this training at contractor’s prerogative.

10. Paper Visitors Passes are limited to a 14-visit limit and should not be used unless no other option is available.

i. 14 pass limit includes authorizations to visit submitted but not utilized.

ii. 14 pass limit is not for the calendar year, but a year from first issuance.

11. Out of hours work:

a. Contractor shall utilize NIST Outage Paper Badging

i. Contractor shall provide name, citizenship status, and other required information to COR to be added to the access list within 14 days of planned installation onsite.

1. Urgent / expedited work will be expedited to the extent possible.

ii. Non-resident aliens require additional paperwork for access. Allow at least 10 days for processing.

11. ISSUANCE OF BUILDING KEYS

Does not apply to this contract.

12. GOVERNMENT FURNISHED MATERIAL

1. The Government is not providing any property, material, or equipment for this project.

13. INSPECTION & ACCEPTANCE

1. The contractor shall complete all work tasks in a workmanship manner, complete and leaving a fully functional systems.

14. PAYMENT SCHEDULE

1. Contractor will invoice only once per month.

a. Contractor will submit a “paper copy” of the invoice for review and approval by COR prior to submitting to the government for payment.

b. Certified payroll will be submitted to COR prior to submitting invoice to the government for payment.

c. Final payment, is allowed in the same month a previous payment has been made, providing all closure documents (release of claims, completed punch lists, final certified payroll, and other required documentation) has been submitted and approved.
