Adendum

1.0 General Information

United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) program safeguards U.S. agriculture and natural resources through wildlife management and control. This BPA is for fixed wing pilot and aircraft that could effectively conduct wildlife surveys to support aerial capture and hunting operations as part of the Idaho Wildlife Damage Management Program.

Idaho Wildlife Services in conjunction with Idaho Department of Fish and Game conducts aerial capture work to collar wolves during the winter season. Utilizing a wildlife survey crew in a fixed wing aircraft is the most effective method for accomplishing this task. Using their own aircraft, the survey pilot locates the wolf pack and communicates the location to the USDA helicopter crew. This method saves substantial amount of fuel and time for the helicopter crew. With the cost of running helicopters being quite expensive, it is critical that the most efficient methods be utilized. If possible, Idaho Wildlife Services would like to coordinate with the same pilot/survey crew that the Idaho Department of Fish and Game utilizes.

Idaho counties that possibly would be worked:

Idaho, Adams, Valley, Washington, Payette, Gem, Boise, Elmore, Camas, Blaine, Custer, Lemhi, Butte, and Clark

1.1 Price Schedule

Cost per unit shall include all costs necessary to provide fixed wing flight surveying including but not limited to, fuel, travel time, maintenance, pilot expense.

Estimated number of flight hours for future seasons is unknown at this time. Quantity estimated above if for FY22 flight requirements.

1.2 Type of Contract

This is a Blanket Purchase Agreement (BPA) with a limit of $500,000.00 throughout the life of the BPA (5 years). Services will be ordered through the issuance of individual Call Orders (orders) as the requirements of the USDA dictate. Each order will include the specifics of the flight surveys required.

Order pricing will be provided in a fair opportunity competitive quote for all orders above the Micro- Purchase Threshold. Call Orders shall be issued by a warranted USDA Contracting Officer or a USDA P- Card holder via email.

The line item quantities listed in the Pricing Schedule are estimates for FY22 and are for evaluation

1.3 Scope of Work

The USDA, APHIS, requires fixed wing low altitude flight surveying services in the mountainous regions of the following counties in Idaho:

• Idaho

• Adams

• Valley

• Washington

• Payette

• Gem

• Boise

• Elmore

• Camas

• Blaine

• Custer

• Lemhi

• Butte, and

• Clark

Using their own aircraft, the survey pilot shall fly in grid like flight patterns at low altitudes such that the pilot can easily locate and identify wolf packs. Once located and identified, the pilot shall radio the location of the pack to the USDA helicopter crew that will be ready to fly to the location.

A typical Flight day shall consist of roughly 5 flight hours, weather and other constraints permitting.

Some flight days may extend beyond five (5) flight hours and others may be less. Pilot fatigue shall be a considering factor to maintain safety in all operations. It is the duty of the pilot to communicate fatigue level to USDA crew to maintain safety in flight. The pilot shall also communicate any other element that may contribute to higher risk of life or property before or during flight services in order to maximize safety.

Aerial capture activities are conducted during the winter months, typically December through March.

1.4 Period of Performance

Award (December 31, 2021) through five (5) years (estimated December 30, 2026).

2.0 Minimum Technical and Performance Requirements

The fixed wing pilot must have extensive knowledge in tracking wolves from the air in winter conditions within trees and mountainous terrain. The fixed wing pilot must be able to effectively and safely locate wolves, keep track of the

RFQ 12639522Q0036 Flight Surveying Services 6 of 31 spotted wolves, and aid the helicopter pilot into position. The fixed wing pilot must have telemetry antennas attached to their aircraft and be able to effectively and efficiently use them.

The Contractor shall also identify those contractor and subcontractor employees requiring routine access to federally controlled facilities and/or federally controlled information systems and/or exceed 180 days (6 months). All background or security background clearances must be done one (1) week prior to commencing work. Where this is not practical and the prime or subcontractor require intermittent access to federally controlled facilities or are under the 180 day limit, a temporary quest ID badge will be issued and/or such personnel may be under constant supervision and their access to areas or data may be more restricted.

The COR will submit the list to the Personnel Security Officer of those contractor or subcontractor employees requiring routine access to federally controlled facilities and/or federally controlled information systems and/or exceed 180 days (6 months). The COR will work with HR Classification to determine the level of background investigation for those prime and subcontractor employees consistent with those position sensitivity designations in the Homeland Security Presidential Directive (HSPD) 12. Prime and subcontractor employees identified by HR Classification and coordinated with the Security Personnel Officer to meet this requirement, must complete the appropriate level of government background check; National Agency Check with Inquiries (NACI), Minimum Background Investigation (MBI), or Limited Background Investigation (LBI), and that contractor employees pass the

3.0 Contract Administration

3.1 Call Orders

Orders will be issued against BPAs on a firm fixed price bases at the quoted price.

Orders may be placed by a warranted USDA contracting officer or by a USDA P-Card holder up to their limit through email.

3.2 Competitive Process for Placing Orders

Orders will be competitively awarded based on price and favorable past performance. The Government reserves the right to award an order non-competitively based on proper justification identifying past performance, preference, and price considerations.

The following procedures will be followed in issuing orders under multiple award BPAs.

3.2.1 Awardees will be provided a fair opportunity to be considered for each Order exceeding the purchase threshold of $10,000. The value of an order is considered the total price for all required services in a single order to one (1) or more locations. Orders shall be within the scope, issued within the period of performance, and be within the maximum value of the BPA.

RFQ 12639522Q0036 Flight Surveying Services 13 of 31

3.2.2 Orders valued between $10,000 and $250,000

For Orders valued within this range, the contracting officer will contact each of the multiple awardees and request a quote (RFQ) for the flight services before selecting an awardee.

The contracting officer will consider the following information:

(1) Firm fixed prices provided in the awardee’s response to the RFQ

(2) Past performance on earlier orders under the BPA, including quality and timeliness;

(3) Capability of the BPA holder to perform services in time required by USDA;

(4) Other considerations as appropriate.

3.2.3 Orders valued in excess of $250,000

At the time of award of the BPA Call Orders may not be placed above $250,000 for a single delivery/requirement. FAR 13.303 allows for agencies to exceed the simplified acquisition threshold through internal authorized deviations. At the time of award such deviation has not been obtained.

USDA reserves the right to place order greater than $250,000 if such deviation is approved by the

MASCO.

3.3 Placement of Orders

All Orders will be issued via email by a warranted Contracting Officer or a USDA P-Card holder.

The vendor shall provide the products under this BPA only as directed in the Orders.
