Notice to Quoters
1. This solicitation is being posted as a Small Business Set-Aside. The applicable NAICS code 325199 with a small business size standard of 1,250 employees. This solicitation is being prepared in accordance with FAR part 13 Simplified Acquisition Procedures. USDA APHIS PPQ Program intends to issue one firm fixed priced Indefinite Delivery, Indefinite Quantity (IDIQ) contract as a result of this solicitation.
2. Quoters must be fully registered in the System for Award Management (www.sam.gov) including current online representations and certifications, no later than the solicitation response date/time.
3. The U.S. Department of Agriculture (USDA) is an agency of the Federal Government and is tax exempt (Tax ID # 41-0696271).
4. Submit all questions in writing to Margaux Nenichka at Margaux.G.Nenichka@usda.gov.
Questions should be submitted no later than seven (7) days prior to the response deadline to ensure adequate time is available to respond and to amend the solicitation if necessary.

The Government may waive the requirement for the product samples if supplies identical to those called for in the solicitation have previously been furnished by the quoter and were accepted by the Government.
☐ d.) Quality Control Plan. The plan shall explain the quoter’s quality control system and clearly outline the quoter’s ability to meet contract specifications and contract delivery requirements. The plan must also include the contractor’s ability to produce, ship orders and process orders.
☐ e. Representations and Certifications. Quoters must complete annual representations and certifications online in the System for Award Management (SAM) in accordance with FAR 52.212-3. If paragraph (b)(2) of the provision is applicable, a written submission is required. Quoters are advised that the “Buy American Certificate” applies to this solicitation and must be completed. See 52.212-3(f)).
7. Award will be made to the responsible quoter whose quote conforming to this solicitation will be most advantageous to the Government, price and other factors considered in accordance with FAR part 13. The following factors shall be used to evaluate offers: Price, Technical Capability, and Past Performance.
8. Implementation Of Executive Order 14173, 14168, and 14148 Notice: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph
(d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM. In advancement of Section 2 of Executive Order 14208, the removal of requirements related to
Executive Order 14057 eliminates all non-statutory sustainability requirements or preferences in purchases of food service wares, including paper straws. In addition to removing requirements related to Executive Order 14057, the attachment also reflects recent updates to Code of Federal Regulation citations for the U.S. Department of Agriculture’s BioPreferred® Program, a statutory purchasing preference program.
1.0 SCHEDULE OF SUPPLIES/SERVICES:
This is a 5- year fixed price Indefinite Delivery Indefinite Quantity (IDIQ) Contract for the supply of Geranyl Acetol Lures to USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) Moore Air Base in Edinburg, TX. The quantities in the pricing schedule are estimates only for evaluation purposes. Delivery or performance shall be made only as authorized by delivery orders issued in accordance with the Ordering clause (52.216-18). Unit prices must include all costs associated with performing all work required in a complete and acceptable manner.

2.0 Statement of Work
SPECIFICATIONS/STATEMENT OF WORK
Geranyl Acetol Lure
For CAPS EWB/BB Targets: Tetropium fuscum and Tetropium castaneum
2.0. BACKGROUND:
Insect attractants are sensitive detectors of insect populations at the group, genus, or species level, depending on the type of attractant. Attractants allow for detection and monitoring of non-indigenous insect pests and aid in a variety of control strategies. Forest pests are some of the most serious exotic plant pests threatening United States agriculture. If not detected, monitored, and managed in the early stages of a new infestation, these pests can cause tremendous damage. The cost of eradication could be in the millions of dollars.
2.1. OBJECTIVE
The requested supplies are needed to equip program personnel to detect and monitor exotic pest infestations. The lures are a primary tool used to detect the initial infestation, delimit the extent of the infestation, and manage introduced pest populations. Without these lure dispensers, detecting and defining the infestation might not be possible. Early detection can reduce the costs of an eradication program and make it more likely to succeed, potentially saving the USDA, the States, and cooperators millions of dollars.
2.3. CONTRACTOR’S DUTIES

3.0. LURE SPECIFICATIONS
3.1. General Description:
The geranyl acetol lure is the male-produced sex pheromone emitted by Tetropium fuscum (F.) and Tetropium cinnamopterum (Coleoptera: Cerambycidae) (Silk and Sweeney, 2007;
Silk et al., 2007).
3.2. Length of effectiveness:
One lure should be effective for a minimum of 90 days under field conditions, assuming temperatures of 30°C during the day and 20°C at night for a daily average of 25°C.
3.3. Dispenser description:
The lure should be formulated into a dispenser that can be suspended in a fluon-coated cross-vane panel trap (Figure 1). Dispensers should contain a minimum of 50 mg of lure at time of purchase.
3.4. Active ingredients
Geranyl acetol: (E)-6,10-dimethyl-5,9-undecadien-2-ol
3.5. Target species:
Geranyl acetol, when used in combination with the ultra-high release “spruce blend” lure and ultra-high release ethanol, is an attractant for the brown spruce longhorned beetle, (Tetropium fuscum) (Coleoptera: Cerambycidae) (Silk et al., 2007) and the black spruce beetle (Tetropium castaneum) (Coleoptera: Cerambycidae) (Silk and Sweeney, 2007), when tested under standard laboratory and field conditions. It is also known to be a general attractant for multiple other cerambycid species.
3.6. Other names of attractant:
Geranyl acetol is also known as (E)-6,10-dimethyl-5.9-undecadien-2-ol.
4.0. PACKAGING
The lures must be individually packed in an impermeable over pack to prevent any leaking. For details see section 7.0.

4.1. PACKAGE MARKING
The product must be identified, both on the lure packet and the shipping containers with lot number, contract number, manufacturing date and suggested date of expiration. For details see section 7.0.
A certificate of analysis of the product being sold to the Government must accompany each shipment.
5.0. STORAGE AND SHELF LIFE
The dispenser shall be resistant to damage and moisture when handled during normal field trapping operations. The dispenser shall contain the full amount of the active components upon delivery of the product from the manufacturer to the designated delivery location. Stability of dispensers, upon delivery, shall exhibit satisfactory shelf life for at least six months.
Prior to shipment to USDA-APHIS, the dispenser shall be stored by the manufacturer in a manner that is appropriate for both the active ingredient and the type of dispenser. For geranyl acetol lures, the dispenser shall be stored under refrigeration (2 to 3°C) for no longer than 1 month or frozen (- 15°C) for no longer than one year.
6.0. SAMPLING AND TESTING
Vendors shall supply specifications on the product including: 1) amount of active ingredient(s) in the dispenser at the time of shipment, 2) length of effectiveness in the field (assuming temperatures of 30°C during the day and 20°C at night for a daily average of 25°C), and 3) a certificate of analysis for the active ingredient(s).
6.1. Primary Testing
Once potential vendors have been identified and before contracts have been awarded, USDA-APHIS reserves the right to perform testing on the neat materials and final dispenser/ product.
Each vendor shall supply a sample of the neat product (25-50 ml) that will be used to impregnate the dispenser, representative of what will be provided to fulfill the contract agreement. In addition, each vendor shall supply a sample of the final product (20 prepared dispensers).
All samples for testing shall be delivered to:

a. Neat material
Prior to incorporation into dispensers, USDA-APHIS reserves the right to conduct a chemical analysis of a lot of liquid geranyl acetol, representative of what will be provided to fulfill the contract agreement. A lot is defined as a volume [for liquids] or a quantity [for lures] of geranyl acetol made from a specific mass of material with uniform composition, fabricated in a single production run under controlled, consistent conditions, and having a unique identification code. Analyses to be conducted will be based on the testing capabilities of the USDA-APHIS-PPQ-Scient and Technology Forest Pest Methods Laboratory (FPML). Testing may include, but is not limited to: 1) identity by Infrared Spectroscopy (IR), 2) identity by refractive index, 3) determination of purity by gas chromatography, and 4) determination of isomer confirmation by gas chromatography. Samples are to be analyzed in triplicate and results averaged.
Compliance is not determined by the FPML; data is generated for review by the contracting specialist.
b. Lures/Dispensers
This method is applicable to the analysis of Polymeric Dispensers to evaluate conformance with established contractual guidelines. A report is generated comparing findings. Compliance is not determined by CPHST-GL; data is generated for review by the contracting specialist. Data is reported as: average emission rate in mg/hour and average milligram content of geranyl acetol (as total of grouped isomers).
6.2. Quality Assurance (QA)
USDA-APHIS reserves the right to conduct QA testing of each batch of solid dispensers procured through this contract. For purposes of sampling, each group of dispensers filled with liquid geranyl acetol from the same lot, and on the same calendar day during a single, continuous (i.e., uninterrupted) production run is defined as a batch and the coded designation of a batch as the batch number. The vendor shall supply a sample of the final product (20 prepared dispensers) from each batch supplied to USDA-APHIS.
a. First-article Testing of Solid Dispensers USDA-APHIS-CPHST-GL shall conduct chemical and physical analyses on 20 solid dispensers from each batch to test compliance with the specifications of this contract.
Test data shall be analyzed and compliance/non-compliance shall be determined using the methods and criteria in as established by CPHST-GL.
All samples for testing shall be delivered to:

7.0. Packaging: Packaging must be adequate to reach the delivery destination fully intact and without damage.
Note: Improper or inadequate packaging may lead to damage during shipping, replacement of damaged products will be requested at the vendors expense.
• The main packing must be in cardboard boxes.
o Use of sturdy boxes, made of corrugated cardboard, designed to withstand the rigors of shipping and handling, to protect the contents from damage caused by impacts, vibrations, and other stresses during transit.
o Empty space inside boxes will be filled with packing peanuts, crinkle paper, airbags, or similar materials to prevent the items from shifting and getting damaged.
o Boxes must be of sufficient strength to allow stacking of cartons to a height of 56 inches without collapsing cartons at the bottom of the stack.
o For fragile materials, affix "Fragile" labels to the outside of the package.
• All goods must be packed in boxes not exceeding 20 pounds in weight.
• Containers and closures shall comply with the Interstate Commerce Commission regulations, Uniform Freight Classification Rules, or regulations of other carriers as applicable to the mode of transportation.
• Items will be sub-packed in tear-free plastic bags, with each bag holding a standard count of 100 units or less (i.e. 25, 50, 100 units each bag)
• Each box and bag must have a sticker affixed that clearly and legibly displays the following information:
o Manufacturers name:

• Pallets may not exceed a height of 56” in total height.
• Lure dispensers shall be individually wrapped by manufacturer in a sealed, airtight;
moisture-proof package made of a flexible material (non-transparent, Mylar bags).
o Packaging must be impregnable to other chemicals to protect the semiochemicals.
o Packaging must prohibit the leaching of semiochemicals to ensure extended storages in extreme conditions (90°F plus) o Each individually packaged lure dispensers must include at a minimum the following markings:

Payments will be made according to the firm-fixed unit price established in the contract Pricing Schedule. Invoices will be submitted in arrears and prepared in accordance with FAR 52.212-4(g).
USDA uses the Invoice Processing Platform (IPP) for electronic submission and tracking of purchase orders, invoices, and payment information to its suppliers of goods and services: Enroll at https://ipp.gov. The IPP is a government-wide secure web-based invoice processing service offered free of charge to government agencies and their suppliers by the U.S. Department of Treasury’s Financial Management Service (FMS).
Contractors must submit invoices and attach all supporting documentation as required.
Supporting documentation includes, number of kits delivered, Delivery Oder number, and company information. The IPP Approver will review the supporting documents before approving invoices in IPP, if supporting documentation is not provided the invoice will be rejected. IPP will issue a notification to contractor that they must submit supporting documentation and resubmit the invoice. See FAR 52.232-33
8.2 Contracting officers’ representative
The Contracting Officer will designate a Contracting Officer’s Representative (COR) at the time of award. The COR will be the contractor’s local Government contact for contracts awarded against this requirement.
The COR is responsible for monitoring the performance of work under contracts awarded as written in the contract. In no event, however, will any understanding, agreement, modification, change order, or other matter deviating from the terms of the contract be effective or binding upon the Government unless advance authorization is received from the Contracting Officer, and proper contractual documents executed by the Contracting Officer prior to performing the work.
The COR shall inform the Contracting Officer as soon as possible of any recommended modifications, and actions or inactions of the contractor or the Government which could affect the contractor’s ability to comply with the contract performance requirements or completion times.
Whenever, in the opinion of the contractor, the COR requests effort outside the scope of the contract, the contractor shall so advise the COR. If the COR persists and there still exists a disagreement as to proper contractual coverage, the Contracting Officer shall be notified immediately.
PROCEEDING WITH WORK WITHOUT PROPER CONTRACTUAL COVERAGE AND APPROVAL OF THE
CO COULD RESULT IN A BREACH OF CONTRACT AND NONPAYMENT.
The designation (delegation of authority) shall be provided in writing to the COR and the contractor.
The delegation of authority shall clearly explain the COR’s role and responsibility on the contract, and limitations of authority.

8.3.1 Delivery order set up
USDA/APHIS/MRPBS will issue the minimum required under this contract in the first delivery order upon award of the contract. Additional delivery orders may be issued throughout the life of the contract. They will be numbered with an 126395YYFNNNN. Upon delivery and acceptance of the products for any Delivery Orders, the contractor will be responsible for submitting the invoice for payment against the IDIQ Contract number, referencing the individual order number in the IPP system at https://www.ipp.gov.
Delivery orders will be issued in accordance with the Ordering clause (52.216-18, Ordering).
Delivery orders will be issued against this contract on a firm fixed unit prices established in the pricing schedule.
Orders may be placed by a warranted USDA contracting officer through email.
8.3.2 Delivery Timeline
From the moment the vendor receives the order, delivery will occur in 60 days, or less.
8.3.3 Placement of orders
The contractor shall provide the products under this contract only as directed in the delivery orders.
In accordance with FAR 16.505, each order will include:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract.
