2.0 Statement of Work Spinosad (GF-120® NF Naturalyte® Fruit Fly Bait)
2.1 SCOPE: The Mexican Fruit Fly Program has a requirement to purchase Spinosad (GF-120® NF Naturalyte® Fruit Fly Bait). An IDIQ supply contract (2 years) is needed by the Program to expedite delivery when additional spraying is required in quarantine situations.
Spinosad 0.02% Solution (GF-120® NF Naturalyte® Fruit Fly Bait) manufactured by Dow AgroSciences is necessary to meet the organic insecticide spraying needs of the Mexican Fruit Fly program in the Rio Grande Valley in Texas and has been used in this program for many years. Scientific research was done by USDA personnel in the Mexican Fruit Fly Program to establish the effectiveness of utilizing this product in the control/eradication of Mexican Fruit Flies in the Rio Grande Valley in Texas. The Mexican fruit fly (Mexfly), Anastrepha ludens (Loew), is native to central Mexico and is a major pest of agriculture throughout many parts of the Western Hemisphere. Commercial and homegrown produce attacked by the pest is unfit to eat because the larvae tunnel through the fleshy part of the fruit, damaging it and subjecting it to decay from bacteria and fungi. Adult Mexflies are long lived (up to 11 months), highly fertile, strong fliers, and highly mobile (UFL, 2012). Because of its wide host range (over 40 species of fruits including varieties of citrus) and its potential for damage, a permanent infestation of Mexfly would be disastrous to agricultural production in the United States. In the past, eradication programs have been implemented successfully to prevent the pest from becoming established on the U.S. mainland.
Application of the organic insecticide, Spinosad, in core areas as a ground-based eradication treatment to Mexfly host plants in a 500-meter radius around the affected properties has been an effective means as part of the protocol for eradication of Mexican Fruit Flies in the Rio Grande Valley in Texas.
2.2 BACKGROUND: Spinosad (GF-120® NF Naturalyte® Fruit Fly Bait) is an organic insecticide used for spraying Mexican Fruit Flies in commercial groves and dooryards by the Mexican Fruit Fly Program in Texas. Annual quantities needed depend on the declaration of quarantines in the area determined by the number of wild flies trapped in various locations throughout the Rio Grande Valley. There is a need by the Mexican Fruit Fly Program to be able to obtain large quantities of this insecticide quickly once a quarantine has been declared.
2.3 PRODUCT NEEDED: Spinosad 0.02% Solution (GF120® NF Naturalyte® Fruit Fly Bait) manufactured by Dow AgroSciences. The product shall not be expired. Product must be fresh and no closer than 6 months to expiration upon delivery.
