1. TYPE CONTRACT:
A Firm Fixed Price (FFP) contract vehicle will be used for the purpose of purchasing three (3) Can Am UTV’s as described in the scope of work. These are for USDA APHIS WS. Springfield. IL
2. Scope of Work:
Description of Contract Action:
Contract action is to purchase one (1) 2022 Can-Am Defender PRO HD10 DPS 4X4 Utility Vehicle, one (1) 2022 Can-Am Defender HD10 DPS 4X4 Utility Vehicle; and one
(1) 2022 Cam-Am Defender HD10 DPS 6X6 Utility Vehicle.
The Can-Am Defender is a Crossover Utility Vehicle (XUV) that will aid Illinois WS in wildlife damage management projects throughout the state. The XUV will be used in extreme weather conditions including extreme cold, deep snow, ice, and rain with frequent starts/stops and on/off. Based on these operating conditions and the fact that we have 3 unites of similar type that we need to move equipment back and forth from the existing machines to the new machines we require:
1 each Defender Pro HD10DPS 4X4 1 Each Defender HD10DPS 4X4 1 each 6X6 HD10DPS Accessories as detailed below.
1) One (1) Defender Pro HD10 DPS 4X4 with a gasoline engine that has a minimum of 82 horse power HD10 engine and a minimum of 13 inches of ground clearance, and all-wheel drive capability. The XUV will need a bench seat that can accommodate 3 employees with an adjustable driver’s seat to accommodate staff of all heights. The XUV will carry/tow large amounts of equipment as well as wildlife removed during disease/damage management operations, therefore we require a minimum bed size of 72x54.5x10 inches and a minimum bed payload of 1,000 pounds. The overall XUV payload needs to be a minimum of 1,700 pounds. Due to size limitations of the trailers used to haul the XUV to the field site, we require that the overall length of the vehicle be < 155 inches. When conducting wildlife damage management activities staff are often standing in the bed using equipment while the XUV is moving at low speeds, and sudden starts/stops can cause injury to staff. To reduce the chance of this type of injury, we require a non-hydrostatic transmission on the XUV. The XUV will be used in remote, hard to access environments, so a 4500lb winch with capability of use from both the front and rear of the machine is required to reduce the chance of being stranded while conducting wildlife damage management operations. We also require all of the necessary wiring and cables be provided to run the winch. We need a front storage rack as well as front, underbelly, and rear undercarriage skid plates. We require a front and rear bumper to reduce damage to the XUV while conducting work in brushy, wooded areas. We also need a pre-filter kit and a relocation kit for CVT air system. The XUV must include original wheels and tires, but also must be equipped with Apache 360 LT Track System, 12639522Q0051 Solicitation for CAN AMS for USDA APHIS Wildlife Services Springfield, IL 4 of 43 track mounting kit, and track DPS module as well as any other necessary options to run tracks. We require that the color of the machine be a drab color (no bright colors: Mossy Oak Break-Up Camo). Please see the attachments for a list of specifications.
2) One (1) Defender HD10 DPS 4X4 with a gasoline engine that has a minimum of 82 horse power HD10 engine and a minimum of 13 inches of ground clearance, and all-wheel drive capability. The XUV will need a bench seat that can accommodate 3 employees with an adjustable driver’s seat to accommodate staff of all heights. The XUV will carry/tow large amounts of equipment as well as wildlife removed during disease/damage management operations, therefore we require a minimum bed size of 38X54.5x12 inches and a minimum bed payload of 1,000 pounds. The overall XUV payload needs to be a minimum of 1,500 pounds. Due to size limitations of the trailers used to haul the XUV to the field site, we require that the overall length of the vehicle be <121 inches. When conducting wildlife damage management activities staff are often standing in the bed using equipment while the XUV is moving at low speeds, and sudden starts/stops can cause injury to staff. To reduce the chance of this type of injury, we require a non-hydrostatic transmission on the XUV. The XUV will be used in remote, hard to access environments, so a 4500lb winch with capability of
