About this file
This is a justification memorandum from the City of Philadelphia Department of Streets regarding the procurement of Avery Ink and Sheeting products. The memorandum, dated August 6, 2026, is addressed to Ronald Hovey, Procurement Commissioner, from Nick Kulp, Assistant Chief Traffic Engineer. The City's Traffic Unit operates TrafficJet printers that are used to produce all of Philadelphia's traffic signage. The specific consumables required for these printers—both sheeting and ink—must be Avery brand products, as the use of any alternative consumables will damage the equipment and void the manufacturer's warranty. The items are not currently maintained on an existing contract with the City.
The corresponding re-bid procurement opportunity for Avery Dennison TrafficJet Xpress Inks and Sheeting will be awarded as a whole or by line item to the lowest responsive and responsible bidder. All sellers must quote all line items to be considered eligible for award. The contract opportunity is located in Pennsylvania and represents a small order purchase. No specific pricing, quantities, response dates, or award timelines are detailed in the justification memorandum provided.
