Scope of Work & Specifications
Elevator Repair Building# 23 - Thrun Hall Barracks
Located at U.S. Coast Guard Base Elizabeth City, N.C.
April 2020

1) SCOPE: The Contractor shall provide all supervision, labor, transportation, equipment, parts, tools, and materials necessary to repair an elevator at the following location:
· Building# 23 – Thrun Hall Barracks
2) GOVERNMENT FACILITIES AND UTILITIES:
a) Electrical power and water are available within close proximity. The Contractor will be permitted to utilize these utilities in performing the work, provided that the existing systems are not overloaded.
b) Telephone services will not be available for use by the contractor.
c) Building restroom facilities are available for use.
3) MATERIALS AND LOCATIONS:
a) The Contractor will furnish all materials, equipment, instruments, tools, safety lines and harnesses, and other items necessary for accomplishment of these services.
b) Materials shall be delivered to the jobsite in their original unopened packages, clearly marked with the manufacturer’s name, brand name, and description of contents. Storage shall be in accordance with manufacturer’s recommendations in a clean, dry, well-ventilated area. Stored materials shall be protected from sunlight, and kept away from excessive heat. Insulation board shall not be exposed to flame or other ignition sources. The contractor shall not store any highly flammable materials in the work area and in the building. Sufficient area for staging is available on site; storage areas will be pre-approved by the Contracting Officers Representative (COR). Special precautions shall be taken to ensure construction materials and debris does not enter the airfield, runways, taxiways, or waterways.
c) The Contractor is required to comply with local VOC laws and regulations including those listed in the BASE Synthetic Minor Air Permit. All applicable Safety Data Sheets shall be available upon request. The Contractor is required to comply with all Federal, State, local, laws and regulations All chemicals used shall be pre-approved by the Environmental Compliance office prior to bringing them on Base.
4) SCHEDULE OF WORK: The Contractor shall perform all work during normal base work hours. The base normal working hours are 8:00 am to 4:30 pm, Monday through Friday, but the contractor is not limited to these hours. If the contractor is going to work outside normal working hours, permission must be obtained from the Contracting Officers Representative (COR).
5) EXISTING CONDITIONS: The contractor is expected to satisfy himself as to the existing conditions and the work to be performed. The contractor shall verify all dimensions and equipment data prior to ordering materials and commencement of work. Any site visit will be arranged by the Contracting Officers Representative (COR). The Contractor shall wear the appropriate personal protective equipment (PPE) when visiting the site in accordance with OSHA, State, and Federal regulations.
6) LIABILITY OF CONTRACTOR: Any damage to government property caused by the contractor shall be repaired or replaced by the contractor at no cost to the government. The contractor shall not disconnect any service without approval from the Contracting Officers Representative (COR).
7) INSPECTION AND ACCEPTANCE: The Contracting Officers Representative (COR) will accomplish inspection and acceptance of the work.
8) LABOR LAWS: The Contractor shall perform all work IAW all Federal, EPA, OSHA, and State of North Carolina laws and regulations.
9) SAFETY: The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property, and avoids work interruptions. To accomplish this end, the Contractor shall provide appropriate safety barricades, signs, signal lights, etc. as well as complying with and abiding by all federal safety regulations as published by the Occupational Health and Safety Administration, 29 CFR 1910 (series), 29 CFR 1926 (series), State and Local safety laws, rules and regulations. Any operation defined as “Hot Work” as per OSHA/NFPA requires a permit to be issued by Base Elizabeth City Fire Department by contacting 252-335-6257. This includes welding, cutting, brazing, grinding or any work that could produce sparks or heat and may initiate a fire.
10) FIRE: The Contractor shall protect all Fire Alarm devices & Sprinkler Heads in close proximity to work being completed by a safe means. This means by the manufactured cover of the device or other NFPA allowed cover to it. All coverings MUST be removed at the completion of the work each day to allow the fire alarm or sprinkler heads to activate as designed. The elevator must conform to the Fire Fighters Emergency Operations requirements of ASME A17.1/CSA B44, Safety Code for Elevators and Escalator, once work has been completed.
11) ENVIRONMENTAL COMPLIANCE: Contractor shall ensure no sanitary sewer discharges exhibit contaminates contrary to BASE Elizabeth City Non-Significant User (Wastewater) Permit. Any flushes, backwashes and or slug loads shall be scheduled and reported to BASE Environmental Compliance Office (ECO) Wastewater Permit Manager at least two weeks in advance. Wastewater associated with any maintenance or repair shall be quantified in maintenance schedule. Any waste as a result of the project shall either be recycled IAW CIM 16455.10 and the BASE Pollution Prevention Plan or be disposed of IAW the Resource Conservation and Recovery Act. Any Hazardous Waste shall be manifested off site with Base listed as the Generator and signatory. Any hazardous waste shall be analyzed, characterized, stored and disposed of IAW the Resource Conservation and Recovery Act (RCRA) and all applicable federal, state (i.e. DOT) and local laws and ordinances. All work will be performed IAW the BASE Spill Prevention Control and Countermeasures Plan, Clean Water Act (CWA) 40 CFR 112 and the BASE Stormwater Pollution Prevention Plan (SWPPP). All chemicals/products required for this project shall be preapproved by the Base ECO Wastewater Permit Manager in Building 62. All waste removed from equipment including spill materials shall be the contractor responsibility for proper disposal and are not to be placed in any receptacle on site. Hazardous Materials used for repair/replacement of component are to be brought on site on the day of usage and not stored. Safety Data Sheets (SDS) shall be provided to both the BASE ECO and Safety offices and proper storage shall be provided IAW 29 CFR 1910.1200 and all shall be accompanied with Technical Data sheets. All installation related solid waste shall be removed from the BASE after each working day. All Wastewater activation flushes of systems shall be captured and disposed of IAW City of Elizabeth City Sewer Use Ordinance and USCG BASE Industrial User Wastewater Permit. All extra chemicals/products shall be removed from the site upon work completion, as the Emergency Planning and Community Right-To-Know Act requires. Coast Guard maintains an inventory of all Hazardous Materials located at the site. A laydown area as required and an Erosion and Sediment Control Plan, shall be preapproved by BASE ECO IAW the SWPPP. Laydown areas will be approved on a case-by-case basis by the Contracting Officers Representative and Base Environmental Compliance Office on non-vegetative areas only, if available. Any damage to vegetated areas shall be repaired and reseeded by the Contractor. Nothing shall be discharged to a storm drain at any time during the project. All storm drains within range of a potential discharge shall be covered/sealed during installation and kept covered until the work has been completed and the system has been deemed fully operational and compliant with all applicable CG policies/plans/permits/laws/ordinances. All storm drains and waterways within range of a potential discharge shall be covered/sealed or protected by silt fence. All spills shall be reported to BASE ECO (Chris Dunn) at (252)267-9789 after containing and dialing (252)335-6257 for Base Spill Response.
12) SITE RESTORATION & CLEAN UP: The work site shall be cleaned up at the completion of each workday. Upon completion of the job, the Contractor shall clean up the job site, returning it to a state of cleanliness equal to or exceeding that in which it was found. The Contractor shall properly dispose of any trash, extra materials, dirt, debris, or other litter that remains. There will be no final acceptance of the contract until the Contracting Officers Representative (COR) approves the appearance of the job site.
13) GOVERNMENT FACILITIES AND REGULATIONS: The Contractor, their employees, and any sub-contractors shall become familiar with and obey all Base/ Unit regulations. All personnel employed on the project shall keep within the limits of the work area, and shall not enter any other area outside of the work site unless to do so in the performance of their duties. There shall be No Smoking in any Coast Guard Building. All smoking must be done in the designated smoking area.
14) CONTRACT TIMELINE: The Contractor shall provide all required information and complete this contract within this time schedule, unless approved by the Contracting Officer.
a) Provide all required submittals to the Contracting Officer within 14 calendar days after contract award.
b) The U.S. Coast Guard will have 7 calendar days to review the submittals and respond to Contractor.
c) Contractor shall provide projected delivery schedule during proposal and provide a firm delivery date within 14 calendar days after the contract has been awarded.
d) The Contractor, upon receiving notification that the U.S. Coast Guard has approved the submittals and having received the Contractors firm delivery date schedule, will have 14 Calendar days to begin work on the project. The Contractor shall notify the Contracting Officer of any long lead time delivery of equipment, so that the Contracting Officer can modify the delivery date of the contract.
15) SUBMITTALS:
a. Once awarded, the following list of submittals required for approval defines the specific minimum requirements for this contract. The submittal shall contain sufficient information that can be used to determine compliance of the material with these specifications and referenced specifications.
i. Detailed work schedule
16) TECHNICAL REQUIREMENTS:
General: The Contractor shall provide all supervision, labor, transportation, equipment, parts, tools, and materials to repair an elevator IAW specification provided. Attachments have been provided including map location, floor plan and photos.
BACKGROUND: Building# 23 Thrun Hall barracks was constructed in 2012. The building contains one (1) elevator and three (3) floors. The elevator is an inverted, telescopic type using a hydraulic system. The elevator is a necessity for staff members to accommodate the students living in the barracks. The staff currently has to carry furniture and appliances up the stairwell to the second and third floors. The current method of moving such items is a safety concern.

Year: 2012
a) The Contractor shall be within a sixty (60) mile radius from Base Elizabeth City. A quick turnaround is a necessity to alleviate/address the current safety concern.
b) The Contractor shall repair the elevator, which is currently “Out of Service” and tripping a 100-amp service breaker.
c) The Contractor shall VERIFY that the existing submersible hydraulic pump and motor assembly are the root cause for the 100-amp service breaker to trip.
d) The submersible hydraulic pump and motor assembly sits inside the power unit/hydraulic tank located in the mechanical room. The Contractor shall disconnect motor wiring, hydraulic piping, hardware, etc. to remove the submersible hydraulic pump and motor assembly.
e) The Contractor shall provide and install a new submersible hydraulic pump and motor assembly. The Contractor shall reconnect all wiring, hydraulic piping, hardware, etc. after installation.
f) The Contractor shall provide all new hydraulic oil and fill the power unit/hydraulic tank once repairs are completed.
g) The Contractor shall dispose of all used oil and absorbent materials utilized IAW Section 11 (Environmental Compliance).
h) The Contractor shall conduct all necessary testing to return the elevator back to normal operating status after repairs are completed.
i) The Contractor shall ensure no leaks exist as related to the pump or tank after repairs are complete.
j) Conditions Found Report: The Contractor shall provide a detailed (Conditions Found Report) for what repairs are necessary after replacing the submersible hydraulic pump and motor assembly. The report shall include any additional repairs, which will allow the elevator to work at optimal performance. The detailed report shall itemize each repair accordingly, indicate anticipated timeline to receive required parts, execute repairs, and cost associated with repairs. All additional repairs will be a modification to the contract, and at the discretion of the Contracting Officer. The Coast Guard reserves the right to complete any or all repairs outlined in the Conditions Found Report using in-house (Facilities Engineering Department) personnel.
k) The Contractor shall provide one (1) year of warranty on materials used after repairs have been completed.
l) All work performed by the Contractor shall conform to all current local building codes and ordinances, and to the portions of the current National Electrical Code and to the American Standard Safety Code for Elevators and Escalators, ANSI Standard A1 7.1 and A1 7.2.
m) It is HIGHLY recommended that the Contractor make a site visit to properly evaluate the elevator and to verify all aspects of the submersible hydraulic pump and motor assembly.
n) The Contractor shall schedule all work with the Contracting Officers Representative (COR).
o) Warning Signs and Tape: Warning signs and tape printed in English shall be provided at the entrance to the elevator on each floor. Warning Signs will display the following or something similar for safety reasons:
17) EXECUTION: Installation, workmanship, fabrication, assembly, erection, examination, inspection and testing shall be in accordance with appropriate sections of 29 CFR 1910, 1926.
