About this file
This document is a Justification and Approval for Other Than Full and Open Competition for a firm fixed-price service contract to measure, refurbish, and modify large vertical hydro generator bearings for the Central California Area Office (CCAO) of the Department of the Interior Bureau of Reclamation.
The requirement is for the inspection and repair of 12 spare thrust bearing shoes, 1 turbine guide bearing, and 18 upper guide bearings. The contract is estimated to be valued at an undisclosed amount. Kingsbury, Inc. is the only qualified contractor that can meet the unique requirements, as the high-pressure lubrication system and thrust shoes are proprietary to them. Market research and efforts to maximize competition were conducted, but no other vendors were found capable of meeting the requirement. The contracting office will evaluate the proposed price for fair and reasonableness. The contract was awarded to an unknown vendor on 2024-03-29 under Solicitation Number 140R2024Q0026.

5. Demonstration of Contractor’s Unique Qualifications (FAR 6.303-2(b)(5)).
Kingsbury is the creator and owner of the Intellectual Property of this design. The design is the thrust bearing lubrication port. Originally, the Folsom Powerplant generators had different lubrication ports, and Kingsbury created a new design that helped increase the wear and better distribution for the lubrication port. The high pressure oil lubrication port is proprietary to Kingsbury and they are the only reasonably responsible contractor that can meet manufacturing tolerances and quality required.
6. Description of efforts made to maximize competition (FAR 6.303-2(b)(6)).
An intent to sole source notice was posted on SAM.gov on 12/01/2023 and received one response from one vendor when it closed on 12/14/2023. The posting detailed technical specifications of the requirement. The notice stated firms provide evidence demonstrating ability to meet the stated requirement. The one response received did not meet the stated requirement.
states the firm was involved in recent bearing projects but does not provide evidence in the letter or resume that the firm has experience inspecting, manufacturing, designing, or repairing hydro bearings or any bearings. Firms responding to the intent to sole source were instructed that they “must provide evidence in sufficient detail to demonstrate the respondent’s ability to meet the stated requirement,” however, 140R2024Q0026 Page 3 of 4 eFile - B02
