About this file
This is a Sole Source Justification document for a contract modification issued by the Department of the Navy's Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF).
The justification approves restricting competition for out-of-scope growth work on contract N4523A26C1004 to Motive Power Marine (401 E Alexander Ave, Tacoma, Washington) via contract modification under FAR 12.102(b). The modification covers emergent repair work for the Beluga barge, specifically seven additional base metal repairs, investigation of failed paint in tanks, load line repairs, tank access cover bolt replacement, and renewal of the topcoat on the underwater body. These repairs are required to obtain American Bureau of Shipbuilding (ABS) 5-year certification, which was not reasonably foreseen during the original solicitation. The work is classified under NAICS code 336611 (Ship Building and Repairing) and PSC J019 (Maintenance/Repair/Rebuild of Equipment: Ships, Small Craft, Pontoons, and Floating Docks). The current contract period runs from April 1, 2026 to May 21, 2026, with an anticipated extended completion date of June 10, 2026. Funding is provided through FY 2026 Operation and Maintenance (OMN) appropriations. The sole source justification is based on unusual and compelling urgency under 41 U.S.C. 3304(a)(2), as the vessel requires ABS certification before it can be moved from the contractor facility, and only Motive Power Marine in the Puget Sound region possesses the capability to dock a barge of the specified dimensions (240 feet long, 61 feet 8 inches wide, with 14+ freeboard and 3.5-foot draft). No market research was conducted or alternative sources solicited due to the time-sensitive certification deadline required to maintain the vessel in the transfer program and support the fall river run.

to identify any repairs required to obtain a new 5-year certification. Multiple ABS inspection for repair and inspection of all tanks, hull, and skegs were conducted from 3/25/26 through 4/10/26. This caused a delay in waiting for the ABS findings of required repairs for certification. ABS identified seven additional base metal repairs, investigation of failed paint in the tanks, load line repairs, tank access cover bolt replacement, and the renewed topcoat of the underwater body must be completed, or the vessel will not receive its renewed certification.
