About this file

This is a Justification and Approval document for Other Than Full and Open Competition (JTFOC) for a sole source procurement action.

The Bureau of Reclamation, Interior Region 10 – California Great Basin, is issuing a Firm-Fixed Price purchase order to CB Pacific, the authorized reseller for GE Vernova, for renewal of GlobalCare software support services. The procurement covers support for 66 separate licenses of iFIX Plus SCADA, iClient, and Historian software required to operate the Supervisory Control and Data Acquisition (SCADA) system at the Central Valley Operations Office (CVOO). The period of performance runs from April 1, 2026 through March 31, 2027. The total dollar value is redacted in the document. The statutory authority cited is 41 U.S.C. 1901 under FAR 13.501, permitting sole source procurement using Simplified Acquisition Procedures for only one responsible source above the Simplified Acquisition Threshold but at or below $9 million.

The justification establishes that GE Vernova is the sole developer and licensor of the GlobalCare software, and CB Pacific is the only authorized distributor assigned to provide services to the Bureau of Reclamation. Competition cannot be maximized because switching vendors would require complete system reprogramming, prevent access to security updates, and violate FISMA and NERC-CIP compliance obligations. Market research was conducted via email confirmation from CB Pacific and GE Vernova representatives on February 26, 2026. Fair and reasonable pricing will be determined by the Contracting Officer using market research, comparison with previous purchase prices, and comparison with similar items in related industries. The document was prepared and signed by the Contracting Officer on March 18, 2026.

Updated IAW Revolutionary FAR Overhaul 6 and DOI-AAAP-F006 In accordance with Revolutionary FAR Overhaul 6.103 or FAR 13.501(a), the proposed contractual action is pursuant to the statutory authority identified in paragraph 4. This template is required for actions over the Simplified Acquisition Threshold (unless the procurement is acquired as a limited source IAW FAR 8.405-6 or is an Exception to Fair Opportunity IAW FAR 16.505(b)(2)).

1. Agency and Contracting Activity (FAR 6.104-1(a)(1)).

Bureau of Reclamation Interior Region 10 - California Great Basin Acquisition Services 2800 Cottage Way, Room E-1815 Sacramento, CA 95825

2. Nature/Description of Action (FAR 6.104-1(a)(2)).

This is a sole source procurement action to GE Vernova’s authorized reseller, CB Pacific, for renewal of GlobalCare software support service for the Bureau of Reclamations (BOR) Supervisory Control and Data Acquisition (SCADA) system. The products included in this requirement are iFIX Plus SCADA, iClient and Historian. This request will result in the issuance of a new Firm-Fixed Price purchase order. Fiscal year 2026 funds will be utilized.

3. Description of Supplies/Services (FAR 6.104-1(a)(3)).

Central Valley Operations Office (CVOO) requires support for 66 separate licenses. The software included in this contract was developed by GE Vernova and sold by CB Pacific, whose parent company is GE Vernova. The software is necessary to support the SCADA system at CVOO. Authority FAR Coverage Application ☒ 41 U.S.C. 1901 FAR 13.501 Only one responsible source using Simplified

Acquisition Procedures (above SAT but at or below $9M)

☐ 41 U.S.C. 1903 FAR 13.501 Special emergency procurement authority

☐ 41 U.S.C. 3304(a)(1) FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements

☐ 41 U.S.C. 3304(a)(1) FAR 6.103-1(d) Application for brand-name descriptions

☐ 41 U.S.C. 3304(a)(2) FAR 6.103-2 Unusual and compelling urgency

☐ 41 U.S.C. 3304(a)(3) FAR 6.103-3 Industrial mobilization; engineering, developmental or research capability; or expert services

☐ 41 U.S.C. 3304(a)(4) FAR 6.103-4 International Agreement ☐ 41 U.S.C. 3304(a)(5) FAR 6.103-5 Authorized or required by statute ☐ 41 U.S.C. 3304(a)(6) FAR 6.103-6 National Security ☐ 41 U.S.C. 3304(a)(7) FAR 6.103-7 Public Interest

5. Demonstration of Contractor’s Unique Qualifications (FAR 6.104-1(a)(5)).

GE Vernova is the sole developer, licensor, and support service provider for GlobalCare software. Due to the proprietary nature of the software, vendors other than an authorized reseller would not be able to support the software. Additionally, only authorized distributors may sell and provide support services for GE Vernova’s products. CB Pacific is the only authorized distributor/ seller that is assigned to sell the software and provide service for the software to BOR.

6. Description of efforts made to maximize competition (FAR 6.104-1(a)(6)).

There are no efforts that could have been made to maximize competition because awarding to another vendor would require CVOO to do a full reprogramming of the system infrastructure, which would leave BOR not being able to access security updates for the current deployed software. This would put the Bureau of Reclamation in violation of the Federal Information Security Management Act (FISMA) and the North American Electric Reliability Corporation Critical Infrastructure Protection (NERC-CIP) compliance obligations.

7. Determination of Fair and Reasonable Cost (FAR 6.104-1(a)(7)).

The amount of the resulting purchase order action will be determined fair and reasonable by the Contracting Officer based on the techniques set forth in FAR 13.106-3(a)(2)(i) market research, (ii) a comparison of the proposed price with prices found reasonable on the previous purchase, and (iv) a comparison with similar items in a related industry.
