Scope of Work Project Number – 552-22-101, Renovate B-143
Provide complete design services, including all necessary schematics, design development, cost estimates, construction drawings and specifications, quality assurance/quality control (QA/QC), critical path method (CPM) schedule, and construction period services (CPS) to renovate
Building 143, located on the Veterans Affairs Medical Center, located at 4100 West Third
Street, Dayton, OH 45428.
The A&E shall become familiar with the conditions of Building 143 architectural, mechanical, utility, and electrical systems. The Dayton VA 2012 Facility Condition Assessment shall be provided, and the design should address items listed as deficiencies.
Complete design services will be provided to renovate areas on the second floor, to measure approximately 4186 SF. Other supporting areas of the building may also require design work.
The project will construct primarily offices, administrative space, review critical infrastructure items, address observed structural deficiencies, and update systems deemed necessary for the building areas to become active and functional.
The project will include, but is not limited to, demolition, architectural feature restoration, code compliant electrical distribution, plumbing, lighting improvements, physical security devices, fire alarm and detection devices, and modern communication systems.
Analyze existing HVAC systems and make recommendations for needed up-grades.
Design for updated finishes to support usage, acoustics, and design intent.
The Design will be completed with appropriate phases necessary to maintain partial occupancy of the building during construction as necessary.
ADA access and egress systems to the building will be evaluated, currently the lower level has ramp access however the second floor does not. The second floor will need to become accessible and with some associated HC parking. Evaluate the stairwell serving the second level for code and egress requirements to include doors, door hardware, stoops, railing and capacity.
Consider the need and feasibility of adding an elevator to the building to improve access and pedestrian circulation. This may be necessary to make the second level HC accessible.
Restrooms at the second level should be made HC accessible.

3D renderings of interior building features are desired and may be software generated.
Some of the specific deficiencies/ focus areas that need to be addressed / investigated during design development/ schematics phase:
(list is not all-inclusive)

2.Provide an elevator system to serve the basement, ground level, and second levels.
3. Provide improved LED lighting, electrical and mechanical systems at the renovated 2nd level office area and water distribution as it pertains to upgraded restrooms.
4. Review and analyze building circulation, egress system and ADA accessibility, parking and make recommendations.
5.Improve telecommunications connections to the building for a more reliable telephone and internet service. Provide and design for ceiling a wireless modem system (Wi-Fi)
6. HVAC efficiency and comfort; Perform a system review and inspection and make recommendations as part of the design development process. Evaluate existing heating, cooling, air distribution systems, including required ventilation, per VA design criteria and building material storage requirements. Review existing RTU units for any potential repairs/replacements and any split units...
7.Evaluate previous structural repairs/modifications made to the building for possible correction. (bracing cut at OH doors) Evaluate for possible moisture infiltration mainly at the basement level (potential impact on foundation system) also inspect other foundation areas for potential problems or needed repairs. (i.e. loading docks)
8. Building aesthetics and architectural historic preservation. (predominately as related to any necessary exterior work)
9. Plan and design for upgraded and HC accessible restrooms at the second floor area.
10.In addition to the listed focus areas the design shall be designed for LEED Silver compliance and will be commissioned upon completion.

11.The A/E shall formulate a plan to abate or mitigate any hazardous materials encountered during demolition or construction. A design level asbestos survey shall be completed, and the
A/E is to provide oversight of the same and the decision between abatement and mitigation will rest with the Contracting Officer. The A&E will provide IH monitoring services during abatement.
12. Design for the replacement of the building’s roof hatch.
13. Review for possible dock concrete repairs, spalling and cracking.
All schematics, design development, construction drawings and specifications documents shall be developed in accordance with the following listed Department of Veterans Affairs.

The A&E contractor is expected to be familiar with all referenced design guides. The items referenced are reiterated from the design guides to place special emphasis upon them. In some cases, there are slight modifications from the design guides relevant to the particular project or the internal processes at the Dayton VAMC. The A&E is required to meet with the contracting officer (CO) and/or contracting officer’s representative (COR) to discuss and clarify all expectations of the A&E contractor before any work is begun on the design. This meeting can be in conjunction with other relevant requirements and does not need to be a standalone meeting. The A&E contractor shall provide submissions in strict accordance with Program
Guide 18-15. Volume C (PG-18-15) and shall provide submissions for schematics (35%), design development (75%), and construction documents (100%), for Government review. A quality assurance/quality control (QA/QC) and critical path method phasing (CPM) is required.
Accuracy of Planning Information: The A/E shall meet with the using service and the CO and/or COR before any work is begun on the design. The A/E shall visit the project site to investigate the information shown on the Government furnished drawings, record (as-built) drawings and other planning documents which are part of this contract.
This information is the best available, but the Government does not guarantee its accuracy or completeness. The A/E's investigation of field conditions shall be performed in a competent professional manner in accordance with the Architectural Design Manual PG18-10.
The A&E Contractor shall meet with Veterans Affair personnel after each of the design submissions to address the needs of the using service, interim life safety measures, phasing of the work, constructability issues to minimize the effect on normal Medical Center operations and / or seasonal work, training of Government personnel, and interior design considerations.
The Government shall have 14 business days to review each submission. In each submission the
A/E shall resubmit the materials specified in the prior submission, revised according to the comments made by the VA resulting from the prior review(s).
The A&E Contractor shall perform all necessary quality control and design review to identify and correct all design errors and omissions and shall not rely on Government review for such purposes. The Contractor shall provide a detailed description of its quality control plan for ensuring documents have been thoroughly reviewed for proper design coordination, errors, omission identification and corrections. Any errors or discrepancies identified in the design
5 | P a g e documents and specifications by the Government shall be corrected prior to the next stage of design documents submittal. The A&E Contractor shall ensure that the design documents submittal is free from all errors and omissions prior to submission to the Government.
