Statement of Work for Installation of Standing-seam Metal Roof for New Education Pavilion
Sandy Point National Wildlife Refuge Frederiksted, St Croix, USVI

The U.S. Fish and Wildlife Service, Sandy Point National Wildlife Refuge is requesting proposals for the installation of an aluminum standing seam roof and associated gutter / downspout system for the newly constructed Education Pavilion adjacent to the refuge office and entrance visitor parking roof of the refuge office building.
BACKGROUND
One of the most important public education efforts conducted by the refuge are two programs that bring visitor groups to the refuge to observe adult nesting sea turtles at night and hatchling sea turtles emerging from nests in the evening. Both visitor groups consist of children from school and community groups and adults. The groups meet at the refuge entrance parking lot. The new pavilion will provide a sheltered area for groups to meet and for the program staff to begin the program process, especially discussing safety, rules, etc. The pavilion provides shelter and a safe place to begin the education programs.

GENERAL INFORMATION
Location of Project:
Sandy Point National Wildlife Refuge, Plot #359 Estate Whim, Frederiksted, St. Croix, USVI. The education pavilion structure is located at the main visitor entrance of Sandy Point NWR, adjacent to the visitor parking lot.
Purpose of this Request for Proposal (RFP):
Request a cost quote to provide all materials and installation of an aluminum standing‐seam roof for the new education pavilion. The installation of an aluminum standing seam roof and associated gutter / downspout system will match the existing roof system of the refuge office / visitor contact station to provide architectural continuity and duplicate the color, design, and engineering specifications of the existing roof of the refuge office building.
Basis of Award & RFP Contents:
This RFP shall be a procurement from a qualified vendor. The vendor shall provide an adequate level of detail regarding materials, supplies, design and engineering specifications to enable the Reviewing Official(s) to make the best selection decision in the Government’s interest.
General Notes:
1. The contractor shall supply all design, labor, tools, and expertise to perform all work required to complete the work in conformance with the Contract Documents and this Statement of Work.
2. Contractor shall coordinate with the wildlife refuge manager in advance concerning the temporary storage of material and equipment in the refuge.
3. Contractor shall comply with all Federal and local labor, safety and other laws applicable to performance of the work under the contract and this Statement of Work.
4. Working hours and days will be coordinated with the wildlife refuge manager.
5. Contractor is responsible for securing all required permits, licenses, authorizations, or other permissions to perform the Work of the Contract and this Statement of Work, and contractor shall pay all applicable Federal, state, local and/or municipal fees and taxes for the project.
Description of work:
1.0 The existing 20‐ft x 30‐ft hip‐style roof (including 2x4‐in purlins) of the pavilion is ready for installation of the metal standing‐seam roof and gutter components. Color of the metal roof material will match the color of the existing refuge office building. All engineering, design, fastening system, and layout / cuts of the 0.032‐in aluminum standing‐seam roof panels will be the same as used previously on the existing refuge office building.
1.1 The work will be performed as follows:
1.1.1 Supply and install 1 ½‐in rigid insulation ((ISO board) between purlins.
1.1.2 Supply and install standing‐seam roof panels in the following manner:
1.1.2.1 Panels and flashing to be fabricated from 0.032‐
in solid aluminum.
1.1.2.2 All panels will be single, continuous from ridge
to eave or hip.
1.1.2.3 Drip edge to be installed at all eaves.
1.1.2.4 Panels to be folded and hooked on drip edge.
1.1.2.5 Panels to be secured using hidden clips.
1.1.2.6 Paint finish to be Kynar 500, matching existing
office building roof color.
1.1.3 Install 6‐in white K‐style aluminum seamless gutter to all eaves.
1.1.3.1 ODE hidden hangers to be spaced 24‐in on‐
center.
1.1.3.2 Supply and install new Schedule 40 3‐in PVC
pipe with cleanouts to all cistern feeds.
1.1.3.3 Wind clips to be installed approximately 15‐in
on‐center or approximately 15‐in from nearest fixed point.
1.1.3.4 Install aluminum leaders to direct water to
ground.
PERIOD OF PERFORMANCE
Period of performance will be for 60 days.
