TITLE: Forestry brush head for a 2012 Kamatsu PC360LC excavator; must include quick attach coupler, hydraulic kit, transportation to/from the Mingo NWR, installation, and operator orientation for the Mingo National Wildlife Refuge (NWR), Puxico, MO DESCRIPTION: Provide a forestry brush head for a 2012 Kamatsu PC360LC excavator; must include quick attach coupler, hydraulic kit, transportation of excavator to/from the Mingo NWR, installation, and operator orientation for the Mingo NWR, Puxico, MO. Specifications are attached.

LOCATION: Mingo NWR, Puxico, MO

INSTRUCTIONS TO QUOTERS:

The Government intends to issue a fixed-price contract as a result of this RFQ. The offeror shall submit one (1) copy of an itemized price proposal including supplies, labor hours, labor cost/hour, and transportation. The attached SF 1449 may be submitted as the price proposal. If using the SF 1449, Blocks 17a, 30a, 30b, 30c, and the DUNS number on page one (1) and Unit Price/Amount where applicable on pages two through three (2-3) must be completed. In addition, the vendor must review clauses 52.204-24 and 26 on pages six through eight (6-8) and respond appropriately (incomplete quotes will not be accepted). Offerors are advised to provide their best and final pricing, including any proposed discounts, upon initial submission. Email offers will be accepted and are preferred.

Award will be made from this solicitation to the company that submits a quote that conforms to the specifications, and who, based on the decision of the government, offers the best value, to include best value to vendor certifications to service Komatsu equipment, specifications of forestry head, distance from Refuge, delivery timeframe, warranty, and price. The government reserves the right to award a contract to any other than the lowest priced offer if, in its judgment, the technical superiority outweighs the cost difference.

The North American Industrial Classification System (NAICS) number for this requirement is 333120 Construction Machinery Manufacturing and the business size standard is 1250 employees. This requirement will be set aside for Small Business.

In order to be eligible for award, it is mandatory that the contractor complete registration in the System for Award Management (SAM) website (https://www.sam.gov) and that the contractor is listed in SAM as an active vendor. (Note: SAM is a FREE website and there is never a cost to complete registration.)

Note: Following receipt of an award, payment requests for all new awards must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). Following receipt of an award, the Contractor must use the IPP website to register, access, and use IPP for submitting requests for payment. The IPP website address is: https://www.ipp.gov (Note: IPP is a FREE website and there is never a cost to complete registration.)

All questions shall be submitted to darla_freyholtzballard@fws.gov. Please be advised that the government reserves the right to transmit those questions and answers of common interest to all competing schedule contractors.

Submit all proposals by 5:00 PM Eastern Time on January 28, 2022 as indicated on the RFQ via email darla_freyholtzballard@fws.gov. Late proposals will not be accepted.
