INSTRUCTIONS TO QUOTERS:

This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Simplified acquisition procedures will be used for the requirement per FAR 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The attached solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 effective March 10, 2021. The North American Industrial Classification System (NAICS) number for this requirement is 336612 Boat Building and the small business size standard is 1000 employees.

The government intends to issue a firm fixed price contract as a result of this solicitation to the company that submits a quote that conforms to the technical specifications, and who, based on the decision of the government, offers the best value to include the acceptance of trade items, distance from the user location, vendor ability to accommodate lightbar transfer from the trade to the new unit, the boat’s ability to function in heavily vegetated areas, the ability to withstand use in salt water environments, delivery timeframe, past performance, and price. The Government reserves the right to award a contract to any other than the lowest priced offer if, in its judgment, the technical superiority outweighs the cost difference.

The offeror shall submit one (1) copy of a completed quote. The attached SF 1449 may be submitted as the price proposal. If using the SF 1449, Blocks 17a, 30a, 30b, 30c, and the DUNS number on page one (1) and Unit Price/Amount where applicable on pages three through five (3-5) must be completed. In addition, the vendor must review clauses 52.204-24 and 26 on pages seven through ten (7-10) and respond appropriately (incomplete quotes will not be accepted). Offerors are advised to provide their best and final pricing, including any proposed discounts, upon initial submission. Email offers will be accepted and are preferred.

In order to be eligible for award, it is mandatory that the offeror complete registration in the System for Award Management (SAM) website (https://www.sam.gov) and that the offeror is listed in SAM as an active vendor. (Note: SAM is a FREE website and there is never a cost to complete registration.)

Note: Following receipt of an Award, payment requests for all new awards must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). Following receipt of an award, the awardee must use the IPP website to register, access, and use IPP for submitting requests for payment. The IPP website address is: https://www.ipp.gov (Note: IPP is a FREE website and there is never a cost to complete registration.)

All questions shall be submitted to darla_freyholtzballard@fws.gov. Please be advised that the government reserves the right to transmit those questions and answers of common interest to all competing contractors. Should any question or comment be received by the government after the prescribed timeframe, the Government reserves the right to respond per its discretion.

Quotes shall be submitted by 5:00 PM CT on June 4, 2021 via email to the POC listed above. Late or incomplete proposals will not be accepted.
