The USGS is aware of no other source that can provide the required functionality, and the estimated cost to replace RulesManager is approximately $195,000, which is far in excess of any hoped for savings from competition.

Intent to Award Notice – 140G0124Q0283
The US Geological Survey (USGS) has a requirement for a new 4-year contract for TRM
RULESMANAGER SOFTWARE Subscription and Support.
RulesManager SE™ for Maximo 7.6.x & up “Enterprise” software and its support is proprietary of Total
Resource Management (TRM).
The USGS has a significant IT investment in TRM Rules Manager, which has been deployed in support of the bureau Facilities Maintenance Management System, based on IBM Maximo software, for the past 15 years. Both Maximo and TRM Rules Manager are the DOI standards for Enterprise maintenance management software. Maximo is the mandated DOI standard maintenance management software solution and has been in use at USGS for the past 18 years. RulesManager is a custom add on product to Maximo used to extend Maximo’s base functionality to incorporate bureau unique technical requirements and business practices.
The total anticipated period of performance will be Date of Award – 09/01/2024.
The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Total Resource Management, unless it is contacted by any vendor who believes they have can provide a service that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Tricia Rampersad via email at trampersad@usgs.gov no later than 1:00 PM EDT, Tuesday, August 27, 2024, with an affirmative answer.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)
The following information is provided to demonstrate the proposed contractor’s unique qualifications:
The United States Geological Survey (USGS), Office of Management Services has need for TRM
RulesManager SE™ for Maximo 7.6.x & up “Enterprise” software subscription and support.
RulesManager has been used with Maximo from the beginning of its USGS deployment and the two products are very tightly integrated. RulesManager provides functionality necessary to implement the automated interface between FBMS and Maximo, develop and monitor the projects in the bureau deferred maintenance Five Year Plan to meet unique bureau business requirements. The functionality provided by
RulesManager could not be replicated in total by another product without significant reinvestment and disruption to current system operations and possible corruption to critical data. The estimated cost to replace
RulesManager functionality is approximately $195,000. Replacement costs are far in excess of any savings hoped to be achieved through competition of this effort. Vendor software technical support, security patches, and upgrades are proprietary and exclusive to TRM. TRM does not have any authorized resellers.
If Maximo were to fail, the USGS could not readily produce the Bureau Five Year Deferred Maintenance and Capital Improvement Plan, interface with FBMS, process and track Operations and Maintenance activities, in addition to other business-related functionality that would be lost.
