About this file

This is an Intent to Award Notice from the US Geological Survey (USGS) for a 5-year annual membership contract with the Hawai'i Conservation Alliance (HCA), University of Hawai'i, under solicitation number 140G0125Q0023. The notice indicates USGS's intention to award a sole-source contract to HCA for the period from date of award through December 31, 2025.

HCA is described as the only organization capable of providing the required collaboration services, representing 28 government, education, and non-profit organizations responsible for managing Hawaii's lands and waters. The USGS Pacific Islands Climate Adaptation Science Center (PI-CASC) has been a charter member since 2012. The notice invites other potential vendors to contact Contract Specialist Tricia Rampersad by 1:00 PM EST on December 6, 2024, if they believe they can provide the required services. The justification for the sole-source award is based on FAR 13.106-1(b)(1), as HCA is considered the only source reasonably available for coordinating natural resource research, monitoring, management, and conservation entities in Hawaii.

Intent to Award Notice – 140G0125Q0023

The US Geological Survey (USGS) has a requirement for a new 5-year contract for ANNUAL

MEMBERSHIP in the HAWAI’I CONSERVATION ALLIANCE.

The Hawai’i Conservation Alliance (HCA), University of Hawai’i is the only service provider for the collaboration of government, education, and non-profit organizations pertaining to the management of

Hawai’i’s lands and waters.

The HCA is a cooperative organization of conservation leaders representing twenty-eight government, education, and non-profit organizations. Collectively the organization is responsible for managing the biodiversity of Hawai’i’s lands and waters. HCA also coordinates member approved functions such as meetings for the purpose of planning resource management and conservation actions in Hawai’i.

The USGS Pacific Islands Climate Adaptation Science Center (PI-CASC) has been a charter member of the

HCA since 2012 and has benefitted greatly by having a seat at the table during discussions of conservation and resource management plans between an assemblage of scientists, regulators, landowners, cultural organizations, and other groups working on management and conservation of native biodiversity and wildlife habitat in Hawai’i.

USGS membership in HCA has resulted in a rich exchange of information whereby research needs and funding opportunities are articulated by some members and scientific results of USGS research are put to use. Meetings are typically attended by local agency leaders, allowing for effective discussions and innovative decisions that increase the transformation of USGS science to resource managers and program planners. Membership to this organization and a seat at the table plays a major role in accomplishing PI-

CASC’s mission to work with others to provide scientific understanding and technologies to support and implement sound management and conservation of our Nation’s natural and cultural resources occurring in

Hawai’i and other Pacific Island locations.

The total anticipated period of performance will be Date of Award – 12/31/2025.

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Hawai’i Conservation Alliance (HCA), University of Hawai’i., unless it is contacted by any vendor who believes they have can provide a service that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Tricia Rampersad via email at trampersad@usgs.gov no later than 1:00 PM

EST, Friday, December 6, 2024, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting

Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

The Hawai’i Conservation Alliance (HCA) is a cooperative organization of conservation leaders representing twenty-eight government, education, and non-profit organizations. Collectively the organization is responsible for managing the biodiversity of Hawai’i’s lands and waters. HCA also coordinates member approved functions such as meetings for the purpose of planning resource management and conservation actions in Hawai’i.

The HCA group includes other DOI agencies (e.g., Fish and Wildlife Service, National Park Service), plus other federal agencies working from the mountain tops (e.g., U.S. Forest Service, National Resources

Conservation Service) to the coasts and deep sea (e.g., National Oceanic and Atmospheric Administration).

Members also include numerous state agencies, educational institutions, and Non-Government mailto:trampersad@usgs.gov

Organizations. Collectively, the partner organizations of the HCA are responsible for managing the biodiversity of Hawai’i’s lands and waters. HCA is the single coordination organization for all-natural resource research, monitoring, management, and conservation entities in the State of Hawai’i. There is no other organization capable of providing these minimally required services.

The statutory authority for this sole source acquisition is in accordance with FAR 13.106-1(b)(1) – only one source reasonably available. USGS believes that Hawai’i Conservation Alliance, University of Hawai’i is the only source available that is capable of providing this collaboration in Hawai’i and the Pacific Islands within the Hawai’i natural resource research, monitoring, management, and conservation communities.

HCA reaches the widest and most appropriate audience to accomplish the goals and objectives of the PI-

CASC for information sharing.
