About this file

This is an Intent to Award Notice for a six-month operations and maintenance (O&M) services bridge contract. The U.S. Geological Survey (USGS) intends to award contract 140G0126R0007 to DCT, Inc., the current O&M services provider at the Earth Resources and Observation Science (EROS) Center in Sioux Falls, South Dakota. The performance period will run from April 1, 2026, through September 30, 2026, following the expiration of DCT, Inc.'s current contract on March 31, 2026.

The bridge contract is necessary due to an unanticipated delay in the full and open competition for a succeeding five-year contract recompete, which is currently in progress. The delay stems from circumstances including a lapse in appropriations and staffing shortages. EROS Center cannot operate without continuous O&M services, and the specialized skills required for site logistics cannot be provided by federal staff or off-the-shelf solutions. The contract includes a requisite 30-day transition period required prior to the start of the new contract's performance period. Other vendors are invited to contact the Contract Specialist, Tricia Rampersad, at trampersad@usgs.gov by 12:00 PM EST on Friday, March 27, 2026, with an affirmative statement that they can meet the requirements. The Government has determined unusual and compelling urgency exists that precludes full and open competition, as a delay in award would result in serious injury to Government operations and mission-critical functions.

Intent to Award Notice - 140G0126R0007 Page 1 of 1

The US Geological Survey (USGS) has a requirement for a six (6) month contract for OPERATIONS AND

MAINTENANCE (O&M) SERVICES.

DCT, Inc. is the current provider of operations and maintenance services at the Earth Resources and

Observation Science (EROS) Center in Sioux Falls, SD. The current performance period is set to expire on

March 31, 2026. A 5-year contract recompete is in progress that requires a 30-day transition period which must begin thirty (30) calendar days prior to the start of the performance period. EROS cannot operate without operation and maintenance services, and the nature of the work precludes an in-house or off-the-shelf solution. Due to unanticipated circumstances (i.e., lapse in appropriations, staffing shortages) the current recompete is delayed and will not be awarded prior to the current contract’s expiration. A bridge contract is needed to prevent a gap in critical services, provide adequate time for full and open competition of the succeeding 5-year contract, and the requisite transition period.

The total anticipated period of performance will be 04/01/2026 – 09/30/2026.

The Government has an unusual and compelling urgency that precludes full and open competition and delay in award of a contract would result in serious injury, financial, or other, to the Government. Therefore, it intends to make an award to DCT, Inc. unless it is contacted by any vendor who believes they can provide a service that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Tricia Rampersad via email at trampersad@usgs.gov no later than 12:00 PM EST, Friday, March 27, 2026, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting

Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 6.3)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

Given the extremely limited timeframe, this brief procurement affords the Government sufficient time to award a full and openly competed contract for the required services and all for a requisite 30-day transition period. While contractors exist in the market that are able to meet the requirement, the Government would be seriously injured and mission adversely critically affected if competition is not limited for this procurement.

A bridge contract is needed only to ensure services do not lapse for the EROS Center. Due to the specialized skills needed to perform site logistics, there are no federal staff properly trained to keep the Center operating in the event of a contract lapse or to bring a new contractor up to speed on the tasks needed.
