PERFORMANCE WORK STATEMENT

MARINE CORPS RECRUITING DEPOT - SAN DIEGO

UNIFORM ALTERATIONS

1.0 INTRODUCTION. The Marine Corps Recruit Depot, San Diego (MCRD San Diego) Retail Clothing Branch has a requirement for uniform tailoring services for Marine Corps Recruits, Drill Instructors, Recruiters and Career Planners stationed at MCRD San Diego. The estimated “Job” quantities (see contract CLINs) are based on government personnel supported by this contract; these quantities represent the Government’s best estimate on an annual basis. The Government reserves the right to modify the uniforms to be tailored and schedule for uniform tailoring service at MCRD San Diego. (Definitions and Acronyms used throughout this PWS are located in paragraph 13.0 and 14.0)

2.0 BACKGROUND. MCRD San Diego and Weapons Field Training Battalion, Marine Corps Base, Camp Pendleton (WFTBN, MCB Camp Pendleton), train Marine Corps Recruits, Drill Instructors, and Recruiters.

During training, these Marines are issued a variety of uniforms for wear throughout their Marine Corps career.

The uniforms they receive must be tailored to meet Marine Corps standards as set forth in the Marine Corps Uniform and Alterations Manual (TM 10120-15/1B). This requirement is for tailoring services of Marine Corps uniforms to comply with TM 10120-15/1B and as set forth in the schedule and the Performance Work Statement (PWS). Fitting and marking actions are all conducted at MCRD San Diego.

3.0 ALTERATION SERVICES. The alterations of uniforms by the Contractor shall be accomplished in accordance with strict time frames dictated by training schedules. Each separate training command has its own training schedule for each company of Recruits, class session of Drill Instructors, class session of Recruiters and class session of Career Planners. The Government, along with the Contractor, must work closely to ensure all uniforms are fitted, tailored, and returned to the individual within the time frames established by the training schedules and incorporated into this contract.

3.1 The issue and fitting process for all uniforms altered under this contract has evolved over the years into a streamlined operation, considering the volumes of personnel fitted for uniforms. The following provides an overview of the initial issue and fitting of uniforms prior to actual alteration by the Contractor.

3.2 Government personnel are responsible for the issue and initial "rough" fitting of all individuals receiving uniforms. The "rough" fitting is simply issuing an individual the proper size of uniform garment. This initial issue and fitting is commonly referred to as “being seen on the ‘phase line’".

3.3 Following the phase line, individuals proceed to the alterations bay. There the contractor's personnel shall identify discrepancies in the fit of the garments that do not meet the requirements of the TM 10120-15/1B. The contractor’s personnel will mark, as appropriate, all alterations required to correct the discrepancies.

3.4 Upon completion of all alteration markings, the markings on the uniform are recorded by a Government employee, the Alteration Bay Manager (ABM) using a tracking system to be provided by the contractor. The ABM records all alteration marks and, if necessary, challenges any alteration that is determined to be excessive. If the ABM determines an alteration to be excessive, the ABM will report it to the Contracting Officer’s Representative (COR). If the Contractor and the COR cannot agree on whether an alteration is excessive, the Contractor will notify the Contracting Officer (KO) and provide explanation as to why the alteration is not considered to be excessive. The KO will make the final decision as to whether or not the alteration is excessive.

The Contractor shall comply with all changes, and such compliance shall not be grounds for a request for an equitable adjustment or other contract modification

5.12 During performance under this contract, if the Contracting Officer notifies the Contractor, in writing, of any noncompliance in the performance of this contract regarding safety and health rules and requirements prescribed by applicable federal, state, and local laws, ordinances, and codes, and the Contractor fails to take immediate corrective action, the Contracting Officer may order the Contractor to stop all or part of the work until satisfactory corrective action has been taken. Such an order to stop work shall not entitle the Contractor to an adjustment of the contract price, reimbursement for any resulting increased costs, or an adjustment of the delivery or performance schedule.

6.1 Contractor Furnished Materials: All materials and supplies, unless otherwise specified, shall be provided by the Contractor. The Training days (“T” days) listed provides a basic plan that is subject to change as a result of holidays, training commitments, or at Command discretion. Sundays are not considered a “T” day or “M” day. Federal Holidays that fall on Mondays have a significant impact on fitting since fittings generally cannot be moved. Other holidays may affect the turnaround time. All changes shall be coordinated between the Contractor and the COR. When the schedule states "Fitting," the contractor is required to provide adequate number of tailors to be on site at MCRD San Diego to ensure fittings for all Recruits/Students are completed. The number, location, and times of fittings are subject to change at the Government’s discretion. The Government will provide a minimum of a sixty (60) calendar day notice prior to implementing a schedule change.

7.16.1 Recruit Schedule: This schedule provides the general fitting appointment times for one company. Each company is divided into two series, “lead” being the first series of the company, and “follow” being the second series of the company. The schedule below will be valid for all companies within a battalion and all Battalions within the Recruit Training Regiment (RTR). Companies that are 300 Marines or less may be put on a "company track" at the discretion of the RTR. When this occurs the company will operate on the "lead" schedule.

7.16.3 Expanded Hours: Approximately 12 times a year, the Retail Clothing Branch is required to expand its hours 1-2 hours each instance (approximately 6-10 hours). In the event the hours of the Retail Clothing Branch are expanded, the Contractor will be required to perform its work hours accordingly (usually no earlier than 0530 and no later than 1700) to support Marine Corps Recruit alteration appointments. Generally, tailoring support will be the only service required after normal working hours should the Retail Clothing

Branch temporarily expand its hours of operation. Forty-eight (48) hours advance notice will be given to the Contractor prior to expanding hours of work.

7.16.4 Walk-in Tailoring: During normal operating hours, the Contractor shall have a tailor service available for the tailoring of uniforms. All alterations shall be charged at the schedule price. The tailor will be expected to arrive to perform alteration markings no later than 45 minutes after notification. The tailor will then perform the alterations at their premises. Items shall be returned within three working days following the fitting.

This is expected to happen approximately 100 times per year. This number can increase at the discretion of the COR. A single event will include one to several personnel requiring tailoring services at one unscheduled time period. These events are required when Recruits or Students miss their original fitting appointment and subsequently need prompt tailoring services. Walk-ins will only be accepted between the hours of 0700 to 1500. This time may be changed at the discretion of the COR.

7.16.5 Accelerated Delivery Schedule: Accelerated delivery will only be used for fittings outside of regular scheduled appointments. It cannot be used for regular scheduled appointments regardless of delivery times less than 72 hours. Delivery of altered uniforms using the Accelerated Delivery Schedule shall be returned to the Retail Clothing Branch at Bldg.662 at an agreed upon time within a 72 hour period. Accelerated alterations can range from one item to a complete issue. THE ACCELERATED

DELIVERY SHALL ONLY BE USED WITH PRIOR WRITTEN APPROVAL FROM

THE COR.

7.16.6 Emergency Tailoring: Emergency clothing appointments may occur, on occasion, which require alteration services for Recruit personnel. When an emergency clothing appointment is directed by the COR, the Contractor must return tailored uniforms at an agreed upon time within three hours. This is expected to happen approximately 50 times per year and each event is for one individual. Each event may consist of one garment or up to a full issue. EMERGENCY TAILORING SHALL ONLY BE USED WITH PRIOR WRITTEN APPROVAL FROM THE COR. Any payment for COR-approved emergency tailoring will be in accordance with the contract CLINs for Emergency Tailoring.

7.16.7 Time of Delivery: Uniforms will be returned during normal working hours of 0630-1600.

7.16.8 Contractor Notice Regarding Late Delivery: In the event the Contractor anticipates or encounters difficulty in complying with the contract delivery schedule or in meeting any of the other requirements of the contract, the Contractor shall immediately notify the COR and follow up, in writing, indicating the reason(s) for late delivery. The information shall not be construed as a waiver by the Government (i) of any delivery schedule or date,(ii) of compliance with any other contract requirement by the Contractor, or (iii) of any other rights or remedies provided to the Government by law under this contract.

7.16.9 Early Deliveries: The Contractor is authorized to deliver and/or exceed the delivery rate set forth in the schedule. Such accelerated delivery shall not obligate the Government to any additional costs.

7.17 TRACKING REQUIREMENTS: The Contractor shall record and shall maintain all uniform alterations completed under the contract. The Government prefers the tracking to be electronically with the ability to export the tracking report into a spreadsheet, such as Microsoft Excel. At a minimum, this spreadsheet shall include data categorized by: (1) number of individuals serviced under Company name for Recruits or the School name for Students; (2) CLIN used for individual alteration types of services performed; and, (3) the calendar date of services performed. The Government shall have full access to these Contractor records and will review and may monitor these records at any time during work hours. There are approximately 80 individually marked alterations. Each alteration shall be itemized by type.

7.17.1 The Contractor shall submit monthly reports that are due by the 10th day of the following month. The reports shall itemize all alterations by uniform-type, as listed under Appendix 4 of the PWS in a format agreed upon by the COR. Due to scheduling duties, there will occasionally be an adhoc need for the report. When requested, the Contractor shall provide the COR the report within four (4) hours. The monthly and adhoc reports shall be available to the COR in the Retail Clothing Branch, MCRD San Diego, via a web portal on demand, by the due date (for monthly reports) or within four hours of demand (for adhoc reports).

7.17.2 The Contractor’s tracking system shall be fully operational upon the date of contract award. (The Government reserves the right to institute a schedule change with 60 days’ notice; any costs associated with changes to the tracking system used by the Contractor to accommodate the schedule change will be the borne by the Contractor).

7.18 FORECAST OF INDIVIDUALS NEEDING ALTERATIONS. The following list provides an estimated forecast of anticipated Recruit and Recruiters School input scheduled during the contract period. This is a forecasted estimate only and shall not constitute a basis for price adjustment or claim under this contract in the event the estimated Recruit input should vary. Actual alteration furnished herein for clothing shall be performed at the contractor's off-site place of performance. There are approximately 300 to 600 male recruits per week, who will require uniform alterations. Appendix 2 contains specific monthly forecast workloads.

7.18.1 MCRD San Diego currently does not process female recruits; however, a change in mission is possible and support of female uniforms shall be required. The vendor shall be given 10 business days’ notice before this type of change occurs.

7.18.2 MCRD San Diego currently does not any scheduled career recruiter classes requiring support; however, alteration support of career recruiter classes is possible. The vendor shall be given ten (10) business days’ notice before this type of change occurs.

7.18.3 Career Planner School (Reserve) is a new requirement for MCRD San Diego; there is no historical data available. The requirement is expected in July and August of 2019. There is no anticipated requirement in the base period.

7.18.4 Yearly estimated quantities historically experience a +/- 15% variation depending on the needs of the Marine Corps. Estimates for the base period and each option year are as follow:

1. 16,500 Male Recuits

2. 220 Drill Instructor School (Males Only)

3. Recuiter School

• 1,380 Males

7.19 PACKAGING AND MARKING. Contractor shall take measures to protect all garments while in the contractor’s possession. The Contractor is responsible for garments from the time of receipt at the fitting appointment until altered garments are delivered back to the Government. All garments shall be afforded the degree of packaging required to prevent deterioration and damage due to handling and storage.

7.19.1 The Contractor shall be responsible for all garments in Contractor’s custody. Upon receipt of garments, the Contractor's custodial responsibility shall remain in effect until such time as the altered garments are returned and accepted on the appropriate form, by the COR.

7.19.2 Identification of Garments: The Contractor shall provide a color-coded string tag approved by the COR as a means of marking or identifying all garments requiring alterations.
