About this file
This is a Class Justification and Approval (CJ&A) document authorizing sole source contract actions with The Boeing Company for the MQ-25A Stingray unmanned aircraft system program.
The Naval Air Systems Command (NAVAIR) is issuing multiple contract actions on a sole source basis with Boeing for Advance Acquisition Contracts (AAC) and Production Contracts for Lots 4, 5, and Lot 6 to procure production and related support for the MQ-25A Air System. The CJ&A expires on 30 September 2031. Services and supplies include production contracts, special rate tooling, test and support equipment, production management, parts obsolescence, engineering change proposals, Integrated Logistics Support, spares, technical data, materials, parts, components, and effort funded in advance of each production lot. The AAC actions also cover non-recurring engineering, capability upgrades, operational and safety improvements, software maturation and infrastructure support, software upgrades and licenses, trade studies, engineering analyses, interoperability and cybersecurity efforts, flight tests, reliability and maintainability implementations, life cycle program planning, logistics support services, packaging and handling, and production planning. The planned production quantity per the 2026 President's Budget is three lots of seven aircraft per lot, totaling 21 aircraft. Additional aircraft may be procured within Lots 4-6 as authorized and appropriated by Congress.
Boeing is determined as the only responsible source capable of providing these supplies and services under 10 U.S.C. § 3204(a)(1). The justification cites Boeing's exclusive capability and experience with the MQ-25A program, including experienced staff, necessary plants, equipment, suppliers, and technical understanding of interconnected impacts across program actions. A sources sought waiver was approved on 09 December 2025. The document notes that technical data will be delivered throughout contract performance, currently projected for completion in FY2030, and leveraged for future competitive procurements of MQ-25A-related requirements and system enhancements.
