About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition (sole source award) issued by the Department of the Navy, Naval Air Systems Command (NAVAIR).
NAVAIR is authorizing a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract award to Sikorsky, a Lockheed Martin Company in Stratford, Connecticut, to support the CH-53K Program on a sole source basis. The contract will address CH-53K platform technical maturation efforts including safety of flight, emergent operational needs, fleet readiness, obsolescence redesign, and accelerated capability introduction. Deliverables include analysis of deficiencies and enhancements to Government Furnished Equipment; correction of deficiencies including Fleet Issues/Deficiency Reports and Problem Change Reports; implementation of enhancements driven by hardware integration and obsolescence; testing and documentation updates including ground and flight testing procedures; non-recurring and recurring engineering changes including Class I Engineering Change Proposals; system configuration product test verification; and development of technical, administrative, logistics, and financial data. The total estimated value is redacted in the document.
The Government determined sole source procurement is justified because Sikorsky is the only responsible source possessing requisite knowledge, technical skills, technical data, facilities, and experience for CH-53K design, fabrication, performance, supportability, and operational characteristics. Sikorsky was awarded the original System Development and Design (SDD) contract in 2006 and possesses the complete Technical Data Package (TDP) and specialized systems knowledge necessary to perform the work. A sources sought notice was posted to beta.SAM.gov on December 6, 2023, with one response received but found incapable of meeting fleet operational needs. A synopsis was posted on February 28, 2024 for subcontracting opportunities to broaden industry and small business participation.
