About this file
This is a Justification for Non-Competitive Procurement (JNCP) form for actions under the Simplified Acquisition Threshold submitted by the Naval Information Warfare Center – Pacific.
The procurement requests supplies from Golden Altos Corp., the sole source provider for custom Quad Flat No-lead (QFN) packages and test sockets for integrated circuits. The required items include: 28 QFN packages with lids, non-recurring engineering for test socket design (up to 40GHz RF sockets), assembly and engineering build services incorporating specific components (2nd and 3rd optical elements, die attach, wire bond, epoxy lid attachment, and single mark top), bond setup fees, and ground shipping. The QFN packages are compact, leadless surface-mount semiconductor casings designed to encapsulate silicon dice and provide electrical connections to printed circuit boards. The justification cites a sole source authority under FAR 8.405-6(a), FAR 13.106-1(b), or FAR 16.505(b)(2), as Golden Altos is identified as the only manufacturer capable of fulfilling the technical requirements, particularly the custom package design with 26 or more pins support capability and high-frequency operation. Market research conducted since July 2025 confirmed no alternative manufacturers can meet both the pin-count and frequency requirements. The procurement is justified based on testing compatibility needs to replicate specific shipboard/command environments without deviation. Golden Altos offers additional efficiency benefits through small quantity order capability and bundled packages and sockets in single orders, unlike competitors requiring large quantity purchases and separate transactions. Future procurements will include continued market research for competitors meeting technical requirements at competitive prices.

7) Any other information of facts supporting the justification to limit competition not described elsewhere on this form (i.e. international agreement).
Issuing an award to Golden Altos for this requirement is most beneficial to the Government in terms of time and cost. Golden Altos is not only able to provide the necessary custom supply but can provide them to the Government in small quantities and provide the packages and sockets together in single orders. This is an uncommon practice, as other businesses require large quantity orders and separate purchases of packages and sockets, which leads to inefficiencies.
8) Provide a statement of actions that will be taken to remove or overcome any barriers to competition prior to any future procurements for this Supply or Service.
For any future package purposes, the branch will continue to perform market research for competitors that can meet the technical requirements at prices most beneficial to the Government.
