About this file

This is a Justification for Non-Competitive Procurement (JNCP) for actions at or below the Simplified Acquisition Threshold (SAT) submitted by the Naval Information Warfare Center–Pacific.

The Naval Information Warfare Center–Pacific seeks to procure one 0.1–1 GHz Wideband Microwave Digital Receiver (Part No. WRX-18G-500, 500MHz Bandwidth) from Midwest Microwave Solutions, Inc. through non-competitive procurement. The justification cites a sole source/limited source procurement authority under FAR 8.401(b), FAR 12.102(a), or FAR 16.507-6(d)(1), based on the unique and highly specialized nature of the requirement with only one source reasonably available. Midwest Microwave Solutions is identified as the only manufacturer capable of providing a 0.1–1 GHz digital receiver meeting the technical requirements, specifically the only provider offering the critical combination of Sensor Open Systems Architecture (SOSA) compliance, low phase noise, and sub-500 microsecond tuning speeds necessary for the stated mission. The receiver's uniquely engineered hardware enables high-fidelity verification with industry-leading dynamic range and low phase noise performance in a rugged, size, weight, and power (SWaP)-optimized footprint. Market research was performed evaluating hardware from several eligible manufacturers; however, only the MMS system submission successfully met the updated technical specifications required. The document includes certification by the Technical Cognizance Branch Head and Contracting Officer, confirming the justification's accuracy and completeness. No international agreements were cited as supporting justification for limiting competition.
