About this file

This is a Request for Proposal (RFP) from the USDA Animal and Plant Health Inspection Service (APHIS) Wildlife Services for thermoplastic modifications to NZ Autotraps AT220-BTS automatic resetting lethal brown treesnake traps. The contract is a firm fixed-price, indefinite delivery, indefinite quantity (IDIQ) commercial supply contract with a five-year performance period from September 25, 2025 to September 24, 2030, with a minimum contract value of $50,000 and a maximum of $1,000,000.

The contract requires manufacturing thermoplastic trap parts, including baffles, shrouds, tripod mounts, excluder moats, mouse chambers, and quail chambers, with specific technical requirements. Parts must match provided digital 3D schematics within 20 thousandths of listed dimensions, be manufactured using thermoplastic materials like Acrylonitrile Styrene Acrylate (ASA), and avoid dark colors for chambers to prevent heat stress on live animals. The parts will be used for brown treesnake traps on Guam, with an estimated requirement of 311 sets of modification parts annually. Quotes are due by September 16, 2025, and will be evaluated on best value considering price, past performance, and technical capability.

SCHEDULE NOTES

1. The quantities as listed in the “Schedule of Items” are estimated requirements for this contract period. The Government estimates, but does not guarantee, the volume of purchases under this contract. The USDA, APHIS attempts to be as accurate as possible when providing estimated quantities, however, actual quantities required may vary from the quantities listed. During the contract period of performance, the Government must place orders totaling a minimum of $50,000.00, but not in excess of $1,000,000.00.

2. Line items are firm fixed price indefinite delivery indefinite quantity.

Part 2.0 Statement of Work

A. Background The USDA, Animal and Plant Health Inspection Service, Wildlife Services (APHIS-WS) intends to award a contract for the manufacture of thermoplastic parts to modify agency-owned NZ Autotraps AT220-BTS automatic resetting lethal brown treesnake (BTS) traps as a tool that supports the BTS inspection, interdiction, and suppression efforts currently performed on the Territory of Guam. To accomplish the mission APHIS-WS requires a contractor to provide thermoplastic modifications to the automatic resetting lethal traps (ARLT) to make them properly target BTS and exclude non-target animals. The Government estimates, but does not guarantee, that approximately 311 sets of ARLT modification parts will be required annually.

B. Scope of Work APHIS-WS intends to award a fixed price indefinite delivery indefinite quantity (IDIQ) commercial supplies contract for thermoplastic modifications to agency-owned ARLT with use limited to the USDA, APHIS, Wildlife Services Guam Program located at 233 Pangelinan Way, Barrigada, Guam 96913-1277.

C. Period of Performance The government is awarding a firm, fixed-price, indefinite delivery, indefinite quantity, commercial supply contract.

The period of performance for this contract includes five ordering periods, with each ordering period being twelve (12) months in duration.

D. Delivery Location Delivery will be FOB Destination to the following address:

USDA APHIS Wildlife Services 233 Pangelinan Way Barrigada, GU 96913-1277

E. Requirements

1) Specifications Required

• Must match digital 3D schematics provided with this SOW to within 20 thousandths of listed dimensions o Files have been provided in stl and step format

• Parts may be manufactured by any common commercial fabrication methods o Fused Deposition Modeling o Traditional injection molding o Interchangeable insert injection molding o Other thermoplastic manufacturing processes that can produce parts that conform to the stl or step files.

• The thermoplastic material must have high weather resistance, high wear and impact resistance, high heat tolerance, and strong UV resistance. Acrylonitrile Styrene Acrylate (ASA) or similar material o melt temperature: 230o C o Tensile strength: 43 Mpa o Tensile stress (yield): 46 Mpa o Tensile stress (break): 33 Mpa o Rockwell hardness (R-scale): 105 o High UV resistance as defined by ASTM G154 and ISO 4892-2 testing

• Any thermoplastic color except the restriction below on dark colors is acceptable o Lighter shade thermoplastic color (e.g., light gray) is preferred o Black or similarly dark color cannot be used for parts listed as mouse chamber or quail chamber since that color will cause live lure chambers to heat up under intense sun and cause heat stress and deaths of animals housed within these chambers

2) Production schedule The production schedule below is the proposed timeline for part manufacture, equipment/mold design, sample production, sample approval, full production run, and shipment. Times between stages or total production time may be adjusted with mutual agreement of WS-APHIS and the contractor.

Timeline in weeks Stage Description 1 2 3 4 5 6 7 8 9 1 Contract awarded and signed 2 DFM meeting with APHIS-WS 3 DFM report and improvements 4 Tool/Mold production 5 Sample production 6 Sample shipment/delivery 7 Sample approval by APHIS-WS 8 Parts production 9 Shipment of parts*

*Parts can be sent directly from the production facility to APHIS-WS delivery site on Guam. Ocean freight (Container or Less Than Container Load) preferred to reduce shipping costs.
