NOTES TO QUOTER:
The Government will award a firm fixed price commercial supply purchase order to the responsible quoter whose quotation, conforming to the solicitation, is the Best Value.
Quotes will be evaluated based on best value in accordance with FAR Part 13.
All Quotes must be received no later than 1700 CT on September 9, 2025
In order to be considered for award of this contract the Contractor must submit the following:

• Information about your company’s technical capability to meet the requirements of this contract
• Information about your company’s past performance relevant to the requirements of this contract
If a contractor’s quote package doesn’t contain all the items listed above or isn’t received by the closing date and time listed below, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the contractor’s quote, thereby making a contractor ineligible for award. Quotations that include additional terms may be excluded from consideration. Alternate Pricing Schedules will not be considered.

EVALUATION OF QUOTES
The Government will award a firm fixed price commercial supply contract in accordance with FAR part 13.106 resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price, past performance, and technical capability considered. Award will be made to the quote determined to be the best value. The USDA’s comparative evaluation of contractor quotes will consider the contractor’s ability to meet the agency’s needs and the contractor’s demonstrated ability to provide the supply outlined in the statement of work. The Government does not assume the duty to search for data to cure the problems it finds in the information provided by the contractor. The burden of providing thorough and complete responses remains with the contractor.

SCHEDULE NOTES
1) The quantities as listed in the “Schedule of Items” are estimated requirements for this contract period. The Government estimates, but does not guarantee, the volume of purchases under this contract. The USDA, APHIS attempts to be as accurate as possible when providing estimated quantities, however, actual quantities required may vary from the quantities listed. During the contract period of performance, the Government must place orders totaling a minimum of $500,000.00, but not in excess of $3,500,000.00.

Part 2.0 Statement of Work
A. Background The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Wildlife Services (WS) program intends to procure fixed wing light aircraft to support animal damage management in livestock and wildlife.
B. Scope of Work The United States Department of Agriculture (USDA), Animal Plant Health Inspection Services (APHIS), Wildlife Services (WS) provides to their stakeholder’s animal damage management. USDA/APHIS/WS needs to purchase, over a multi-year IDIQ contract, factory-new fixed wing aircraft for the purpose of animal damage management particular to livestock and wildlife. The fixed wing aircraft are to be a high wing with two place tandem seating, short take-off and landing capability, stall speed with full flaps extended less than 50 mph at maximum gross weight. Cruise speed minimum 145 mph at 75% power. Range 800 miles.
Take off distance 150 feet and a landing distance of 100 feet at maximum gross weight.
Aircraft is to be equipped as listed in Specifications.
C. Contract Type and Term The government is awarding a firm, fixed-price, indefinite delivery, indefinite quantity, commercial supply contract.
The period of performance for this contract includes five ordering periods, with each ordering period being twelve (12) months in duration.
D. Specifications Fixed Wing Aircraft, Factory New. Fixed wing airplane shall be of factory new manufacture to include salient specifications listed below:
• General Specifications, Aircraft Safety & Performance Needs o Airplane is to be certified under FAA FAR Part 23.
o One-year entire airplane limited warranty.
o Airplane shall be ais to a high wing monoplane, two place tandem seating, tail wheel type.
o Engine: Lycoming Minimum 210 hp.
o Propeller: Constant speed.
o Gross Weight: 2,300 lbs.
o Useful load: 1,000 lbs.
o Baggage area access door. Gravity feed fuel system. Landing lights.
o Navigation lights.
o Three-point strobe light system.
o 40-amp alternator minimum.
o Inertia reel shoulder harness, pilot and passenger. Extended skylight.
o Sight fuel gauges. Audible stall warning o 406 MHz Emergency Locator.
o Left side swing out window with a maximum 22” opening that provides adequate angle for shooting.
o Adjustable front and rear seat. Dual flight controls with rear controls (stick throttle and prop) removable.
o Full floorboards. Rear seat cabin heat. Cabin fresh air vent. Map pocket.
o Vortex generators.
o Control stick covers both front and rear.
o 26-inch diameter tundra type tires.
o Short take-off and landing capability o Stall speed with full flaps extended less than 50 mph at maximum gross weight o Cruise speed minimum 145 mph at 75% power.
o Range 800 miles.
o Take off distance 150 feet and a landing distance of 100 feet at maximum gross weight.
• Avionics:
o Garmin G3X™ Touch with 10.6” display, Synthetic Vision, Front-loading SD™ card slot, o Garmin GTR 20 VHF Comm, Garmin GTX 345R remote mode S transponder, Stereo Intercom, Video input capable of accepting input from a FLIR camera system and SiriusXM Weather/Audio ready o Technisonic TDFM or equivalent FM radio to be installed in the instrument panel.
o Audio Panel with vox intercom, PTT option and remote volume for passenger.
o Push to talk for the passenger will be installed on the right floorboard for foot operation.
o Single plug and civilian two plug helmet jack installed in rear of right-side wing root panel for passenger and instrument panel for pilot.
o Stick grip installed on pilot control stick, three button switching minimum.
• Instruments:
o The following instruments are required if not incorporated in the Garmin G3X display.
o Altimeter o Tachometer o Compass o Oil pressure o Oil temperature o Turn coordinator Airspeed indictor Volt/amp meter o Cylinder head temp gauge o Exhaust temp gauge.
o Hobbs meter
• Accessories:
o Automatic flagman installed on left gear.
o FLIR camera system with a minimum resolution of 640 installed on the left wing at the lift strut attach point of first aircraft delivered for test and evaluation purposes.
o Halon 1211,1301 fire extinguisher minimum 1.2 lbs. accessible to both pilot and passenger.
o Large pocket on the back of the pilot seat capable of holding shotgun shells.
o Brackets to secure a shotgun on the left side of passenger seat.
o Interior panel protection on left side and windowsill to protect against abrasion from shotgun.
o High visibility markings as follows:
1. Outer 4" of face rear side of one blade of propeller
2. Forward Leading edge of wing struts and jury strut on shooting side
3. High visibility markings should be of a color that shall be visible against the terrain over which the mission is flown. Change of background color during seasonal differences shall be considered. Tape may be used on leading edges of wing struts. Paint shall be used on the propeller.
E. Inspection/Acceptance and Delivery Inspection must occur within 14 days of vendor notifying the Government that an aircraft is ready for acceptance. Inspection and acceptance will take place at the vendor’s facility.
F. Contract Financing Inclusion of the FAR Clause 52.232-30 authorizes installment payments in accordance with the following payment schedule, up to 70% of the aircraft price divided by the authorized number of monthly installment payments:

G. Invoicing The USDA, APHIS uses the Invoice Processing Platform (IPP) for electronic submission and tracking of invoices and payment information to its suppliers of goods and services. (d)Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1)The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2)The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3)As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from date of award through the period of performance end date of the last ordering period.

(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c) A delivery order or task order is considered "issued" when—
(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;
(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or
(3) If sent electronically, the Government either—
(i) Posts a copy of the delivery order or task order to a Government document access system, and notice is sent to the Contractor; or
(ii) Distributes the delivery order or task order via email to the Contractor's email address.
(d) Orders may be issued by methods other than those enumerated in this clause only if authorized in the contract.

52.216-19 Order Limitations (Oct 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $10,000 the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor-
(1) Any order for a single item in excess of $700,000.00
(2) Any order for a combination of items in excess of $1,500,000.00; or
(3) A series of orders from the same ordering office within 30 days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216- 21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 10 days after issuance, with written notice stating the https://www.acquisition.gov/far/52.216-21#FAR_52_216_21…
