Statement of Work U.S. Department of Agriculture, Agricultural Marketing Service, Cotton and Tobacco Program Corpus Christi Classing Office

5 Year Cotton Loose Hauling for the Corpus Christi Classing Office in Corpus Christi, Texas

I. BACKGROUND:

Agricultural Marketing Service (AMS), Cotton and Tobacco Program (CTP), Grading Division (GD), supports the orderly and efficient marketing of U.S. cotton, domestically and internationally, by providing unbiased classification, standardization, market news and oversight of the research and promotion programs.

The USDA, AMS, Cotton & Tobacco Program operates High Volume Instruments (HVI) to electronically classify cotton samples (each approximately 8 ounces) that are taken from full bales (500 pounds) at gin locations and transported to designated testing laboratories operated by the Cotton and Tobacco Program. These testing laboratories need to maintain rigorous lab conditions. The Laboratory temperature is kept at 70 degrees+/- 1, and the humidity is kept at 65% +/- 2.

Under current testing procedures an individual places samples in designated locations on the HVI to test fiber length, strength, uniformity, micronaire, color and trash content. These instruments are solely relied upon by USDA and the domestic and international cotton industries to provide accurate and timely classification data for the marketing stream. The resulting data is transmitted in real time, as samples are tested, to mainframe computers and made available to owners or agents of the cotton all over the world. Cotton & Tobacco Program is considered the world's leader in HVI testing and tests virtually every bale of cotton grown in the U.S. each year (approximately 15-18 million samples on average in a typical year) so speed, accuracy and efficiency are key components of the CTP operation in each of its ten testing locations across the Cotton Belt (cotton producing states across the United States).

II. SCOPE OF WORK:

The U. S. Department of Agriculture requires pick up of baled cotton from the Classing Office at 3545 Twin River Blvd., Corpus Christi, Texas, and delivery of bales to specified compress and warehouse. Cotton will be in flat bales, each weighing approximately 500 pounds. The contractor shall furnish all necessary labor, tools, and equipment in accordance with these specifications, general provisions, and all other conditions of this request.

III. SERVICE:

The Corpus Christi Classing Office will make every effort to accumulate 10-20 bales before requesting service. At the near end of the season, there may be one or two pick-ups of less than a full load. During the peak season this will necessitate pick up at least once a day as requested.

Pick up service will be initiated upon request of the contracting officer or his representative. Bales are stored within a secured area making it necessary to schedule pick up during working hours.

Regular hours are 8:00 AM to 4:30 PM, Monday through Friday. During the heavy classing season, operations are 24 hours a day, Monday through Friday, and occasional weekends.

The contractor shall furnish all necessary labor, tools, truck(s), and equipment for loading of bales onto said trucks and transportation of bales to compress. The estimated quantity is approximately 2,000 to 2,500 bales per season for the next 5 years.

IV. PERIOD OF PERFORMANCE:

Services are required for the next 5 years beginning, August 1, 2025, through June 30, 2030.

The normal requirement for service will be during the active classing season, which will start in July and end in December. Orders for services will be issued at the beginning of each season off the five (5) year IDIQ base contract on a per bale

V. CONTRACTOR NOTIFICATION OF WHEN SERVICES ARE REQUIRED:

The contractor will be notified by phone or in writing by the Area Director of the exact date for the cotton loose hauling required service. This notification shall be given at least two (2) weeks in advance of the season starting and services will begin for the year. After initial notice, Area Director or their representative will remain in daily contact with the contractor to update the contractor on frequency of services throughout the season. The hauling service will be initiated upon the request of the Area Director or Assistant Area Director in the Corpus Christi Classing Office as needed.

VI. CONTRACTOR'S LIABILITY:

The contractor shall assume full responsibility for all damages or injury to persons or property that may occur in connection with performance of the work. He/ She shall take reasonable steps to prevent injury or damage to persons or property in the performance of this contract.

He/ She shall not commit or permit any act which will interfere with the performance of the duties of the government employees at the shipping or receiving points.

There shall be no use of alcoholic beverages, illegal drugs, or illegal substances by any persons performing maintenance or repairs under the terms of this contract. Weapons shall not be carried on government property or during performance of the contract. Violation of these prohibitions shall result in termination of the contract.

VII. LICENSES AND INSURANCE:

The contractor shall be a commercially licensed and fully insured carrier and comply with all applicable state and local ordinances. If exempt from licensing requirements, proof of exemption must be provided with bid documents. Prior to commencement of service, contractor shall furnish the contracting officer a copy of the insurance certificate. Contractor shall also provide the contracting officer a signed statement from the contractor's insurance company stating that the contracting officer will be notified, in writing, by the insurance company of any changes in insurance during the life of this hauling contract.

VIII. INVOICES:

Itemized invoices for services rendered must be submitted at the end of each month to the contracting officer. Invoices submitted shall clearly show the number of bales picked up and delivered on each load.

IX. PAYMENT TERMS:

Payment for services will be made by the government within thirty days of the receipt of voucher and invoices. The terms of the Prompt Payment Act applicable to vouchers and invoices submitted under this agreement.

X. IMPORTANT NOTICE:

The contractor will not accept any instructions issued by any person other than the COR or the Area Director acting within the limits of the delegated authority.

No information other than that which may be contained in an authorized amendment to this contract will be considered as grounds for deviation from any stipulation of this contract or referenced drawings and/or specifications. No modifications will be made to the agreed upon terms of the contract.
