Agate Fossil Beds Solid Waste Service Performance Work Statement
General Description: This service involves furnishing all labor, materials, and equipment necessary for the pickup and disposal of solid waste at Agate Fossil Beds National Monument. Pickup will be performed at the park at specified location at the AGFO maintenance yard. The solid waste removal season is cyclic due to seasonal visitation counts, therefore solid waste pickup will be once per month annually. The contractor is responsible for routine pickup/collection of refuse for delivery to the nearest approved sanitary landfill capable of proper disposal under Federal and State regulations.
As part of the contract, the contractor is expected to use the dumpster pickup schedule and provide the park with an anticipated schedule of days of the week and approximate pick up times/hours based on anticipated routes for pickups each month during the year. Pickup routes within Agate Fossil Beds National Monument are to be scheduled so that dumpsters in the maintenance area are collected between the hours of 7:30AM – 4:30PM during normal business hours.
This contract period will begin with a base year starting February 1, 2023, and ending January 31, 2024, with four option years to follow. The National Park Service (NPS) may contact the contractor prior to the end of each period regarding the use of options.
Contractor's Responsibilities: The contractor will provide Six (6) Three Cubic Yard solid waste containers/dumpsters that will be located in the maintenance yard within Agate Fossil Beds National Monument. The contractor will provide and maintain serviceable containers with properly operating doors and lids, and it is expected that containers will have minimal rust or damage.
All containers scheduled to be emptied on the designated route/cycle will be completely emptied regardless of content levels. The ground areas around containers are to be free of litter and debris caused by dumping after emptying. It is understood that it is industry practice that commercial dumpsters may have small drain holes in base. Each container must have secure lids. Damaged lids will be repaired or replaced by the contractor as needed. Collection of containers from pickup stations and then returning them later in the day will not be permitted. All containers will be located in Agates fenced maintenance yard. Containers will be located against maintenance yard fence near the maintenance yard exit.
Scheduled pickups are delayed due to extenuating circumstances the pickups must be rescheduled, and the park must be notified of the circumstances and the time frame of remedy agreed to by the park. No additional trip charges will be permitted for rescheduled pickups. It is expected that missed collections be rescheduled the following business day. It is expected that holidays will be treated as any other commercial business day, and the contractor will notify the NPS regarding schedule changes to accommodate holiday periods.
The quoted price for each year should be quoted as an annual amount that will then be divided by 12 and can be invoiced on a monthly basis. All contractor costs should be included in this annual amount.
The NPS has a requirement to report actual weights/estimates as part of collection efforts. The Contractor shall provide a weight summary to the NPS with each invoice for the prior period showing approximate estimates of solid waste (cubic yards) collected each month. This information can be incorporated as part of the invoicing process. The contractor will submit electronic invoices through the IPP.gov site. Invoicing will be based on quoted price schedule, where monthly invoices may be submitted against the annual rate for all tips per route invoiced on a monthly basis. The contractor shall upload copies of invoices with weight summaries for each invoice period.
The Government expects the contractor to collect solid waste as outlined in the Statement of Work.
Acceptance of the work will be based on compliance with the work specifications. Non-compliance with any specification will constitute unsatisfactory performance and the contractor will be required to correct any deficiencies. The contractor service requirements are summarized into performance service tasks that relate directly to mission essential items. The Government will utilize the following summary matrix to monitor contractor performance:
