SOLICITATION NO. 140F0822Q0043_0001 -- U.S. FISH & WILDLIFE SERVICE (GAOA)

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) The solicitation number for this request is 140F0822Q0043_0001.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 2005-88 effective 16 May 2016) and DIAR revised thru 19 March 2015.

(iv) This is a 100% Small Business Set-Aside for small business concerns. The North American Industrial Classification System (NAICS) code is 212312, with a corresponding size standard of 750 employees. All offerors must disclose their size standard in the submitted quotation in order to be considered responsive to this solicitation.

(v) Pricing for aggregate must be provided in accordance with the requirements listed at the end of this document. The Federal Government is tax-exempt.

(vi) Description of Requirements: U.S. Fish and Wildlife Service have a requirement for the supply and delivery of the following items:

3-6” aggregate rock (Locally known as gabion rock, B-stone, etc. Other options and sizes will be considered upon approval by the project POC.)

12-18” aggregate rock (rip rap) (Locally known as Class 30. Other options and sizes will be considered upon approval by the project POC.)

500 tons

(vii) The estimated delivery window for the above noted item(s) is: Date of Award – October 31, 2022.

Delivery will be made to the following address in coordination with the Refuges point of contact:

Tensas River NWR Sharkey Road Tallulah, LA 71282 (32.2812, -91.3217)

(viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and addenda to the provision includes all quotes to be in English and priced in U.S. dollars. FAR provision and clauses are available for review at http://farsite.hill.af.mil.

(ix) The provision at 52.212-2, Evaluation -- Commercial Items, does not apply to this acquisition. This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. Buyer intends to issue award using a fixed-priced purchase based on price, availability, and price related factors.

(x) Successful offeror must be registered in the System Award Management website at www.sam.gov, to include FAR provisions 52.212-3, Offeror Representatives and Certification-Commercial Items, at the time the quote is due.

(xi) FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

(xii) FAR clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to the acquisition: 52.203-06 Alt I, 52.204-7, 52.204-13, 52.219-08, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-50, 52.223-18, 52.225-1, 52.225-13, 52.232-33, 52.232-39, 52.232-40 and DOI Electronic Invoicing (www.ipp.gov).

(xv) Telephone quotes are not accepted. Quotes must be received by 5:00 P.M. Eastern on September 8, 2022.
