About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for the United States Park Police (USPP) to procure brand-name TASER electronic control devices. The acquisition involves 45 X26P Tasers, 225 X26P Cartridges (25ft Standard), 225 XPPM Battery Packs, and 100 PPM Battery Packs, with a total estimated value of $138,192.02. The National Park Service is exclusively seeking Axon products, as they are the sole manufacturer and distributor meeting the agency's specific requirements for compatibility with existing docking stations.
The procurement is being conducted as a brand-name requirement under FAR 6.302-1(c), with market research confirming no small businesses can provide the specified electronic control devices. The solicitation will be posted on SAM.gov as a combined synopsis/solicitation, using a Lowest Price Technically Acceptable source selection process. The USPP will continue monitoring the market for emerging electronic control devices that might meet their salient characteristics, but currently, Axon remains the only vendor capable of fulfilling their lifecycle management needs for tasers.
