Catoctin Mountain Park Solid Waste and Recycle Waste Collection

Service Contract

Statement of Work

Background Catoctin Mountain Park (CATO) generates considerable amounts of municipal solid waste and recycling material with visitor use and general maintenance activities.

Contracting these removal activities allows the park to better utilize its staff for other core activities. By contracting these activities, we have improved our recycling effort and eliminated the need for heavy specialized trash hauling vehicles.

Scope The purpose of this Statement of Work (SOW) is to provide for Solid Waste and Recycle Waste Collection services for CATO. The vendor shall furnish all equipment and personnel for waste removal in accordance with this SOW, price schedule, and attached terms and conditions. Any items not specifically noted, but necessary for performance in accordance with accepted industry standards, shall be furnished under this contract. Services will include all pickup sites existing as of this date. Should the National Park Service add or deduct a pickup site, this contract will be modified to reflect those additions or deletions.

This will be a fixed-firm price contract with a 1 (one) year base, plus 4 (four) – 1 (one) year options. Work will be performed in park units under the jurisdiction of the National Park Service (NPS), Catoctin Mountain Park (CATO). Specifications, locations, and schedule in which work will be done under this solicitation will be included in attached Solid Waste Schedule and Dumpster Locations.

Objectives The goal of this contract is to provide municipal solid waste removal and recycling services for co-mingled plastics, paper, and cardboard.

Tasks The work of this project shall conform to the following specifications:

Work will be performed in park units under the jurisdiction of the National Park Service (NPS), Catoctin Mountain Park (CATO). Specifications, locations, and schedule in which work will be done under this contract is included in the attached Attachment 2 - Solid Waste Schedule and Attachment 3 - Dumpster Locations.

Report Requirements & Frequency:

A QUARTERLY SUMMARY REPORT will be required to include the following:

• Total solid waste picked up in cubic yards

• Total amount of recycled materials picked up in cubic yards

• Special or construction dumpster waste picked up in cubic yards, report should specify what construction debris is recycled and the total amount.

Dumpster Specifications:

All dumpsters will be constructed of metal in order to keep American Black Bears and other wildlife from accessing the contents. The dumpsters shall have metal lids and doors (no plastic lids/doors) and should be able to secure the lid via a metal chain or other securing device to the dumpster container. The exception to the complete metal dumpsters with metal lids and doors is the Construction dumpster at the Fire Cache.

Solid Waste and Recycling Schedule:

Depending on the month and season, the frequency of refuse/garbage pick-up will vary throughout the contract period. Likewise for recycling pick-up and construction material pick-up. Refer to Attachment 2 - Solid Waste Schedule.

Specific Conditions of Service:

The schedule of weekly servicing of the trash dumpsters is to be done only on a Monday through Friday basis and will mutually be agreed upon by the contractor and Contracting Officer or designated Contracting Officer Representative, as to service days, by location, prior to the start of the contract. Each location is to be serviced consistently on the same day of the week.

The "on call" service of the recycling dumpsters must be available 5 days a week (Monday through Friday, excluding weekends), with 24-hour response time (if the request is made on Friday, the following Monday will be considered within the 24-hour period).

The "on call" service of the 30-yard roll-off dumpster must be available 5 days a week (Monday through Friday, excluding weekends) with a 24-hour response time (if the request is made on Friday, the following Monday will be considered within the 24-hour period).

Responses to requests for service should only be filled if contacted by the Contracting Officer or designated Contracting Officer Representative.

See the attached Solid Waste schedule for an estimate number of pulls per location.

Dumpster Condition:

All dumpsters shall be inspected at least once a year to ensure good internal and exterior condition. If any repairs are needed, replacement dumpsters shall be brought in until the repairs are complete. The contractor is responsible for maintaining all containers in an odor free and clean condition. The cleaning and odor control is to be performed at the contractor’s site, outside the National Park Service boundaries.

Delivery:

The contractor shall deliver the services listed in the Tasks section according to the specifications listed in the Tasks section.

Government-Furnished Property There will be no Government Property Provided.

Security Requirements The Contractor shall dispose of municipal solid waste, and recycling materials in accordance with Federal, State, and Local laws and regulations

Place of Performance The work shall be performed within Catoctin Mountain Park (CATO).

Period of Performance The period of performance shall be between September 25, 2023 and September 24, 2023 This is the Base Year of this contract.

Option Year 1 shall be between September 25, 2024 and September 24, 2025.

Option Year 2 shall be between September 25, 2025 and September 24, 2026.

Option Year 3 shall be between September 25, 2026 and September 24, 2027.

Option Year 4 shall be between September 25, 2027 and September 24, 2028.
