Deliverables include water intrusion/humidity correction reports with pictures (5 days prior to mitigation start), contaminated material removal documentation (within 5 days), decontamination and sanitation reports (within 5 days), final remediation report with safety logs and moisture readings (at least 10 days before project completion), and a minimum one-year workmanship warranty covering mold reoccurrence from improper techniques, failure to remove visible mold, and containment/cleaning deficiencies, with warranty fulfillment requiring contractor inspection within 15 days and remediation at no additional cost if covered.

STATEMENT OF WORK

FOR

MICROBIAL REMEDIATION AND DRYWALL REMOVAL

ON

QUARTERS #1

AT

CULEBRA NATIONAL WILDLIFE REFUGE

May 27, 2026

1. Background

The U.S. Fish and Wildlife Service (USFWS), Caribbean Islands National Wildlife Refuge Complex, requires immediate professional remediation services to address extensive microbial growth and moisture damage within Quarters #1 at Culebra National Wildlife Refuge. This damage is a direct result of water intrusion and high humidity following Hurricane Fiona.

A previous mold detection and mold remediation was performed under a rehabilitation project of several Quarters building. Mold has reappeared in this building after one year of performing the mold remediation. A new inspection conducted by Cotton International, Inc. confirmed elevated moisture levels and visible microbial growth on wall surfaces in the kitchen, living room, and Room #1. This project aims to restore a healthy indoor environment for refuge personnel by removing contaminated materials, performing industrial-grade sanitation, and repairing impacted structural surfaces.

2. Scope of Work

The Contractor shall provide all labor, equipment, specialized materials, and supervision and safety controls necessary to execute microbial remediation and structural repairs. The scope outlines the tasks, responsibilities, and performance standards required for the professional mitigation and remediation of mold contamination at the Culebra NWR Residencial Quarter.

Work shall comply with all applicable federal, state, and local regulations, including ANSI/IICRC S520 Standard for Professional Mold Remediation. This includes correcting all water intrusion and humidity sources causing the mold to grow. This also includes the identification and removal of contaminated sheetrock or any other material, comprehensive sanitation of the facility, and the installation of new sheetrock in the affected areas.

Primary Impact Zones (Attachment – 2 Building Distribution):

• Room #1: Approximately 200 square feet of wall surface.

• Kitchen & Living Room: Approximately 50 square feet combined.

• Vertical Scope: Sheetrock removal will extend to 2 feet from the floor level in all contaminated sections identified in the project floor plan.

Secondary Impact Zones (Attachment –3 Building Distribution):

• Includes the rest of the interior and exterior of building.

3. Tasks and Requirements

Task 1: Project Mobilization and Safety Coordination

• Coordination: Conduct a post award conference briefing with USFWS staff to finalize schedules and access. 10 calendar days before conference briefing.

• Safety Protocols: Implement daily on-site safety meetings and maintain logs to ensure compliance with federal and OSHA standards. Provide documentation to COR and staff of any emergency and hazardous incidents by email.

• Supervision: Provide direct contact list of on-site supervisor for the duration of the project.

Task 2: Assessment, Testing and Report

• Conduct visual inspection of the entire building including interior and exterior and prepare a report of the affected areas and mitigation methods to be performed, document and report extent of mold growth and extent of moisture presence, submit to the COR through email within 5 calendar days of the inspection date.

• Perform moisture mapping and readings using non-destructive moisture reading equipment document and report extent of mold growth and moisture presence and submit a report of these findings to the COR through email within 5 calendar days of the inspection date. Document and report extent of mold growth and extent of moisture presence.

• Identify moisture sources (e.g., leaks, HVAC issues, condensation, building envelope failures), include these findings and recommended corrective actions on a report and submit to the COR through email at least 5 calendar days from the inspection date.

(No corrections shall be performed until recommendations are accepted by the COR).

Document and report extent of damage, extent of mold growth and extent of moisture presence.

• Identify if moisture is present underneath the floor of the building. Build an investigation report and recommend corrections within 5 calendar days of investigation and submit to COR through email. (No corrections will be performed until recommendations are accepted by the COR). Document and report extent of mold growth and extent of moisture presence.

Task 3: Source Moisture Correction

• Contractor shall identify and report all recommended repairs and corrections of moisture sources, include specific water intrusion corrective actions to be performed.

Submit a report to the COR through email of the findings for this task within 5 calendar days of identifying moisture sources. (No corrections shall be performed until recommendations are accepted by the COR).

• Include the installation of any necessary equipment to maintain acceptable moisture levels (Shall be addressed on Investigation and Testing report).

• After implementing all corrections, verify moisture levels are within the acceptable range for mold growth to be inhibited. Submit a report through email to the COR within 5 calendar days of this work.

Task 4: Containment, Equipment Setup, Safety Controls, Controlled Demolition and Removal

• Install critical barriers (6 mil poly) and establish negative pressure for each independent area to reduce the spread of mold contaminated material to other areas of the building.

All contaminated materials to be disposed of shall be removed in closed containers and sealed bags. Implement appropriate PPE and safety procedures.

• Protect unaffected areas from cross-contamination including ventilation ducts/systems and any other openings in the affected areas by installing critical barriers, cover or any other containment methods

• The Contractor shall install and maintain industrial-grade remediation equipment at all times of the mitigation process, to include:

o Air Scrubbers: To capture airborne spores and maintain negative air pressure.

o HEPA Vacuums: For high-efficiency particulate recovery.

o Dehumidifiers & Air Movers: To stabilize humidity and ensure structural drying.

• Power Generation: Contractor is responsible of providing the power required for the installed equipment during the duration of the project.

• Remove and dispose of contaminated materials that cannot be cleaned including

(As of last inspection February 2026 approximately 250 square feet, this amount could vary). Notify USFWS immediately if biological growth is discovered in an area exceeding this square footage amount.

• Implement all containment means and methods prior to any demolition. Ensure all contaminated debris is bagged, sealed, and disposed of according to environmental regulations.

Task 5: Microbial Cleaning and Decontamination

• Sanitization: Apply EPA-approved Biocide mixtures to all affected hard surfaces, including furniture, walls, ceilings, floors and any other areas.

• Upholstery Care: Perform HEPA vacuuming on non-hard surfaces such as sofas, beds, window shades, blinds, curtains and any other applicable surface.

• Air Scrubbing: Utilize Biocide fogging to neutralize airborne contaminants throughout the quarters.

• Encapsulation: Apply microbial-resistant encapsulant primer to the exposed wall studs and remaining drywall edges.

Task 6: Structural Drying

• Install dehumidifiers, air movers, heaters, or other equipment as needed. Provide final test within 10 days of the removal of equipment in tasks 1 through 5.

• Monitor and document drying progress until materials reach acceptable moisture content. Provide moisture readings report to COR weekly.

Task 7: Structural Repair (Sheetrock Installation)

• Installation: Replace all removed sheetrock sections with new, mold-resistant sheetrock.

• Finishing: Tape, plaster, sand, and primer (microbial-resistant encapsulant) the new panels to a "paint-ready" finish. (Note: Final decorative painting remains outside this scope as per the initial proposal).

• The Contractor is responsible for the professional "turnkey" management of the site, ensuring a final cleaning that leaves the work area in a move-in ready state.

4. Schedule

• Period of Performance: The project shall be completed within ninety (90) calendar days.

• Operational Hours: Work will be performed on an 8-hour daily shift Monday through Friday (typically 08:00 AM to 05:00 PM). Work cannot be performed on Federal Holidays or weekends.

• The schedule may be adjusted per request to the COR depending on operational requirements or unforeseen conditions.

5. Deliverables

• Correction of all water intrusion or humidity sources, prior to the start of the mitigation/remediation process. Include report and pictures of all the corrections performed 5 days prior to mitigation start.

• Removal of any contaminated materials including sheetrock, insulation, wood or any other contaminated material. Include a report and pictures of all the areas impacted and process no later than 5 days of concluding the removal work.

• A fully decontaminated and sanitized facility. Include report and pictures of process and end product no later than 5 days of concluding decontamination and sanitation.

• Installation of new, finished sheetrock, insulation, wood or any other removed material in all remediation zones.

• Disposal of all hazardous and non-hazardous debris. Include report with evidence of proper disposal.

• Final remediation report including safety logs. Final moisture readings and photos.

Submit at least 10 days prior to the Period of Performance end date.

• Warranty documentation:

o Workmanship Warranty – Contractor shall provide a minimum one-year warranty on all mold remediation workmanship.

▪ Reoccurrence of mold resulting directly from improper remediation techniques or products.

▪ Failure to remove visible mold from areas included in the scope.

▪ Deficiencies related to containment, cleaning and drying performed by contractor.

o Workmanship fulfillment – If mold reappears in a warrantied area.

▪ Contractor shall inspect the area within 15 days of notification.

▪ If covered, contractor shall perform remediation at no additional cost to the client.
