About this file
This statement of work outlines requirements for inspection and repair of a wastewater treatment plant at Bosque Del Apache National Wildlife Refuge. The refuge requires a contractor to inspect its wastewater treatment vault where issues have prevented proper functioning for over six months. The inspection will assess equipment including removing a PVC casing to examine the pump and aerator heads. If needed, the contractor will conduct on-site repairs, provide guidance on infrastructure and safety, and ensure the system is fully operational before departure. The contractor must communicate closely with refuge staff and only conclude work upon mutual agreement that the job is complete. The related federal contract opportunity is solicitation number 140FGA23Q0020 for wastewater treatment plant inspection services at Bosque Del Apache NWR, issued by the Department of the Interior Fish and Wildlife Service. Expedited response is requested due to increased summer staffing needs and monsoon season impacts.

STATEMENT OF WORK
Bosque Del Apache NWR Wastewater Treatment
Plant Inspection
1. General:
1.1 Bosque del Apache National Wildlife Refuge (BdA) PO Box 280 (Mailing) 1001 NM Highway 1 (Physical) San Antonio, NM 87832-0280 has a wastewater treatment plant (WWTP) that processes the wastewater from the refuge office buildings, refuge housing, maintenance shops, and public restrooms with flushed toilets. The refuge is in need of hiring someone to do an inspection in the vault where the pump is located. The WWTP is located along the employees only road that leads to the administrative area on the west side of NM Highway 1.
1.2 BdA has had part of the WWTP not functioning properly for over 6 months and a bypass of the main infrastructure has been necessary. It is believed some particulate matter was pulled into the pump housing, ground up by the grinder pump, and is now fouling the aerators. A visual inspection is necessary as well as cleaning of the equipment. In order to enter the vault it must be sanitized, confined space equipment set up, and the air quality must be tested. Once inside the vault it will require a pvc casing to be removed, the pump inspected, aerator heads removed and inspected, and the aeration lines to be blown out. It is expected the inspection will uncover why the wwtp is not functioning properly. Repairs can either be made at the time of inspection or a plan will be put in place for future repairs.
2.1 When services for the wwtp are needed there is usually an urgent need. This is an ASAP repair.
We have an increase of interns over the summer. With an increase of staff over the summer, the likelihood of problems with the wwtp increases. The summer monsoons (rains) normally start late June or early July. This is an El Nino year and rains have already started the week of 5-21-2023 Inclemenmt weather may impact travel.
2.2 The expectation is the vendor would arrive in a timely manner, assess the equipment during normal business hours, conduct onsite repairs as needed, and stay until the job is completed.
3. Scope
3.1 The representatives from the vendor will be available to inspect and assess the wwtp, provide guidance on best infrastructure setup, provide guidance on safety inspection, and complete necessary repairs and adjustments.
4. Deliverables and/or Delivery Schedule:
4.1 The deliverable is a wwtp in working order. This includes cleaning and fixing the aerators, cleaning and fixing the pump, and reassembling all components in working order. The schedule would be at the end of the day or days that the inspection and repairs are necessary. If a timing or parts issue requires additional days these must be agreed by representatives from the vendor as well as refuge staff.
4.2 We do not know the exact dates services will be performed throughout the rest of fiscal year 2023. Representatives from the contractor will not leave the refuge until BdA staff are satisfied with the work and agree the job is completed.
5. Government-Furnished Equipment (GFE) / Government-Furnished Information
(GFI)
5.1 Vendors typically have their own tool sets, but refuge maintenance staff will provide additional tools as needed. Other equipment and tools will be provided as needed.
No government furnished information will be necessary to assess the problem or complete the repairs.
7. Evaluation and Acceptance
7.1 The contractor will be evaluated based on thoroughly carrying out the inspection, conducting any necessary repairs, keeping a clear line of communication with refuge staff throughout the process, and only leaving when contractor staff and BdA staff agree the job is completed.
8. Technical Coordinator:
8.1 Bernard Lujan, Deputy Refuge Manager, PO Box 280 San Antonio, NM 87832, deborah_williams@fws.gov, 575-835-1828 X 233
8.2 Matthew Wirth, Administrative Officer, PO Box 280 San Antonio, NM 87832, matthew_wirth@fws.gov, 575-835-1828 X 225
